Pacific Avenue, Baldwin Park, 91706 CALL TO ORDER The meeting was called to order at 5:38 pm by Mayor Lozano. ROLL CALL PRESENT: Council Member Alejandra Avila Council Member Paul C. Hernandez Council Member Ricardo Pacheco Mayor Pro Tem Monica Garcia Mayor Manuel Lozano PUBLIC COMMUNICATIONS Mayor Lozano opened Public Communications at 5:38 pm. Seeing no one wishing to speak, Mayor Lozano closed Public Communications at 5:38 pm. OPEN SESSION • Public Works Beautification and Public Art Program Presented by Director of Public Works Sam Gutierrez Art Program Sam Gutierrez introduced Beatrix and Blanca with Backer + Associates. Beatrix thanked the City Council and staff for their time and provided input from community meetings held in four locations. Upon further research, the consultants found a picture of Baldwin Park's early years displaying an electronic board with small light bulbs that spelled out an announcement and decided to incorporate this concept to their public art piece. Blanca introduced the concept art work to the City Council showcasing suspended metal wheels layered in paper picado, each ring representing a different story, with an LED display board of Council's choice (round, polygon or straight) to announce festivals and upcoming citywide events. Council Member Avila asked if the rings were lighted. Blanca stated they did not have the ability to light up, however, did turn like a tire and the pols on either side of the display could potentially be lit from the base. Council Member Hernandez stated the LED display board in the middle of the median looked busy and could potentially distract drivers. Council Member Hernandez asked whether this display board could be integrated elsewhere. Special Meeting of 08/7/19 Page 1 of 5 Mayor Pro Tem Garcia stated the design looked very festive but agreed with Council Members Hernandez and Avila in regards to the distraction it may cause for drivers and would like to see a more practical design incorporating the art in one location and the reader board placed separate from the art piece. Blanca suggested a rectangular reader board would best suit the City's needs versus a round one and stated the light could be dimmed to avoid collisions due to the bright light. She also answered questions relating to the dimensions of the reader boards. Council Member Pacheco requested the team bring back this item with additional options and different designs. Additionally, the City Council provided direction to bring this item back and provide additional design options. Council also requested this design blend well with the citywide upgrades. Beautification Program Mr. Gutierrez introduced Isidro and Luis who have also conducted community outreach to receive input and incorporate functional upgrades the City's downtown beautification project. Luis from Infrastructure Engineers provided the City Council with different designs options to upgrade street light fixtures, decorative crosswalks and monument signs. Mayor Lozano provided input on the items he most liked, while Council Member Hernandez voiced concerns with diagonal parking and expressed interest in bike lines. Council Member Avila asked staff whether diagonal and parallel parking was an unusual design, expressed concerns with the safety if parallel parking was implemented and inquired if this area could be expanded to accommodate additional parking. Council Member Pacheco asked Director of Public Works Sam Gutierrez where bike lanes initiated and ended and what the compliances with other lanes were. Mr. Gutierrez stated they've received positive feedback from residents in regards to bike lanes. The City Council provided input on the options they liked best and stated it was important to them that all the designs complemented one another. Mr. Gutierrez address Council's questions relating to the amount of lights that would be changed and provided a project estimated completion year of 2020 to 2021 for this . Additionally, Mr. Gutierrez updated the City Council on Morgan Park signs. Ultimately, the City Council provided unanimous direction to staff to commence work with the teen center digital display and refurbish the decorative sign at Morgan Park. Tafoya announced that the City Council unanimously agreed to settle the Augero v. City of Baldwin Park case for $25,000 to the plaintiff and the said settlement had been executed and finalized.
