BALDWIN PARK CITY COUNCIL STUDY SESSION
AND SPECIAL MEETING
SEPTEMBER 4, 2019, 5:30 P.M.

CALL TO ORDER
The meeting was called to order at 5:38 pm by Mayor Lozano.

Seeing no one wishing to speak, Mayor Lozano closed Public Communications at 5:39

OPEN SESSION
• Economic Development Presentation
Presented by Director of Community Development Benjamin Martinez
Ben Martinez provided a power point presentation on upcoming projects starting with
the Red Car building where Mr. Martinez explained there was not enough parking to
accommodate a restaurant and would need to look into purchasing adjacent properties
to expand, should they wish to open something larger than a café. Council Member
Avila inquired whether the property was originally receiving and an affirmative answer
from staff and adding that the building was retrofitted during the sell. Council Member
Pacheco stated he was under the impression that the developer would buy the parking
lot. Staff assured Council they would become involved in the purchase of the property
only if it required them to do so.
Mr. Martinez then introduced the vacant lot adjacent from the Regency Inn prefacing
that the property had been an issue for many years and had recently made progress by
having serious talks with developers to purchase the vacant land and build restaurants
in order to attract tourism.
The next project update to the City Council was the Regency Inn Hotel which was
currently being proposed to be converted into a Holiday Inn where developers would be
tasked with rehabbing the current hotel or completely rebuilding a new one.

Mr. Martinez then touched on the progress of the restaurant Raising Canes situated in
front of Target and talked about the Starbucks being constructed in the old bank
building. Mr. Martinez stated this shopping center would attract several other vendors.
Council Member Hernandez asked whether they had an estimated completion date; in
which staff stated, significant construction would commence next year. Further
discussion was held amongst the City Council and staff in regards to the aesthetics of
the Starbucks. An additional Starbucks was also referenced by Mr. Martinez in a
different location formerly operated as a restaurant and would be completely remodeled.
In addition, staff stated they were able to attract a developer to place a Jack in the Box
in the vacant lot formally known as Shakeys Pizza after many years of negotiations with
various developers. Mr. Martinez also commented on the interest from Culichitown to
open a restaurant next to Bank of America.
Next, Mr. Martinez provided an update on the Phase II Roem Development Housing
Project and the possible relocation of certain retail stores. Mayor Pro Tern Garcia
suggested the city include a help desk at this location or include some sort of civic
center for constituents. Mayor Lozano suggested a nice structure be placed on Phase II
of the Roem Development near King Taco. Mr. Martinez provided insight on the
retirement housing foundation senior project, which would house 50 to 60 units and
would attempt to provide Baldwin Park residents with preference to obtain these units;
and spoke on the Olsen Market Rate Housing Project behind Villa Mar.
Mr. Martinez also talked about Torch Street which was undergoing a lot of changes and
with staff's assistance the buildings located on that street could be converted into
additional housing. Discussion was held amongst City Council and staff regarding the
potential housing uses. Additional discussion was held regarding the aesthetics of the
shopping center near the proposed car wash on Baldwin Park Boulevard and
Francisquito.
The Director also update the City Council on the new business by the name of Distinct
Indulgence; town home developments near the Teen Center; retail space acquired by a
developer near a residential area; the possibility of opening a Pollo Campero; and a
recap on economic impact and development.
The City Council unanimously extended their support to Mr. Martinez and requested he
continue to provide updates on future developments.
The City Council recessed into closed session at 6:30 p.m.
