The City Council of the City of Baldwin Park met in adjourned
regular session at the above place at 10:30 a.m.
Roll Call: Present: COUNCILMEN BLOXHAM, LITTLEJOHN,
AND MAYOR PRO TEM BISHOP
Absent: COUNCILMAN HOLMES, MAYOR COLE,
CITY ATTORNEY GORLICK, CITY
ENGINEER YOUNG, PLANNING DIRECTOR
MANSFIELD AND CITY TREASURER PUGH
Also Present: CHIEF ADMINISTRATIVE OFFICER

The absence of Councilman Holmes and Mayor Cole was excused
by Council.

Chief Administrative Officer Asmus recommended that the bid
of Northern Insurance Company of New York, submitted by the
Baldwin Park Insurance Company, Walter Schroeter, Agent, be
accepted at a total five year premium rate of $1,110.40, pay-
able $222.07 annually or a flat prepaid five year premium of
$1,065.38; that it was his further recommendation the City ac-
cept the latter rate of $1,065.38 at a savings of $45.02 rather
than the deferred payment plan; that the Northern Insurance
Company of New York carries the highest possible financial
rating according to Best's Insurance Guide, with resources in
excess of 25 million; that the bid Is the lowest of the five
submitted; that the policy meets all the conditions and re-
quirements of the specifications.
Discussion followed.
COUNCILMAN LITTLEJOHN MOVED THAT THE FIRE INSURANCE AWARD
OF BID BE GIVEN THE NORTHERN INSURANCE COMPANY OF NEW YORK
SUBMITTED BY THE BALDWIN PARK INSURANCE AGENCY, WALTER
SCHROETER, AGENT, BE ACCEPTED AT A TOTAL FIVE YEAR PREPAID
PREMIUM IN THE AMOUNT OF $1,065.38, AND THAT ALL OTHER BIDS
BE REJECTED. COUNCILMAN BLOXHAM SECONDED. The motion carried
by the following vote:
AYES: COUNCILMEN LITTLEJOHN, BLOXHAM,
AND MAYOR PRO TEM BISHOP
NOES: NONE
ABSENT: COUNCILMAN HOLMES AND MAYOR COLE

Mayor pro tem Bishop announced that the matter of the parking
district petition would be taken next on the Agenda.
Dr. Louis Ungar, 4239 North Maine, Baldwin Park, stated that
he had been asked to serve on the Steering Committee; that an
overwhelming desire had been shown to form this parking district,
extending from Ramona Boulevard to Palm, which is the first step
in a more extensive off-street parking plan; that he did not get
any signatures to the petition in the block between Palm and
Morgan; that the attitude of those not presently participating
may change as the parking district plans progress.
Considerable discussion ensued wherein Chief Administrative
Officer Asmus outlined the procedure involved under the 1943 Act;
that there is a good possibility that the entire district could
be formed In less than three months; that the Steering Committee

Adjourned Regular Meeting of the Baldwin Park City Council
should make the decision regarding the location of the park-
ing district, as they will be the ones paying for it.
Mrs. Fordam, 3437 West 77th Street, Los Angeles, stated that,
although her original intention was to build on this property,
the most sensible thing to do, under the circumstances, is to
sell; that she would sell this property for $7,000.00 cash
but that would be the lowest figure she'could accept; that,for
matter of record, Mr. Silver is not her attorney and was not
authorized to represent her.
Discussion continued wherein the consensus of opinion was
that all the information was now in the hands of the Steering
Committee and it is their responsibility to come to an agree-
ment with Mrs. Fordam.
Dr. Ungar stated that he would contact others on the Committee,
present these facts, and have an answer for Mrs. Fordam within
two weeks.

Chief Administrative Officer Asmus reported that he had been
contacted by Mr. Sam Grijalva, 14018 E. Los Angeles Street,
Baldwin Park, who expressed interest In the purchases of the
25' strtp~facing Los Angeles, extending back 110' along
Stewart, and also the 661 x 801 lot which the City owns. He
further stated that City Attorney Gorlick advised him that
the City must advertise, in order to sell, setting a minimum
acceptable price for it; that It was the recommendation of
Mr. Asmus that Council set a minimum price of $3,500.00 for
the 25' strip and the 66' x 80' lot.
Considerable discussion followed as to the fair value of the
land.
COUNCILMAN BLOXHAM MOVED THAT THE CITY ATTORNEY BE INSTRUCTED
TO PREPARE A LEGAL NOTICE FOR THE SALE OF THE ENTIRE PROPERTY
AT LOS ANGELES AND STEWART STREETS AT A MINIMUM PRICE OF
$5,000.00.' COUNCILMAN LITTLEJOHN SECONDED. The motion carried
by the following vote:
