The City Council of the City of Baldwin Park met in adjourned
regular session at the above place at 2:00 p.m.
Roll Call: Present: COUNCILMEN BISHOP, HOLMES,
LITTLEJOHN AND MAYOR COLE
Absent: COUNCILMAN BLOXHAM, ACTING
CITY ATTORNEY FLANDRICK,
CITY TREASURER PUGH, PLAN-
NING DIRECTOR MANSFIELD

AND CITY CLERK BALKUS

Mayor Cole announced that this meeting was being held for the MEETING WITH L.A.
purpose of discussing the new trunk line to be installed by the COUNTY SANITATION
Los Angeles County Sanitation District. DISTRICT RE NEW
SEWER TRUNK LINE.
City Engineer Young introduced Mr. Bennett, Division Engineer, INTRODUCTIONS BY
and Mr. Parkhurst, Assistant Chief Engineer of the Los Angeles CITY ENGR. YOUNG.
County Sanitation District.
Mr. Parkhurst explained the policy of the Sanitation District MR. PARKHURST,
as it has been in the past; wherein he stated that he has been ASST. CHIEF ENGR.,
of the opinion that the upper area" was to be zoned for in- L. A. COUNTY
dustry, however, it is-now his understanding that it will remain SANITATION DIS-
zoned for quarries; that they are meeting with the City of Irwin- TRICT.
dale next Monday, February 27, 1961, at which time this matter
will be discussed; that it was their feeling that sewers in-
stalled on Ramona Boulevard would serve both Baldwin Park and
Irwindale for industry; that there is $293,000.00 available
that can be channellized to this program; that after July 1st
there will be additional monies in the budget, but that it will
still take a two year period to complete the line up to Sierra
Madre; that, if the City of Baldwin Park wanted immediate con-
struction and could offer financing, the Sanitation District
could reimburse them over the next two year fiscal period; but
that the Sanitation District can accept private money" toward
construction costs; that $187,000.00 is available on this first
portion of construction, which leaves $106,000.00 for continued
construction; that the Sanitation District has other commit-
ments, too, for the use of their budgeted monies.... that, at
times, it's a matter of robbing Peter to pay Paul"; that the
Sanitation District must have the money for construction in
their treasury account before a contract is let.
Discussion followed wherein Councilman Bishop stated that Mr. DISCUSSION AND

be very happy to contribute as much money as possible in order
to get sewers up to Foster and Frazier, and that they would
be able to contribute $18,000.00 $24,000.00 in order to get
them in by September 1st; wherein City Engineer Young stated
that the new Sierra Vista School expected to be able to open
a portion of the school by September 15th, and that both the
school and the tract across the street were making provisions
that, if this goes through, they will provide for pumping
chambers on the manholes southeast of the intersection of
Foster and Frazier until such time as sewers are installed;
that the subdivision tract going in is not installing septic
tanks, but will chance the line being installed; wherein there
was discussion relevant to the tying-up of City funds over a
length of time; wherein the matter of becoming involved in a
1911 Act was discussed; wherein the general consensus of
opinion was that we should get started on this work and make

a determination of what monies would be available.
COUNCILMAN HOLMES MOVED THAT COUNCIL INSTRUCT THE CHIEF AD-
MINISTRATIVE OFFICER AND THE CITY ENGINEER TO WORK WITH THE
SANITATION DISTRICT TO ASSEMBLE THIS PROPOSAL TO BRING THE
SEWER LINE TO THE FRAZIER STREET AREA, UP AS FAR AS POSSIBLE,
RIGHT AWAY, AND TO KEEP COUNCIL ADVISED. COUNCILMAN BISHOP
SECONDED. There were no objections, the motion carried and
was so ordered by Mayor Cole.
Further discussion ensued wherein Councilman Littlejohn quer-
ied regarding the use of approximately $100,000.00 that is in
the inactive account, wherein the Chief Administrative Officer
stated that $75,000.00-$100,000.00 could be made available for
this project.

AT 2:38 P.M. COUNCILMAN BISHOP MOVED THAT COUNCIL ADJOURN.
COUNCILMAN HOLMES SECONDED. There were no objections, the
motion carried and was so ordered by Mayor Cole.
