Roll Call: Present: COUNCILMEN BISHOP, BLOXHAM, HOLMES, LITTLEJOHN AND MAYOR COLE Absent: ACTING CITY ATTORNEY ROBERT FLANDRICK, CITY ENGINEER YOUNG, AND PLANNING DIRECTOR MANSFIELD Also Present: CITY CLERK BALKUS AND CITY TREASURER PUGH 00- Mayor Cole announced that the first matter to come before Council was that relative to the audit by Swenson, Clark and File, and that Mr. File was in the audience to answer the questions of Council. Considerable discussion followed relative to the pre-numbering of permit forms issued by the Building Department; relative to the feasibility of installing a completely mechanized pay- roll operation; relative to the work-load in the Finance Department. Chief Administrative Officer Asmus invited members of Council to attend the oral interviews for the position of Assistant Chief Administrative Officer-Finance Director, to be held in the Council Chamber on Friday, March 24, 1961, from 1:00 p.m. to 3:00 p.m. He stated that there are five candidates to be interviewed; that fourteen applicants completed examination but only five passed; that one-half hour is scheduled for each of the candidates. Discussion continued relative to the inventory of automotive supplies wherein Chief Administrative Officer Asmus clarified the procedure as presently followed; wherein Councilman Bishop suggested that our present system of inventorying automotive supplies be kept In use; wherein the accounting of small tools was discussed. The matter of the 1911 Act audit was discussed next, wherein Councilman Littlejohn commended the firm of Swenson, Clark & File for the fine job they did; wherein the possibility of evolving a simpler system for the 1911 Act accounting was dis- cussed; wherein City Treasurer Pugh clarified the posting operations Involved in the handling of the 1911 Acts; wherein City Treasurer Pugh stated that she has visited many cities handling 1911 Acts in an endeavor to determine what the best system would be., but that no one has been able, as yet, to provide this Information; wherein Councilman Littlejohn sug- gested that this would be a good item to bring before the League of California Cities; wherein Councilman Bishop sug- gested that, in the future, there will be a great many of the 1911 Acts processed and some provision should be made relevant to the additional bookkeeping expenses; wherein Chief Administrative Officer Asmus stated that, as more 1911 Acts are processed, it will eventually require the full time of one employee; wherein Mayor Cole and the Council commended Mr. File on a very fine audit and for attending this meeting. 00- Chief Administrative Officer Asmus presented a matter rele- vant to the disposal of five old sirens which were purchased Continued) MARCH 23, 1961 ROLL CALL MATTER OF AUDIT Mr. J. He further stated that Mobile Radio, Inc. has offered to purchase them for $300.00, but the Chief of Police rather than accepting the cash, would,like to take one Federal Model Siren, valued at $242.50, and take-the balance In cash; that the Police Department no longer has any use for these old sirens; that it was his recommendation this exchange be made; that this Federal Model Siren would be used as a spare. Discussion followed. COUNCILMAN BISHOP MOVED THAT COUNCIL CONCUR WITH THE RECOM- MENDATIONS OF THE CHIEF ADMINISTRATIVE OFFICER AND THE CHIEF OF POLICE, IN THAT THE OFFER OF MOBILE RADIO INC BE ACCEPTED WHEREIN THE FIVE OLD SIRENS, VALUED AT $300.00, BE EXCHANGED FOR ONE FEDERAL MODEL SIREN VALUED AT $242.50, WITH THE DIF- FERENCE TO BE PAID TO THE CITY IN CASH. COUNCILMAN HOLMES SECONDED. The motion carried by the following vote: AYES: COUNCILMEN BISHOP, HOLMES, BLOXHAM, LITTLEJOHN AND MAYOR COLE NOES: NONE ABSENT: NONE Chief Administrative.Officer Asmus reported that the City of Glendoro laa* authorized execution of the contract prepared and offered by Mr. Edwin C. Saunders, and that a revised agreement, containing provisions previously mentioned, is now presented for Council approval. Mr. Saunders stated that this revised contract Is substant- ially the same, with few minor changes, being in particular vacation leave and 30-day cancellation clause; wherein he reviewed the contract with Council. Discussion followed. COUNCILMAN LITTLEJOHN MOVED THAT THE MAYOR BE AUTHORIZED TO SIGN THE RETAINER AGREEMENT BETWEEN-MR. EDNIN C. SAUNDERS AND THE CITY OF BALDNIN PARK, TO BECOME EFFECTIVE APRIL 1, 1961, IN AN AMOUNT AS SET FORTH IN SAID AGREEMENT. COUNCIL- MAN BISHOP SECONDED. The motion carried by the following vote: AYES: COUNCILMEN LITTLEJOHN, BISHOP, HOLMES, BLOXHAM AND MAYOR COLE NOES: NONE ABSENT: NONE 00- Mayor Cole reported that he and Councilman Bishop had attend- ed the Sanitation District meeting yesterday wherein it was disclosed that they are bringing the-trunk line from the Bassett area underneath the freeway, coming up on this side of Baldwin Park; that it will be brought up to approximately Patritti at Syracuse; that 10-12 bids were opened with the highest being $272,600.00, and the others ranging from $171,000.00 and $180,000.00+; that the bids were opened at 2:00 p.m, and at 2:15 p.m. they went back in session; that the bid was let for $171,937.72; that this is the first part of the project from funds that are available up to July I, Continued) March 23, 1961 Page 2 Report and recommendation by C.A.O.
