Chief Administrative Officer Asmus presented a request for an
allocation not to exceed $2,400.00. for the purchase of legal
books and reports required by the City Attorney, being: I set
California Jurisprudence used), complete set of State Reports,
including the California Reports and California Appellate Re-
ports used), complete set 20 volumes) McQuillan's Law of
Municipal Corporations new), Sheppard's Citator,(new), Metzen-
baum on Zoning 3 volumes) and the current set. of West's Digest
to be brought up to date. He further stated that this alloca-
tion will provide a basic library which will be supplemented as
time goes on, but that future requests would be for minor items.
Discussion followed.
COUNCILMAN BISHOP MOVED THAT COUNCIL CONCUR WITH THE RECOM-
MENDATIONS OF THE CHIEF ADMINISTRATIVE OFFICER AND THAT AN
ALLOCATION, NOT TO EXCEED $2,400.00, BE APPROVED FOR THE PUR-
CHASE OF VARIOUS BOOKS FOR THE CITY ATTORNEY. COUNCILMAN

Chief Administrative Officer Asmus presented the matter of em-
ployment of an Assistant Chief Administrative Officer wherein
he stated that 33 candidates had applied for the position, 26
definitely qualified, 15 appeared, 5 passed the written exam-
ination, and I passed the oral examination; that the individual
that was selected will not accept the position except at a
salary of $738.00 per month; that this person is highly qualified
especially from the standpoint of a finance background, and can
capably fill the position in the Finance Department; that this
person has served, for the past four years, as one of the city
accountants for the City of Fresno; being third from the top,
with Department Head status; that this person is presently re-
ceiving a salary of $724.00 per month, which-the City of Fresno
has recently offered to increase to $810.00 per month; that
this person indicated he is quite anxious to become established
in a smaller city In an administrative capacity; that our salary
schedule for this position is $607.00 to $738.00 per month.
Considerable discussion followed wherein Chief Administrative
Officer Asmus stated that the individual under discussion was
thoroughly familiar with the 1911 Acts.
City Clerk Balkus administered the oath to those In the audience
desiring to be heard during the meeting.
Mr. Charles A. Spooler, 14083 East Olive, Baldwin Park, ques-
tioned what the official capacity of this individual would be,
and if the Chief Administrative Officer couldn't handle those
duties and responsibilities.
Discussion ensued wherein Mayor Cole clarified the filling of
this position, in that it was not a new position, but one left
vacant by the resignation of the former Assistant Chief Adminis-
trative Officer.
COUNCILMAN LITTLEJOHN MOVED THAT THE CHIEF ADMINISTRATIVE
OFFICER BE AUTHORIZED TO HIRE, WITHIN THE SALARY RANGE AS
SET BY THE COUNCIL, FOR THE POSITION OF FINANCE DIRECTOR,
USING DISCRETION RELATIVE TO THE STARTING STEP. COUNCIL-
MAN BLOXHAM SECONDED. The motion carried by the following

Adjourned Regular Meeting of the Baldwin Park City Council

Mayor Cole announced that it was now the time and place for
public hearing on the proposed Master Plan of the Baldwin
Park area.
City Clerk Balkus stated that the required publications, mail-
ings and postings had been accomplished.
Planning Director Mansfield in presenting a resume of the find-
ings of the Planning Commission, as set forth in Planning Com-
mission Resolution No. 630, stated that the State Planning Law
of the Government Code of California provides that each Planning
Commission shall prepare and adopt, a comprehensive, long-term
general plan for the physical development of the city and any
land outside its boundaries which bears relations to its plan-
ing; that the Planning Commission, after two public hearings,
wherein careful consideration was given to all oral and written
communications offered as fact or opinions by the general public,
did adopt Planning Commission Resolution No. 630, regarding the
adoption of a general comprehensive plan for the City of Baldwin
Park and its surrounding area, which includes the following
elements: 1) A Land Use Element which designates the proposed
general distribution and general location and extent of the uses
of the land for housing, business, industry, recreation, educa-
tion, public buildings and grounds, and other appropriate categ-
ories of public and private uses of land including standards of
population density and building intensity related thereto 2)
A Circulation Element showing the general location and extent
of vehicular arterial routes and appurtenances, transportation
and routes, and appurtenances including proposed standards for
the width, grade and treatment thereof. Mr. Mansfield further
stated that the Circulation Element has been modified to in-
clude: 1) Arrow Highway between Sierra Madre Boulevard and
Live Oak-Rivergrade Road from the major to a secondary highway
2) Rivergrade Road between Live Oak-Arrow Highway and San
Bernardino Freeway from a major to a secondary highway 3)
Sierra Madre extended as a proposed major highway north of Live
Oak to Arrow Highway 4) Puente Avenue between San Bernardino
Freeway and Root Street from a major to a secondary highway,
Puente Avenge between Root Street and Ramona Boulevard from a
major highway to a local street 5) Vineland Avenue between
San Bernardino Freeway and Badillo Street from a secondary high-
way to a traffic collector street, Vineland Avenue extended as
a proposed traffic collector between Badillo Street and Ramona
Boulevard, Vineland Avenue south of the San Bernardino Freeway
from a secondary highway to a local street 6) Syracuse Avenue
between San Bernardino Freeway and Ramona Boulevard from a
local to a traffic collector street 7) Frazier Street between
Francisquito and Foster Avenues from a traffic collector to a
secondary highway; that all traffic collector streets originally
shown on the General Plan Map have remained unchanged; that Land
Use Element changes included: I) neighborhood commercial on
north Maine Avenue 2) high density residential on north Maine
Avenue north of Olive Avenue 3) low density residential north
of Olive Avenue and west of Stewart Avenue 4) commercial manu-
facturing irr the vicinity of Dalewood, San Bernardino Freeway and
Puente Avenue 5) high density residential to the southeast of
Judith Street 6) industrial land use areas outside City of
Baldwin Park shown with overlay horizontal color line 7) neigh-
borhood recreation area shown west side of Big Dalton Wash west
of Dexter Street 8) legend modified to reflect changes.

Adjourned Regular Meeting of the Baldwin Park City Council
Mr. Arthur M. Shatz of Simon Eisner and Associates, Planning
Consultants, 1414 Fair Oaks Avenue, South Pasadena, California,
was introduced by Planning Director Mansfield. Mr. Shatz pre-
sented a summarization of the two years' work wherein he stated
that thits general plan does not propose any changes in the Zon-
ing Ordinance; that the General Plan is a comprehensive document
which deals with all the physical manifestations of the activi-
ties of the community, and Indicates that, somewhere within the
general-area, there is a potential for medium and high density
residential uses; wherein he explained the markings and colorings
on the General Plan Map,as viewed by all in attendance, and what
they designated. He further stated that there is another docu-
ment which forms part of the General Plan, being a report which
spells out, in detail, what these proposals are, how they were
arrived at, and how they can be put to use in Baldwin Park.
Mr. Edwin Elko, 13057 East Bess Avenue, Baldwin Park, stated
that he felt the estimate in population increase fell short";
wherein he wondered why, particularly in his area, the zoning
was downward", in that, at one time, it was R-3 and now is
R-1; that it was his feeling their zoning would be taken away
from them.
Mr. Shatz explained that this plan says that, under the given
proposed standards of development, that the land, under those
conditions, can hold 58,000 people, but that there is nothing
to prevent future changes in land development and usage; and
this plan does not take away anyone's rights that now exist
under zoning, and that one will always have the security of the
zoning ordinance; that the General Plan indicates to the appli-
cant, to the Planning Commission, and to the City, what Is the
best use of the land; wherein he cited examples to further clari-
fy the point of issue as raised by Mr. Elko.
Considerable discussion followed-wherein a gentleman in the
audience, Mr. Earhart, by name, questioned the cost of this
plan, and objected to the downgrading" of property In Baldwin
Park, with the suggestion that the City go back to the County
planning; wherein Mrs. June Meyer questioned regarding the
proper placement for a hospital, rest home, etc.; wherein Mr.
Ray Walker questioned why there were three different colors on
a particular portion of land; wherein Mr. Warren Henry questioned
regarding C" zoning in the area of Francisquito and Baldwin
Park Boulevard; wherein Mr. Heglin questioned in what zone a
hospital would be allowed and queried about the requirements of
a buffer zone and M" zoning; wherein Mrs. Marianne Johnson
queried as to what plans have been made for future shopping of
a doubly Increased population, and what is going to support the
people of the city tax-.wise; wherein Mr. D. W. Asquith questioned
whether this proposed plan would be put to a vote of the people,
how much this proposed plan has cost the City, and expressed
the feeling that this plan was not one desired by the people as
a whole; wherein Mrs. Lucille Barnes questioned regarding noti-
fication of property owners In the event of zone changes, parti-
cularly In the area of Joanbridge and Sleeker Streets; wherein
Mr. Frank Seymour stated that all will benefit if large indus-
tries can be attracted to the City, and will lessen the burden
the citizens carry...that if we are going to grow, we have to
give a little and take a little"; Wherein Mr. Clarence Graham
stated that this proposed Master Plan is a good street map"
but he could not see where it would help Baldwin Park, and
that the plan is all theory", not having a set pattern; where-
in Mr. Charles A. Spooler expressed the opinion that this pro-
posed plan, as such, has not solved any of our problems, and
questioned if there is a definite program being considered for
the establishment of a creditable shopping center, and also
questioned regarding the installation of sewers; wherein Mr. Paul
Cook, an industrial builder, questioned regarding zoning for In-

dustrial uses; wherein Mr. Vogen, who formerly lived In Germany,
questioned why his taxes should increase because he fixed up his
home; wherein Mrs. Alberta Murray questioned if a park is pro-
posed for property on Heintz Street, and what was proposed for
usage of the back portions of the property on this street; where-
in W. Spooler questioned if this proposed plan Is adopted, could
future administrations modify it; wherein Mr. Elko stated that he
has lived here since'1,946, and that it was his feeling the City
does not need a Master Plan, that there is no problem that cannot
be handled by the Planning Commission and the City Council; wherein
the matter of a proposed parking district was discussed; wherein
the matter of traffic routing through the business district was
discussed; wherein Mr. Jack Kerns questioned whether the proposed
parking district depended on the removal of the Pacific Electric
tracks; wherein Mr. Shatz answered the questions presented by
those in attendance, elaborating on the many facets of the pro-
posed plan for further clarification; wherein members of Council
endeavored to explain the need for such a plan for the future
development of the City; wherein those in attendance were informed
that copies of this report are available for their perusal.
Mayor Cole thanked the people in the audience for attending and EXPRESSION OF

It was the suggestion of Councilman Littlejohn that another
meeting be held for further discussion and study of this pro-
posed Master Plan before final action is taken.
