Roll Call: Present: COUNCILMEN BISHOP, BLOXHAM, HOLMES, LITTLEJOHN AND MAYOR COLE Absent: ACTING CITY ATTORNEY FLANDRICK, CITY ENGINEER YOUNG, CITY TREASURER PUGH AND PLANNING DIRECTOR MANSFIELD Also Present: CHIEF ADMINISTRATIVE OFFICER ASMUS AND CITY CLERK BALKUS 00- City Clerk Balkus administered the oath to those in the audience desiring to speak during the meeting,, 00- Mr. Charles A. Spooler, 14083 East Olive Street, Baldwin Park, requested that everything said during the meeting tonight be recorded In order to eliminate any possible misinterpretations or distortions; that he was not speaking for the Taxpayer's Association, but as a member of a committee of this organi- zation that has conferred with County Supervisors; that they do know, positively, that we can have our court, as legal advice and information has been received this day; that on April 6, 1961, at Rodger Young Auditorium, two or more members of Council should be in attendance to state that they wish to become a part of the 71 cities who still want the 29 court system. Mr. M. A. Erhardt, 14405 East Garvey Blvd., Baldwin Park, stated that Baldwin Park is one of the most eligible cities for a court of this type, and the only city out of 71 that was not represented; that there is an effort to consolidate the municipal courts from 29 to 9, the reason being that they are loaded" and that a one-man shop cannot handle it; that he was quite surprised to find out that no resolution, either pro or con, has been adopted as yet by Council on this matter. Discussion followed wherein Mayor Cole stated that he had met with'SbpervIsor Frank Bonelli last night, at which time he was told that a roll call vote will be taken at this meeting on April 6, 1961, by the League of California Cities, and whatever action results from this vote will then be put before the Board of Supervisors. Mr. Erhardt continued by stating that there will be opposition from the City of West Covina; that they are changing the courts so that they can handle, instead of the 3,000 as the statute now calls for some 7,000 cases; that our having a court here will give us more prestige. Mr. Ray Walker, 3202 North Puente Avenue, Baldwin Park, stated that it was his opinion they should have appeared here tonight individually, not as a body; that a resolution must be adopted in order to assist Supervisor Bonelli in aiding us; wherein he expressed regret at the manner in which this matter has been handled. Puente Ave. Baldwin Park BIB] 39597-U01 1961-U02 03-U02 30-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO115490-U03 DO117376-U03 C4-U03 MINUTES1-U03 5/21/2008-U04 ROBIN-U04 CITY-U06 COUNCIL-U06 1961 03 30 CC MINHÄ—@¸—BæÍ«114 Special Meeting of the Baldwin Park City Council Discussion followed wherein Mayor Cole reported further on the meeting held last night and the meeting to be held by the League of California Cities on April 6, 1961; wherein the general con- sensus of opinion was that Baldwin Park is strategically located for a municipal Court, and that the population warrants one; that a resolution opposing the consolidation of municipal courts was in order; wherein the suggestion was made that a copy of the resolution be sent to-all four supervisors; wherein It was stated that legislation is in process now, In Sacramento, and that letters urging the committee members to take care of this prob- lem be sent, and also inform our State Senator and Assemblymen; wherein it was stated that Ronald Cameron is supporting the 9 court system in Sacramento; wherein Mr. Spooler suggested that if Council can arrive at a decision tonight, then it can be given the Rules Committee tomorrow. COUNCILMAN HOLMES MOVED THAT COUNCIL GO ON RECORD AS BEING OPPOSED TO THE CONSOLIDATION OF THE MUNICIPAL COURTS AND INSTRUCT THE CHIEF ADMINISTRATIVE OFFICER TO HAVE THE CITY ATTORNEY PREPARE A FORMAL RESOLUTION FOR COUNCIL ADOPTION AT THE NEXT REGULAR COUNCIL MEETING,. COUNCILMAN BLOXHAM SECONDED, The motion carried by the following vote: AYES: COUNCILMEN HOLMES, BISHOP, BLOXHAM, LITTLEJOHN AND MAYOR COLE NOES: NONE ABSENT: NONE Discussion continued wherein it was suggested that Council contact Mr. McCarthy, City Attorney for Pomona, and also Mayor Cox, for further necessary information; wherein the matter of Ronald Cameron's position in this matter was dis- cussed, with the opinion being expressed that he should represent the wants of the people; wherein attention was brought to the fact that an Item appeared in. the San Gabriel Valley Daily Tribune to the. effect that Mr. Cameron was against the 29 court system and for the 9 court system; wherein Councilman Littlejohn expressed the opinion that the original motion should be amended to include a separate request be made directly to Supervisor Frank Boneili In that Baldwin Park would like to have a coui'-t in this area. AT 8:35 P.M. COUNCILMAN HOLMES MOVED THAT COUNCIL ADJOURN. COUNCILMAN BISHOP SECONDED.
