V-60-I SHOVING THE LOCATION AND PARTICULARS AS TO THE VACATION OF PORTIONS OF TRACT NO. 15308 DESIGNATED AS FUTURE STREETS" COUNCILMAN BISHOP MOVED THAT RESOLUTION NO. 61-53 BE ADOPTED. COUNCILMAN BLOXHAM SECONDED. The motion carried by the fol- lowing vote: AYES: COUNCILMEN BISHOP, BLOXHAM, LITTLEJOHN AND MAYOR COLE NOES: NONE ABSENT: COUNCILMAN HOLMES 00- At the request of Mayor Cole, City Clerk Balkus read Resolu- tion No. 61-54 by title as follows:- RESOLUTION NO. 61-54 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDNIN PARK DECLAR- ING ITS INTENTION TO VACATE PORTIONS OF TRACT NO. 15308 DESIGNATED AS FUTURE STREETS GAYHURST)" Discussion followed wherein Councilman Littlejohn requested clarification from the City Engineer as to why these two lots were being vacated; wherein City Engineer Young stated that they were vacated illegally in 1958, in that there was one day short of the required fifteen days publication before a public hearing is held; that this present action would make the original action in 1958 legal; wherein Chief Administra- tive Officer Asmus gave a resume regarding previous action by the Planning Commission on this particular vacation; wherein it was stated that this was the Clark Healy Tract. COUNCILMAN LITTLEJOHN MOVED THAT RESOLUTION NO. 61-54 BE HELD OVER UNTIL THE NEXT REGULAR MEETING FOR FURTHER INFORMATION. COUNCILMAN BISHOP SECONDED. BIB] 39597-U01 1961-U02 04-U02 24-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO115490-U03 DO117380-U03 C4-U03 MINUTES1-U03 5/21/2008-U04 ROBIN-U04 CITY-U06 COUNCIL-U06 1961 04 24 CC MINHÄ—@¸—CÍ«152 Adjourned Regular Meeting of the Baldwin Park City Council Chief Administrative Officer Asmus reported on the matter of air conditioning bids, in that, since the bids had not been advertised in a newspaper of general circulation, the City Attorney' ruled the action invalid and that the bids be re- turned, unopened; that it appeared that we cannot secure good bids without the preparation of plans and specifications. City Engineer Young stated that advertising had been ac- complished in the green sheet but not in.a paper of General Circulation and had not been posted; wherein he discussed the types of air conditioning systems that could be installed, namely, refregerative and evaporative, and Suggested what re- quirements should be set up and met by the bidders. Considerable discussion followed wherein the matter of a centralized system and that of individual units was discussed; wherein Chief Administrative Officer Asmus suggested that the decision should be made to to whether our City Engineer is to draw the plans and specifications or, an outside, qualified individual in order to go to bid and get started on this proj- ect. Councilman Bishop expressed the opinion that the City Engineer is well qualified to prepare the plans and specifi- cations for air conditioning the City Hall, and that a lot of money should not be spent on this building; wherein Chief Administrative Officer Asmus stated that it was not expressly the matter of qualification, but also that of time, as other projects are in process which require the City Engineer's attention; wherein Councilman Bishop suggested that perhaps a new policy should be adopted in order to expedite some of these pending projects. COUNCILMAN BLOXHAM MOVED THAT THE CITY GO TO BID ON INDIVID- UAL REFRIGERATION UNITS, INCLUDING ELECTRICAL WORK, AND ON INDIVIDUAL WATER UNITS, INCLUDING PLUMBING WORK, TO BE IN- STALLED IN THE WINDONS AND INSTRUCT THE CITY ENGINEER TO PREPARE THE PLANS AND SPECIFICATIONS FOR SAME. MOTION DIED FOR LACK OF A SECOND. Discussion continued relevant to the type of air conditioning that would be adequate and not too costly; wherein City Eng- ineer Young further elaborated on the installation involve- ments'of a centralized system. COUNCILMAN LITTLEJOHN MOVED THAT THE CITY ENGINEER BE IN- STRUCTED TO GO TO BID ON BOTH A REFRIGERATION AND WATER CENTRALIZED SYSTEM. COUNCILMAN BLOXHAM SECONDED. The motion carried by the following vote: AYES: COUNCILMEN BISHOP, LITTLEJOHN, BLOXHAM AND MAYOR COLE NOES: NONE ABSENT: COUNCILMAN HOLMES 00- City Attorney Saunders presented the matter of a utility easement on Tract 26449 which is required before the County Recorder will record the tract; wherein the procedure is that the City accepts a grant deed from the subdivider on this strip and then, in turn, grants an easement to the water company for water line purposes, after which they will quit claim their floating easement, and then the tract will be recorded; that the remaining requirement now is for Council to give the Mayor authority to accept this deed from the subdivider. COUNCILMAN BISHOP MOVED THAT THE MAYOR BE AUTHORIZED TO EX- PEDITE THIS MATTER AND SIGN ALL LEGAL DOCUMENTS REQUIRED FOR RECORDATION OF TRACT 26449. COUNCILMAN BLOXHAM SECONDED. The motion carried by the following vote: AYES: COUNCILMEN BISHOP, BLOXHAM, LITTLEJOHN AND MAYOR COLE NOES: NONE ABSENT: COUNCILMAN HOLMES 00- Chief Administrative Officer Asmus reported regarding the Sanitation District financial situation pertaining to the trunk line on Frazier Street, in that Councilmen Bishop and Littlejohn, City Engineer Young and Mr. Asmus went to the District offices, wherein they found that they were ready to go to bid on the line extending from Wescott up to the other side of Foster Avenue; wherein the total cost of this particular project, as it is now, is $135,000.00, and to bring it all the way to Foster is $155,000.00; wherein they will need $20,000.00 additional money to bring It to Foster, and will need a total of $55,000.00 to bring it just north of the tracks on Ramona Boulevard; wherein the total cost of the line from Foster, all the way up to Sierra Madre, is another additional $130,000.00 of which they feel they will have $70,000.00 of that available dur- ing the next fiscal year; wherein their problem is the matter of securing the $20,000.00 so they can get the project off the drawing board" and go to bid. At 12:05 p.m. Mayor Cole asked to be excused from the meet- ing due to a business appointment, and Mayor pro tem Bishop continued the meeting. Mr. Charles A. Woodfin, 3362 Cortese Drive, Los Alamitos, California, Assistant Superintendent, Business Services, of the Baldwin Park Unified School District, stated that the SchoolDistrict is very desirous of the line going up to Foster due to the construction of the new school in that area; that If sewers were available by the time that the school was constructed and available for occupancy in September, they would hook into the sewers, but that if sewers were not available then they would build cesspools under the field; that a previously proposed plan with the Watt Construction Company had proven impossible; that the Continued) April 24, 1961 Page 3 PASSED SECOND READING & ADOPTED. Considerable discussion ensued wherein suggestions regarding the basis of costs for the School District's participation were offered; wherein Mr. Woodfin expressed the opinion that the State Department of Finance would turn them down immedi- ately if approached with a $45,000.00-$50,000.00 figure; wherein Mr. Woodfin stated that the architect's estimated cost for the installation of a septic tank system was about $26,000.00; wherein Mr. Woodfin gave an estimated cost of $250.00-$300.00 for the up-keep of septic tanks; that, if the new school were in County territory instead of City, it would cost them $2,237.50; wherein City Engineer Young re- viewed and clarified the original intent of the Sanitation District; that, if the School District extended the 18" line to be installed by the Sanitation District, it would cost them $7,500.00, which would take them ji.s t slightly north of Francisquito on Frazier; that the $0.05 per square foot cost was derived due to the small districts involved, and that Council is trying to determine just what would be a fair and reasonable" figure for the School District; that the School District would need some type of reimbursement agree- ment from the City in that they would continue to make some way of financing available to the Sanitation District in order that the sewers will come up to the Foster-Fraizer area so they can hook-up by September; wherein Councilman Bishop expressed the opinion that there should be one price for everyone; wherein Mr. Woodfin stated that the Sanitation District charges the School District $2.50 per running foot hook-up in County territory, and that some cities charge 1$3.50 per running foot; wherein Councilman Littlejohn ex- pressed the opinion that a private institution could not be considered in the same manner as any public institution which is supported through State funds; wherein Mr. Woodfin stated that he would endeavor to find out what the State Department of Finance considered a fair and equitable" charge. Mr. Everett A. Philips, Consulting Engineer, 315 West 2nd, Pomona, stated, as a matter of information only, that the approach a number of communities use is that of front foot- age, plus an off-site contribution, such as In Pomona, which is $400.00 per acre for off-site sewer contribution; that this is done in Pomona) by way of a,revolving fund; that since their Installation in 1955) it has increased about 15%; that in a 1911 Act program, all participants are in the program equally, regardless whether a private or public in- stitution, Further discussion followed wherein Mayor pro tem Bishop ex- pressed the opinion that Council was obligated to give some assurance of financial assistance to the Sanitation District in order to get this sweer.line up to Frazier and Foster, or even up to north of Ramona Boulevard; wherein Mayor pro tem Bishop suggested the authorization by Council to loan the Sanitation District $55,000.00; wherein Chief Administrative Officer Asmus reported that, relative to the survey being conducted on North Maine, it appears that the people don't want sewers even under a 1911 Act program; wherein Chief Administrative Officer Asmus stated that of the $55,000.00 loan to the Sanitation District, $35,000.00 would be repaid. Philips, Consulting Engineer, representing the Werner Tract Mutual Water Company, questioned what, If any, action Council has taken regarding the establishment of water standards in the City of Baldwin Park, and stated that the Werner Tract Mutual Water Company Is proceeding with the call- ing for bids for the #1 rehabilitation project for the Tract with 10", 8" and 6" mains on Olive and Merced down to Los Angeles Street. He further stated that the Board of Directors meets tomorrow evening and expects to have bids ready for acceptance, and that he is requesting of the Board that It, by resolution, become the determining factor as to whether or not It has sufficient supply of water for any applicant; that the Master Plan will be ready for submission to the City Engineer before the next Council meeting. Chief Administrative Officer Asmus reported that the City Attorney Is now working on the ordinance and that It Is about 50% completed. Mr. Everett A.
