A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK
APPROVING A MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN
THE CITY OF BALDWIN PARK AND GOODWILL SOUTHERN CALIFORNIA
("GSC") FOR THE PURPOSES OF ESTABLISHING A YOUTH EMPLOYMENT
PROGRAM
WHEREAS, the City of Baldwin Park has identified the need for employment
opportunities for youth; and
WHEREAS, the City of Baldwin Park acknowledges the collaborative benefits of
partnering with GSC and the Baldwin Park Unified School District on establishing a
youth employment program; and
WHEREAS, GSC is contracted to provide workforce programs in the area and is
able to provide pay to participating youth for 120 hours; and
WHEREAS, GSC will recruit program participants, provide initial assessment of
potential participants, provide job readiness training, provide supportive services such
as work clothing and transportation assistance, employment referrals, overall program
monitoring; and
WHEREAS, the City of Baldwin Park will participate in implementing the program
by assisting in outreach to youth and employers, assisting in promoting the program
through the use of city resources, providing access to city facilities, providing
employment opportunities in various city departments and promoting program
successes.
NOW THEREFORE BE IT HEREBY RESOLVED, by the City Council of the City
of Baldwin Park as follows:
1. That based upon the acknowledged need of a youth employment program that
would benefit City of Baldwin Park residents. The City Council finds and
determines that an MOU between the City of Baldwin Park and GSC that would
formalize the establishment of a youth employment program would assist in
addressing this need.
2. That the MOU between the City of Baldwin Park and GSC, a copy of which is
attached as Exhibit A, is hereby approved. This authorization confers upon the
Mayor or his designee the authority to sign the MOU on behalf of the City and to
take such other and further actions as may be necessary and proper to carry out
the terms of the MOU and the purpose of this Resolution.
3. This resolution shall become effective immediately upon its approval.
4. The City Clerk shall certify as to the adoption of this City Council Resolution.

the foregoing Resolution No. 2020-003 was duly adopted by the City Council of the City
of Baldwin Park at a regular meeting thereof held on February 19, 2020 and that the
same was adopted by the following vote to wit:
