AN URGENT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK AUTHORIZING THE APPOINTMENT OF AN
INTERIM HOUSING MANAGER TO A CRITICAL VACANCY AND
CERTIFYING THAT THE 180-DAY WAIT PERIOD BE WAIVED
WHEREAS, Section 21221(h) of the California Public Employees' Retirement Law
authorizes the City Council to approve an interim appointment to a vacant position when
a recruitment is underway to fill a "permanent appointment" and specialized skills are
required; and
WHEREAS, the City Council acknowledges and certifies that immediate filling of
such vacancy is of a critical nature to comply with state and federal housing regulations,
and that the 180-Day wait period exception applies under California Government Code
Section 7522.56 (c); and
WHEREAS, the City of Baldwin Park is currently recruiting to fill the vacant
Housing Manager position and an appointment is necessary in order for the City to
effectively and efficiently provide Housing services to qualifying public residents and
satisfy regulatory requirements of the Department of Housing and Urban Development
(HUD); and
WHEREAS, the selected Housing Manager will have the necessary specialized
expertise, prior housing operations experience, supervisory experience, and prior
experience as a seasoned Housing Professional with a municipality.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BALDWIN PARK
HEREBY RESOLVES AS FOLLOWS:
Section 1. Authorize the Chief Executive Officer to appoint a qualified individual,
Hamid Pournamedari, to the position of Housing Manager for the City of Baldwin Park
immediately or as soon as practical, up to no later than June 30, 2020, working for a
period not to exceed 960 hours in any fiscal year, and without payment or provision of
any benefits associated with employment by the City of Baldwin Park other than an hourly
salary within the current range of $40.12 to $53.76 per hour.
