A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN
PARK, TO APPROVE MEMBERSHIP WITH THE CSAC EXCESS
INSURANCE AUTHORITY (AUTHORITY) TO FUND EXCESS
INSURANCE AND OTHER INSURANCE PROGRAMS FOR THE CITY OF
BALDWIN PARK VOLUNTEER STAFF
WHEREAS, the City of Baldwin Park desires to join together with the members of the
CSAC Excess Insurance Authority (Authority) for the purpose of jointly funding and/or
establishing excess and other insurance programs which includes coverage for volunteer
employees as determined; and
WHEREAS, the City of Baldwin Park utilizes volunteer employees also referred to as
interns on a periodic basis to assist various City department operations, and to provide
volunteers with valuable work experience; and
WHEREAS, Labor Code sections 3363.5 and 3351.5 amended the Workers'
Compensation and Insurance Law to permit public agencies to elect to cover all or certain
designated volunteers as employees by declaring that such volunteers are employees for
the purpose of the Workers' Compensation and Insurance Law.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BALDWIN PARK
HEREBY RESOLVES AS FOLLOWS:
Section 1. This Resolution shall take effect immediately upon its adoption.
Section 2. This City Clerk shall enter this Resolution into the official book of
resolutions.

Resolution No. 2019-023 was duly adopted by the City Council of the City of Baldwin Park at
a regular meeting thereof held on May 15, 2019 and that the same was adopted by the
