HomeMy WebLinkAbout1961 06 13 CC MIN1961 06 13 CC MINHÄ—@¸—CcÍ«225 I SPECIAL MEETING OF THE BALDNIN PARK CITY COUNCIL CITY HALL COUNCIL CHAMBER) 14403 East Pacific Avenue The City Council of the City of Baldwin Park met in special session at the above place at 7:30 p.m. Roll Call: Present: COUNCILMEN BISHOP, BLOXHAM, HOLMES, LITTLEJOHN AND MAYOR COLE Absent: CITY ATTORNEY SAUNDERS, *CITY CLERK BALKUS, CITY ENGINEER YOUNG, CITY TREASURER PUGH AND PLANNING DIRECTOR MANSFIELD. Also Present: CHIEF ADMINISTRATIVE OFFICER ASMUS, ASSISTANT CHIEF ADMIN- ISTRATIVE OFFICER BARKER AND DEPUTY CITY CLERK SMITH *(City Clerk Balkus was absent due to a death in the family) 00- Mayor Cole questioned members of Council as to whether they had all received their notice of this Special Meeting, to which the unanimous answer was in the affirmative. 00- Mayor Cole announced that this Special Meeting was called specifically for consideration of the Budget for fiscal year I961-62. Chief Administrative Officer Asmus stated that he would have the salary information for Council tomorrow night, along with a complete tabulation and report, and indicated that the general salary condition as it now exists, is not good; that it was his intention to offer recommendations of specific classification adjustments from 0%-6%, based on the survey made of other cities, which adjustment would even then not bring Baldwin Park up to an average of surrounding cities as proposed. He suggested that, in order to amply study the information that will be provided them, the salary portion of the budget be taken last. Discussion followed wherein Chief Administrative Officer Asmus stated that he had checked salary schedules with the Edison Company, Gas Company, Water Company, General Telephone Company and the School District in order to provide a more extensive tabulation. The general consensus of opinion was that the functions of industry should be considered, and the manner of recruitment and qualifications required for various positions was discussed. Further discussion ensued relevant to the estimated revenue for 1961-62, wherein Chief Administrative Officer Asmus stated that it is as conservative as it has been in past years, and elabora- ted upon the planned sources of revenue. Clarification was given with regard to the type of forms used by the Street Department in setting of curbs and gutters, and ex- planation given regarding drafting equipment. 00- JUNE 13, 1961 ROLL CALL NOTICES OF SPECIAL MEETING RECEIVED BY ALL MEMBERS OF COUNCIL. Bonelli be con- sidered as a key member of any committee appointed for the pur- pose of studying the reapportionment of the State Senate, and elaborated thereon. At the request of Mayor Cole, Chief Administrative Officer Asmus read Resolution No. 61-75 in full as follows: RESOLUTION NO. 61-75 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDNIN PARK RE- QUESTING THE GOVERNOR TO CONSIDER THE APPOINTMENT OF SUPERVISOR FRANK G. BONELLI AS A MEMBER OF THE GOVER- NOR'S SENATE REAPPORTIONMENT COMMITTEE" WHEREAS, the Honorable Frank G. Bonelli, Supervisor from the First Supervisorial District of Los Angeles County has h6d A Long bfid idi"sYinulll$hi d career as 6 City Councilman, Mayor, State Assemblyman, and County Supervisor, and WHEREAS, his ability and untiring effort to bring about a more equitable distribution of the seats in the State Senate has been evidenced on numerous occasion, and WHEREAS, his intense interest and broad knowledge of the problem with all of its ramifications would be of the utmost assistance and value to any committee charged with the responsibility of developing a workable and acceptable plan, and WHEREAS,,the special knowledge acquired by Supervisor Bonelli relative to this problem should not-be lost to the people of the State of California. NON, THEREFORE, BE IT RESOLVED by the City Council of the City of Baldwin Park that the Honorable Frank G. Bonelli be considered as a key member of any committe appointed for the purpose of studying the reapportionment of the State Senate. BE IT FURTHER RESOLVED that a copy of this resolution be mailed to the office of Edmund G. Brown, Governor of the State of California. Balkus, City Clerk Discussion followed wherein Councilman Littlejohn suggested that a copy of the resolution be sent to Supervisor Frank G. Bonelli, as well as to other cities. COUNCILMAN HOLMES MOVED THAT RESOLUTION NO. 61-75 BE ADOPTED, AND THE NECESSARY COPIES FORWARDED. COUNCILMAN BLOXHAM SECONDED. He expressed the opinion, however, that these particular letterheads should not be used inordinately, but reserved for letter of community consequence, and for which the cost would be small. Discussion ensued wherein Chief Adminstrative Officer Asmus stated that the large majority of cities do not use letterheads of this nature, but that he would be happy to prepare a draft of a suitable letterhead for their consideration. COUNCILMAN HOLMES MOVED THAT, IN VIEW OF THE FACT THAT THIS IS THE FIRST CONSIDERATION OF THE BUDGET, AND THAT SUBSEQUENTLY A TO A WORK SESSION, WITH THE DEPUTY CITY CLERK BEING EXCUSED PUBLIC HEARING WILL BE HELD, THIS SPECIAL MEETING BE ADJOURNED FROM ATTENDANCE. COUNCILMAN BLOXHAM SECONDED. Discussion followed wherein it was suggested that, in order that there be no mininterpretation as to this meeting being an open" meeting, the Soundscriber be kept in use and records be made in the event that Council decided to adjourn to a work session, thereby providing public record". Mention was made relevant to the lack of publicity on the Budget sessions which was, probably, responsible for no one being in the audience. COUNCILMAN LITTLEJOHN MOVED TO AMEND THE ORIGINAL MOTION IN THAT THIS CITY COUNCIL ADJOURN TO A REGUALR STUDY SESSION WITH A PERMANENT RECORD BEING MADE DURING SAID SESSION AS A MATTER OF PUBLIC INFORMATION. COUNCILMAN BISHOP SECONDED. The motion carried by the following vote: AYES: COUNCILMEN LITTLEJOHN, BISHOP, BLOXHAM, HOLMES AND MAYOR COLE NOES: NONE ABSENT: NONE At this time Mayor Cole called for a vote on the original motion which was as follows: AYES: COUNCILMEN HOLMES AND BLOXHAM NOES: COUNCILMEN BISHOP, LITTLEJOHN AND MAYOR COLE ABSENT: NONE AT 8:35 P.M.
