session at the above place at 7:30 p.m.

examinations; that it is scheduled to give the Northern Calif-
ornian candidates their examination in San Francisco, with
the tests being proctored there; that, although age is men-
tioned in the announcement, Council will have the right to
eliminate or include any not within age limit.
Discussion followed wherein Councilman Holmes expressed the EXPRESSION OF

that the final filing date was all right; that seven years
police experience is way too low, as is set for supervisory
experience, too; wherein he felt that at least 10-12 years
experience should be required with 5-7 years of supervisory
experience; that graduation from high school is necessary,
and that there should be some further work in police science
and administration; that there was nothing wrong with the
physical requirements, as set up; that he would go along
with the written and oral examination; that we should secure
help from other people in the field to sit on the oral board,
but that our own Chief of Police should not be involved in
this examination, however, he might offer added qualifications.

Discussion ensued wherein Councilman Bloxham questioned
whether the applicants were required to state how many men
are, or have been, under their supervision, to which Mr.
Asmus stated that each applicant will submit a resume that
would contain such information, but would not appear on
the application itself.
Mayor Bishop expressed the opinion that he did not like EXPRESSION OF

Chief Administrative Officer Asmus elaborated upon the basis
of past experience in the recruitment of personnel.
Discussion continued wherein Councilman Bloxham expressed DISCUSSIONS AND

that this is a small community, tax-wise, with little revenue,
and, as such, cannot afford such a high salary; wherein Coun-
cilman Holmes expressed the opinion that a new man should not
be started at the salary being paid the Chief now; wherein
Councilman Littlejohn suggested that, if Council felt it nec-
essary to lower the salary range, to set, the figure at $8,500.00-
$11,000.00 which would leave a wider range, thereby attracting
more applicants; wherein the gneral consensus of opinion was
that the percentage valves should be incorporated relevant to
the written and oral examinations.
COUNCILMAN BLOXHAM MOVED THAT COUNCIL ACCEPT THE RECOVI- MOTION MADE AND

Further discussion ensued wherein Councilman Holmes read
an example of duties of a Chief of Police for the City of
Santa Barbara which was very comprehensive, in comparison
with our job announcement; wherein Chief Administrative
Officer Asmus stated that other inclusions can be made,
as desired.

At the request of Mayor Bishop, Mr. Ivor Lyons presented MR. IVOR LYONS

wherein Mr. Lyons located the areas on the map on the wall,
explaining the marked designations, etc. Mr. Lyons further
stated that there is nothing sacred about the boundaries as
designated..... they can be enlarged to encompass more area
if Council wishes; that he was trying to keep the figure
down to $40-46,000.00 at least under $50,000.00), figuring
that amount at 3%, was prime reason for covering the City
by areas; that he has studied the matter not only area-wise,
but politically, too; that, in approaching the Federal
Government it is better to present a completely continuous
area.

in that the health of the people is involved, and embodying the
willingness of Council to put in sewers, etc., and that a res-
olution should be adopted to this effect; wherein Chief Ad-
ministrative Officer Asmus stated that our application in-
dicates that the people, and Council, are interested in having
sewers, and assurance is necessary to get Federal approval;
wherein Mayor Bishop expressed the opinion that it would be
an asset to the City to have the help of Stone & Youngberg in
the processing of this application; wherein Chief Administrative
Officer Asmus expounded upon the merits of the various 19" Acts
which might be utilized for furthering this project; wherein the
Mattoon Act" was discussed; wherein General Obligation Bonds,
in an amount of $125,000.00, were discussed.
COUNCILMAN HOLMES MOVED THAT THE CITY OF BALDNIN PARK MAKE
APPLICATION FOR FEDERAL AID ON SEWER ENGINEERING FINANCING
IN A MAXIMUM AMOUNT UP TO $125,000.00, IN EITHER ONE OR MORE
APPLICATIONS. COUNCILMAN LITTLEJOHN SECONDED. The motion

COUNCILMAN HOLMES MOVED THAT IT IS THE INTENT OF THE CITY
COUNCIL OF THE CITY OF BALDNIN PARK TO DO ALL THINGS NEC-
ESSARY AND POSSIBLE TO EXPEDITE A DEVELOPMENT. OF A SEWER
SYSTEM THROUGHOUT THE CITY, AND THAT A RESOLUTION BE DRAWN
EMBODYING THE FOREGOING AND PRESENT IT TO THIS COUNCIL FOR
ADOPTION. COUNCILMAN BLOXHAM SECONDED. The motion carried
by the following vote:

Discussion continued wherein Chief Administrative Officer
Asmus requested authorization to negotiate with Stone &
Youngberg to assist on this feasibility study and sale of
bonds, as it was his feeling the City will need some finan-
cial consultant help; wherein Mayor Bishop expressed the
opinion that we are going to need help on processing this
application, else it will fail, and that the sale of bonds
would run 32 million dollars; wherein the suggestion was
made that J. B. Hanauer & Company. be consulted; wherein
Chief Administrative Officer Asmus stated that it was his
opinion that. Stone & Youngberg were in a better position
to handle the financial procedures, contacts, etc.; that,
to handle the sale of 3~ million dollars worh of bonds
would cost contractually, $35,000.00, or 1%; wherein Mr.
Ivor Lyons offered the information that, usually, these
feasibility studies run about $2,500.00 in fee.
COUNCILMAN HOLMES MOVED THAT THE CHIEF ADMINISTRATIVE
OFFICER BE INSTRUCTED TO BRING BACK TO COUNCIL A REPORT
ON THE NEGOTIATIONS WITH STONE-4 YOUNGBERG. COUNCILMAN
LITTLEJOHN SECONDED. The motion carried by the follow-
ing vote:

Chief Administrative Officer Asmus requested Council ac-
tion on Assembly Bill 2126 pertaining to the regulation
of Mobile Homes and Mobile Home Parks, under a new State
Code, wherein, In this act the State has voided all ord-
inances that cities have pertaining to the regulation of
trailer parks, and the cities are left in the position,
as of September 15th, 1961, of'having the choice of either
doing nothing and the State will take over the inspection,
control, etc., or, the city could notify the State that we
wished to control with our own city forces, and then con-
tract with the County or the City of Los Angeles Health
Service,: in which event, we would have to pay the Health
Department fdr each inspection; that the County wants con-
trol of some 900 trailer parks in Los Angeles County; that,
In talking with other cities regarding this, none seem to
know exactly what the situation is, however, our attorney
has read the act and is convinced that the State law is
supreme regarding trailer parks, inspections, etc.; that,
under the County, certain fees are set up wherein all
trailer parks have to pay what amounts to $20.00 for the
first 35 spaces per year, plus 50 cents for each additional
space; that, in the past, the State has always been the re-
sponsible party for enforcing the laws; wherein he suggested
that Council authorize him to take no action on this assembly
bill.

aware of this matter, that he had just received a letter
from Art Wills in the County Coordinator's Office relevant
to this pending action; that it is the Mobile Homes Assoc-

that the City Attorney had assured him that taking no action
at this time was all right, and that he needed a motion from
Council; that he will definitely seek other legal counsel
in order that we will know what the situation is; that, if
the City had the manpower we could take it over and do a good
job, but, at this time, he recommended that no action be
taken, officially,... then study the matter further.
