The City Council of the City of Baldwin Park met in spec- ial session at the above place at II;00 a.m. Roll Call: Present: COUNCILMEN COLE, HOLMES, ROLL CALL LITTLEJOHN AND MAYOR BISHOP Absent: COUNCILMAN BLOXHAM, CITY TREASURER PUGH AND PLANNING DIRECTOR MANSFIELD Also Present: CHIEF ADMINISTRATIVE OFFICER ASMUS, CITY ATTORNEY SAUNDERS, ACTING CITY ENGINEER JOHNSON, ASSISTANT CITY ENGINEER MILAK AND CITY CLERK BALKUS Mayor Bishop announced that this special meeting had been APPROVAL OF PLANS called for the approval of plans for street Improvement FOR STREET IMPROVE- and change of grades on Frazier, Foster, Garvey and Fair- MENT & CHANGE OF grove Avenues. GRADES ON FRAZIER, FOSTER, GARVEY & FAIRGROVE AVENUES. Mayor Bishop announced that all members of Council had received notices of this special meeting and City Clerk Balkus stated that the newspaper had been notified, also. Assistant City Engineer Milak read a letter transmitted by him to the Los Angeles County Sanitation District as fol- lows: Frank Bowerman, Assistant Chief Engineer Los Angeles County Sanitation District 2020 Beverly Boulevard Los Angeles 57, California September 27, 1961 Subject: Los Angeles County Sanitation District Trunk Sewer Section 2, Schedules I, II and III Dear Mr. Bowerman: Request is hereby made to authorize B & W Engineering to transfer the responsibility for the restoration of the pavement for the entire subject project. The above request is based on the following: 1. that City of Baldwin Park shall obtain con- struction jurisdiction from the County of Los Angeles for that portion of work from Sta 0+00 to Sta 4+50. 2. That the City of Baldwin Park proposes to coordinate the pavement restoration with the regrading and reconstruction of Frazier Street and Foster Avenue. 3. that the contractor, B & W Engineering pay to the City of Baldwin Park the sum of fourteen thousand six hundred seventy dollars and nine- teen cents $14,670.19). Milak, Assistant City Engineer Gentlemen: This is an authorization by B & W Engineering to transfer the responsibility of restoration on Trunk Sewer Section 2, schedules one, two and three. All paving and pertinent work for the sum of $14,670.19 to be deducted from payment by the County Sanitation Dist- rict to B and W Engineering and paid to the City of Bald- win Park for same. Parkhurst Chief Engineer and General Manager County Sanitation Districts of Los Angeles County Los Angeles 57, California September 26, 1961 Re: District 15 Baldwin Park Trunk Sewer Section 2 Dear Sir: We request a change in the paving specifications on the above named project. This firm has reached an agreement with the City of Baldwin Park relative to repaving the trench area within the City whereby, and provided, said agreement is satisfactory to the Sanitation Districts. We will accept full respon- sibility and meet any requirements as set forth by the City of Baldwin Park. This change will be made at no additional cost to the Sanitation Districts. Respectfully submitted, B & W Engineering As a matter of record, Councilman Bloxham arrived at 11:23 a.m. Discussion followed relative to the matter of transfer of authority wherein City Attorney Saunders offered clarification. Acting City Engineer Johnson offered explanation of the drainage condition at Frazier and Fairgrove and stated that he did not want to change the gradesuntil the drain- age problem is solved, as it involves private property; wherein Mr. Johnson supported his elucidations by indica- tions on the wall map. Discussion continued relative to conditions in the Fair- grove and Mangum area; wherein Chief Administrative Officer Asmus recommended Council's acceptance of the $14,670.19 and the city forces do the restoration; wherein Mr. Milak stated that $7,000.00 would be requested from County Aid moneys for the cost of materials on Foster Avenue only; wherein Chief Administrative Officer Asmus stated that the total cost was $19,500.00, plus $7,500.00 for labor and equipment, but that now it will be done for $14,670.19; that part of the I" cap will be withheld until after the connections are put in. Continued) BIB] 39597-U01 1961-U02 09-U02 27-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO115490-U03 DO117401-U03 C4-U03 MINUTES1-U03 5/22/2008-U04 ROBIN-U04 CITY-U06 COUNCIL-U06 1961 09 27 CC MINHÄ—@¸—DÍ«386 Special Meeting of the Baldwin Park City Council September 27, 1961 Page 4 The City Council of the City of Baldwin Park does hereby FIND, RESOLVE and ORDER as follows: WHEREAS, Los Angeles County Sanitation District #15 has substantially completed the construction of a sani- tary trunk sewer, lying in portions of Garvey Avenue, Frazier Street and Foster Avenue; and WHEREAS, many properties abutting on the afore- said streets desire to connect their individual sanitary sewer system to said trunk sewer; and WHEREAS, the contract between Los Angeles County Sanitation District #15 and the contractor installing said trunk sewer requires the restoration of all streets the surface of which has been damaged for the purpose of installing said sewer; and WHEREAS, it is desirable to coordinate the connection of individual private sanitary sewers and the restoration of the permanent paving on Garvey Avenue, Frazier Street and Foster Avenue; and WHEREAS, the City of Baldwin Park proposes to co- ordinate the restoration of the permanent paving on Garvey Avenue, Frazier Street and Foster Avenue, with the connection to the trunk line by private property owners; and WHEREAS, the Los Angeles County Sanitation District #15 and the contractor, B & W Engineering, agree that the City of Baldwin Park may perform the work required of the con- tractor in its contract with the Sanitation District as to the restoration of the pavement; NON, THEREFORE, be it resolved as follows: Section I. The City Council does hereby authorize the City Engineer to use City forces to complete the restoration of the permanent pavement on Garvey Avenue, Frazier Street and Foster Avenue, including surfacing, grading, and any other similar street improvement work. Section 2. The City shall request County aid to City money from Los Angeles County in the amount of Seven Thousand $7,000) dollars. Section 3. It is hereby authorized that the City receive from the contractor in lieu of his completion of the pavement restoration, the sum of Fourteen Thousand, Six hundred Seventy. dollars, $14,670) and that the City spend such ad- ditional City funds as are necessary to restore the permanent pavement to Garvey Avenue, Frazier Street and Foster Avenue. Engineering for the con- struction of said trunk sewer includes therein the restoration of the permanent paving on all streets within which the sewer is constructed; and WHEREAS, that portion of the foregoing project lying within the County of Los Angeles is only approximately five 5%) per cent of the total project; and WHEREAS, the City of Baldwin Park has proposed to re- store the permanent pavement using City employees in lieu of con- struction by the contractor, B. & W. Engineering, in order to coordinate connection of private sanitary sewer to said trunk sewer with the restoration of the permanent paving; and WHEREAS, it is financially desirable and economically efficient for the City to restore the permanent paving in that portion of the project lying within the County of Los Angeles, said portion being approximately five 5%) percent of the total project, more particularly described as approximately 450 feet on Garvey Avenue, from Westcott Avenue, easterly to the City limits of Baldwin Park. NON, THEREFORE, be it resolved as follows: Section I. The County of Los Angeles is hereby re- quested to consent to the restoration of the permanent paving on Garvey Avenue, from Westcott Avenue, easterly to the City limits of Baldwin Park a distance of 450 feet by employees of the City of Baldwin Park. Section 2. That the County of Los Angeles consent to entry of City personnel upon County owned right of way known as Garvey Avenue for the above described purposes. The motion carried by the following vote: AYES: COUNCILMEN COLE, BLOXHAM, HOLMES, LITTLEJOHN AND MAYOR BISHOP NOES: NONE ABSENT: NONE 00- Chief Administrative Officer Asmus reported that the con- tractor is going ahead, on the north side of Ramona Boule- vard, and restoring the pavement to existing conditions; that the City had contemplated doing this, but with the involvement of the project as discussed today, there are not sufficient forces to accomplish both. He also reported that he was not satisfied with the bids on Merced Avenue for sewer work.... evidently the time, place and date were not made clear to the bidders....that 3 bids have come in, being: $49,591.00, $50.560.00 and $52,169.00; that apparently the reason for the high cost, as evidenced by the bids, is the rocky condition north<.of.Los Angeles Street; that he was reluctant to recommend to the Council that they negotiate with the subdivider on the basis of these bids...that it was his feeling better bids could be obtained; wherein it was determined that these bids are only a matter of information as far as the City is concerned, that they are the responsi- bility of the subdivider, Mr. Tracy Bousman; that Mr. Bousman did not advertise for bids he merely talked to some con- tractors; wherein Councilman Cole suggested that the Chief Administrative Officer contact Mr. Bousman and go over the bids that have come in. 00- AT 11:53 A.M.
