session at the above place at 7:30 p.m.
Councilman Holmes led the salute to the flag.

Park Improvement Association, Inc. as follows:

Honorable Sirs:
The Baldwin Park Improvement Assoc., Inc. wishes to protest
the attack made upon Mayor Letcher Bishop and by inference,
the councilmen who saw fit to elect him to that high office.
We wish to affirm our confidence in the ability of these men
to uphold the duties of their offices.
Members of our Association attend the Council meetings and are
satisfied that the rights and privileges of citizens have
been granted under the established parliamentary procedure.
We are confident that our Council meetings will continue to
be held in the same businesslike and efficient manner.
Every citizen should acquaint himself with the proper pro-
cedure before appearing before the Council and if he has not
done so, it is the Mayor's duty to enforce observance of these
rules in order to expedite the orderly process of the meeting.

Regular Meeting of the Baldwin Park City Council
It is our feeling that these men who give of their time and
effort in the service of their community should be protected
from these unjust and unsubstantiated charges. It is the
duty of every intelligent citizen to guard the rights of these
men with the same diligence as we wish our own rights to be
guarded.
We request that this letter be read at the next regular Coun-
cil meeting.

The accident occurred August 14, 1961, at 8:05 a.m.
on West Ramona Boulevard, east of Bresee Street,

Baldwin Park, California.
3. The extent of the injuries received:
Claimant suffered back and neck injuries, and is
presently under the treatment of Doctor Lorin L.
Stephens, 632 West Duarte Road, Arcadia, California.

volved a City police car.

City Clerk Balkus presented a Petition for Reconsideration
of Zone Case Z-97, A. K. Agajanian, and stated that Mr.
Hadley, Attorney for the applicant, could not be present
tonight.
At the request of Mayor Bishop, City Attorney Saunders
offered legal opinion regarding this matter in that Coun-
cil has three alternatives I) Council may order a new
public hearing, take new evidence and make any new deci-
sion 2) Council may reconsider the matter and limit re-
consideration to that portion of the discussion which would
appear normally after the close of the public hearing 3)
Council may deny the request for reconsideration and allow
the matter to stand at present.
Discussion followed.

Regular Meeting of the Baldwin Park City Council
I am interested in hooking into the Vineland Avenue sewer
line but I feel that the square foot charge for the balance
of property located 150',.southeast of my home located on
Vineland is unfair since the balance of my property is un-
developed and probably will remain so until a street is
constructed parallel to the Big Dalton Wash.
I request the City Council to consider an adjustment in my
hook-up charge as provided under the resolution establish-
ing the fee.

Chief Administrative Officer Asmus stated that, as a,matter
of further information, the lot is approximately 348.361 in
depth and 911 in width, and the total assessment would be
approximately $362.18, of which $180.18 would be the square
foot charge and $182.00 would be for the front foot charge;
that if this parcel is split there would be the matter of
getting the sewage out, which was in part, the reason for
a low per square foot charge.
Discussion followed wherein comparison was made between the
existing charge and the charge under a 1911 Act; wherein
Mayor Bishop suggested that a policy should be set on how
to handle these deep lots; wherein the matter of a refund
or credit being given for an area that would become a future
public street was considered.
COUNCILMAN HOLMES MOVED THAT THE CITY ATTORNEY BE IN-
STRUCTED TO DEVELOP AN AMENDMENT TO THE PRESENT SEWER
FUND PROPOSED ORDINANCE THAT WOULD PROVIDE THAT ANY LAND
THATWOULD BECOME FUTURE PUBLIC STREETS, THAT A REFUND OR
CREDIT, WHICHEVER WOULD BE APPLICABLE, WOULD BE MADE
COVERING THE AREA TAKEN UP BY PUBLIC RIGHT OF WAY. COUN-
CILMAN BLOXHAM SECONDED. The motion carried by the fol-
lowing vote:

Mr. John Hopkins, 3614 North Vineland Avenue, Baldwin
Park, stated that it was his understanding it was going
to cost him $360.00 to put the sewer in...just for the
connection, and cited examples of the costs to others
in the neighborhood, as a matter of comparison. He
further stated that he did not know when he would de-
velop the land in back and, as such, could not see why
he should pay for that now.... that assessment should be
made at the time property is developed; wherein he argued
the point of having to pay the assessment on the Flood
Control portion of the property.
Members of Council endeavored to explain the reasoning and
intent of the ordinance governing these charges, and City
Attorney Saunders stated that there will be a new ordinance
shortly which will incorporate indications that Council
have given tonight.

City Clerk Balkus presented a claim against the City of
Baldwin Park by the General Telephone Company for damage
to their telephone facilities which occurred approximately
June, 1959, at Holt Avenue east of Depot Street, but that
said damage was not discovered until August 23, 1961 when
claimant's contractor was attempting to place pull wire.
She further stated that the claimant's estimated billing
is in the amount of $300.00 and that the claim is dated
September 26, 1961.
COUNCILMAN LITTLEJOHN MOVED THAT THIS CLAIM BE DENIED AND
REFERRED TO THE CITY'S INSURANCE CARRIER. COUNCILMAN
COLE SECONDED. There were no objections, the motion carried
and was so ordered by Mayor Bishop.

Mayor Bishop announced that it was 8:00 p.m. and the time
and place for public hearing on Zone Case Z-76, Nora Ragus,
Owner, regarding a request that property situated at 150'
southwest of the corner of Francisquito and Puente Avenues,
further described as that portion of Lot 25 of El Monte
Walnut Place in the County of Los Angeles, State of Calif-
ornia, as per map recorded in Book 6, page 104 of Maps, in
the office of the County Recorder of said County, be re-
classified from R-I single family dwelling) to C-I(neigh-
borhood business), Planning Commission Resolution No. 751.
City Clerk Balkus stated that the required publications,
mailings and postings had been accomplished.
At this time City Clerk Balkus administered the oath to
those in the audience desiring to be heard during the hear-
ing.
Planning Director Mansfield presented a resume of the find-
ings of the Planning Commission, located the area involved
on the map on the wall, and stated that the Planning Com-
mission recommended approval subject to the conditions set
forth in Planning Commission Resolution No. 751.
Mayor Bishop asked if there was anyone in the audience de-
siring to speak in behalf of Zone Case Z-76.
Mrs. Loretta Ord, 14365 East Garvey, Baldwin Park, stated
that Mrs. Ragus had the north half of this property zoned
C-I several years ago but the other half was not zoned at
that time because of being under cultivation by a rose
grower; that the only stipulation for C-I zoning was that
a 5' block wall be installed, which has been done; that sev-
eral inquiries on this property have been recel'ved from
doctors for professional offices.
As there was no one else in the audience desiring to speak
in behalf of Zone Case Z-76, Mayor Bishop asked if anyone
wished to speak in opposition.
Mr. Frank Grello, 14057 Snowdale Street, La Puente, spoke
in opposition in that the 5' block wall that has been
constructed is not 5' in its entire length....that on his
property it is but 3J'-4' high and has peek-a-boo" holes
in it, to which he objected.
iv%r- Paul Noel, 14037 Donaldale Street, La Puente, spoke
in opposition in that the block wall is not adequate in
height t'lat it is just high enough for the children
to peek through"; that the ornamental spaces should be
cemented in and the wall made higher in order to provide
them with sufficient privacy.

Mr. Clifford Russell, 14056 Snowdale Street, La Puente,
spoke in opposition in that he objected to the height of
the wall as not being sufficient and that the children
could easily climb over it because of the ornamental open-
work.
Mr. Carrol K. Dowd, 14056 E. Whitesell, La Puente, spoke
in opposition in that the block wall is only 41 high on
his property and he would like it to be higher.
Speaking in rebuttal, Mrs. Ord stated that this wall is 51
high and that it was made uniform by raising it as needed;
that three times the wall has had to be rebuilt because of
the blocks,being knocked down; that the ornamental openwork
is merely one block from the top and only every third block,
with the purpose of relieving the plainness of the wall;
that she expressed objection to adding any more height to
the wall as it would then have a tendency to cut off the
circulation of air.
As there was no one else in the audience wishing to speak
either in behalf of or in opposition to Zone Case Z-76,
Mayor Bishop declared the public hearing closed.
Discussion ensued relevant to the height of the block wall,
wherein Mrs. Ord stated that the height could be increased
if the adjoining property owners wished to pay for it....
that they have spent over $3,000.00 now, and that it has
been; constructed beyond the degree of requirement; wherein
the ornamental openwork of the block wall was discussed
relevant to its being an enticement for children, which
could create a hazard to their safety.
COUNCILMAN COLE MOVED THAT ORDINANCE NO. 193 BE READ BY
TITLE ONLY. COUNCILMAN HOLMES SECONDED. There were no ob-
jections, the motion carried and was so ordered by Mayor
Bishop.

WITH THE FINDINGS AND RECOMMENDATIONS OF THE PLANNING
COVM 1 SS I ON AS SET FORTH IN PLANNING COMMISSION RESOLU-
TION NO. 750, ZONE EXCEPTION CASE ZE-46, AND THAT THE
CITY ATTORNEY BE INSTRUCTED TO PREPARE THE NECESSARY

Councilman Holmes reported that he had attended the
East San Gabriel Valley Planning Committee that was held
last Thursday, September 28, 1961, which the City of
Covina hosted. He further reported that the meeting was
attended by every city in the San Gabriel Valley, in
addition to the City of La Puente who had never previously
attended; that discussion was held on the over-all prob-
lem of streets and highways, with the emphasis placed on
certain north-south arteries, upon which a report will
be developed and brought back to the committee for their
recommendations and possible approval; that he wou.ld like
to have an expression from Council regarding work on Azusa
Avenue in the immediate future, developing it into a sec-
ondary highway, and improving it to full width; that the
City of La Puente and Industry have already taken action,
in connection with the State Highway Division and County,
to acquire and open up the right of way through their re-
spective cities; that the City of West Covina will be will-
ing to support this action as pertains to their section,
as well as the City of Covina.
Mayor Bishop reported that he had attended a Mayor's meet-
ing in San Dimas last week, which thirteen Mayors attended,
and that the primary discussion concerned annexation pro-
cedures, straightening up of boundaries, etc., relevant to

area involved on the map on the wall and stated that the Plan-
ning Commission had recommended denial after full consideration
of reports from the Police and Fire Departments and discussion
of the matter with the applicants, in which no additional evi-
dence was found to change the prior recommendation of denial.
Discussion followed relevant to the driveway requirements of
the City.
Mr. Guy Johnson, 4910 North Maine Avenue, Baldwin Park, MR. GUY JOHNSON
stated that, to the south is a chicken ranch and the owners 4910 N. Maine Ave.,
will not do anything and the people to the north are not B,.,Pk. Re Zone
interested; that they had offered a 28' driveway, and that Case Z-93.

parking 50 cars can be made; that he would be glad to give an

In answer to queries of Council, Mr. Guy Johnson stated that
the depth of the property under discussion is 660' from the
center of Maine Avenue and that three cars can pass on a

Planning Director Mansfield reported on Zone Case Z-99,
Odd Fellows Rebekah Corporation and First Christian Church
of Baldwin Park, in that an extension of time to October
16, 1961 is requested by the Planning Commission in which
to further study the matter and present a thorough recom-
mendation to Council.

An inspection of your premises was made by Captain
Donohue of this Department on May 24, 1961. The following
requirements are necessary to comply with the City of Baldwin
Park Fire Code and to provide reasonable fire safety.
1. Provide aisles at least 15 feet wide throughout
the yard with storage areas not over 50 feet by
150 feet.
2. Compressed gas cylinders must be stored in an
upright position and securely fastened in place-
3. Cease dumping of combustible refuse and remove
all of this material dumped on the west side of
the property. Material is to be hauled away at
regular periods.
4. Tire storage is to be limited to 2500 cubic feet
unless a permit from the Fire Department for
additional storage is obtained.
5. Provide 30 feet of clearance around yard from
weeds and brush.
6. Electrical wiring in yard is to comply with State
Electrical Safety Orders and be approved by the
City Building Department.
7. Provide adequate water supply for fire fighting
purposes. We recommend two fire hydrants with
a water flow of 1250 gallons per minute.
8. Provide one additional 10 lb. dry chemical fire
extinguisher.
9. Provide access to the yard on a deeded right
of way.
10. Obtain permit to operate an automobile wrecking
yard from the Fire Department as required by the
City Fire Code. This permit will not be issued
until the above requirements are complied with.

conditioning units for the City Hall and Police Department.

Chief Administrative Officer Asmus presented a request
from three City employees two from Engineering Depart-
ment and Assistant Chief Administrative Officer Barker)
to attend a special Public Works Administration course for
a period of 12 weeks one hour per week) beginning Oct-
ober 18, 1961. He further stated that this course is
sponsored by the Public Works and International City
Managers Association at no cost to the City other than
the time of the employees; that the two employees from
Engineering Department are Harry Drumbeater and Phillip
Moseley, who are both Civil Engineering Assistants.

the Board of Directors were under the assumption that at
time the payments would start as originally planned at
the $4,000.00 and then the three following payments of
$3,000.00 each; that they have already contracted for the
remodeling and decorating the Chamber office and have hired
a secretary at a salary of $300.00 a month, and the mana-
ger's salary is $700.00 a month which consumes the
$3,000.00 and no funds available to carry on the promotional
aspects, etc.
Discussion followed wherein City Attorney Saunders stated
that the second paragraph of the Agreement will undoubtedly
have to be amended.
