The City Council of the City of Baldwin Park met in adjourned
regular session at the above palce at 11:00 a.m.
Roll Call: Present: COUNCILMEN BLOXHAM, COLE,
HOLMES AND MAYOR BISHOP
Absent: COUNCILMAN LITTLEJOHN, CITY
TREASURER PUGH AND PLANNING
DIRECTOR MANSFIELD
Also Present: CHIEF ADMINISTRATIVE OFFICER
ASMUS, CITY ATTORNEY SAUNDERS
AND CITY CLERK BALKUS
ROLL CALL
Chief Administrative Officer Asmus reported that a problem RE SEWERS.
has arisen in the northeast section of the City regarding
private ingress and egress as to designing of the sewers,
and that Ivor Lyons wanted to run the line on private streets
being 6-8 streets; that Ivor Lyons is recommending, due
to private ingress and egress, that lines not be run all the
way back, but stop at the driveway; wherein Mr. Asmus stated Discussion and
that under a 1911 Act, house laterals cannot be installed on opinions.
a private street unless an easement is secured from each
property owner, or take the entire street for sewer easement,
or, accept the street; that both he and Mr. Lyons felt that
lines should be installed; wherein City Attorney Saunders
suggested that a title report should be secured on private
streets; wherein City Attorney Saunders stated that con-
demnation proceedings would take a year or two; wherein
Councilman Holmes expressed the opinion that laterals should
be installed on private streets the same as on dedicated streets;
wherein City Attorney Saunders offered recommendation on
deletions in the district to be formed.
Councilman Littlejohn arrived at 11:16 a.m. ARRIVAL OF COUNCIL-
MAN LITTLEJOHN.
Discussion continued.
COUNCILMAN HOLMES MOVED THAT THE ENGINEER BE INSTRUCTED
TO DO THE ENGINEERING ON THE PRIVATE STREETS INVOLVED
IN THE DISTRICT NON BEING WORKED ON AND THAT THE ENGINEER-
ING WORK NOT BE DONE ON PRIVATE STREETS WHERE THERE ARE
LOT SPLITS, ETC. INVOLVED. COUNCILMAN BLOXHAM SECONDED.
There were no objections, the motion carried and was so
ordered by Mayor Bishop.
With regard to the handbill ordinance, Chief Administra-
tive Officer Asmus offered clarification of the section
pertaining to distribution of handbills by local mer-
chants.
Considerable discussion followed wherein City Attorney
Saunders offered legal clarifications relevant to the
rights of distribution of handbills; wherein there was
general consideration of the rate to be charged for dis-
tributing advertising; wherein comparison was made be-
tween the existing ordinance and the proposed ordinance
under discussion; wherein City Attorney Saunders suggested

certain insertions and deletions in the business license
section pertaining to handbill distribution.
Discussion continued relevant to the litter portion of the
proposed ordinance under consideration pertaining to dis-
carded lumber, abandonment", responsibility of tenant,
other than the owner, and possible legal enforcement, re-
moval of garbage and rubbish. containers.
City Attorney Saunders stated that he will prepare the
final form of this ordinance and will have it back before
Council by the next regular meeting.

Chief Administrative Officer Asmus queried Council as to the RE ZONING ORDINANCE.
procedure they desired to follow regarding the study of
the zoning ordinance, which involves some 126 pages; that,
there has been an amendment under the zoning section of the
State which provides that you have one year from September
15, 1961, in which to adopt a new zoning ordinance; sug-
gestion was made by Councilman Holmes that work sessions
be held on this ordinance, handling it as a separate item,
and that the presence of the Planning Director would be
sufficient; wherein mention was made by Councilman Holmes
that he was commencing the perusal of the Los Angeles Re-
gional Planning Transportation Study and that it is evii-
dent that Planning Commissioners should be selected,from
people with a broad perspective of thinking in order to
cope ably with the problems of this era.

City Attorney Saunders reported that he would have a new REPORT RE NEW SUB-
subdivision ordinance before Council soon. DIVISION ORDINANCE.
