Pacific Avenue, Baldwin Park, 91706 CALL TO ORDER The meeting was called to order by Mayor Lozano at approximately 7:00 p.m. INVOCATION The invocation was performed by Pastor Flores and Pastor Jackson PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Lozano ROLL CALL City Clerk Ayala performed roll call. MEMBERS: Council Member Alejandra Avila (present) Council Member Paul Hernandez (present) Council Member Ricardo Pacheco (present) Mayor Pro Tern Monica Garcia (present) Mayor Manuel Lozano (present) REPORT FROM CLOSED SESSION Mayor Lozano announced there was no reportable action and motion to adjourn the meeting at approximately 7:02 p.m. Mayor Lozano announced that the City Council are also members of the Board of Directors of the Housing Authority and Finance Authority, which are concurrently convening with the City Council this evening. Motion to change order of agenda to bring forward item number 9 and 14 by Manuel Lozano, seconded by Alejandra Avila, hearing no objection motion passed. PROCLAMATIONS, COMMENDATIONS & PRESENTATIONS Mayor Lozano welcomed and introduced Newly Appointed Chief of Police Steven McLean Chief Deputy City Clerk Lulu Morales presented information on the Voting Solutions for All. City of Baldwin Park's Warrants and Demands Motion to ratify the attached Warrants and Demands Register. MOTION: It was moved by Manuel Lozano, seconded by Monica Garcia to adopt Motioned. AYES: Avila, Hernandez, Pacheco, Garcia, Lozano [5 — 0]. Passes. 2. Treasurer's Report— October 2019 Motion to receive and file the Treasurer's Report for October 201 9, MOTION: It was moved by Manuel Lozano, seconded by Monica Garcia to adopt Motioned. AYES: Avila, Hernandez, Pacheco, Garcia, Lozano [5 — 0], Passes. 3. Claim Rejection Motion to reject the following claims and direct staff to send the appropriate notice of rejection to claimant(s): Liao, Ray Claimant alleges damage to his business due to flooding. MOTION: It was moved by Manuel Lozano, seconded by Monica Garcia to adopt Motioned. AYES: Avila, Hernandez, Pacheco, Garcia, Lozano [5 — 0]. Passes. 4. Approve Budget Transfer from Gas Tax to Reconcile Grants Fund Expenditures Related to Design Services for the Maine Avenue Complete Streets Project Motion to: 1. Approve the budget transfer from Gas Tax Fund 240 to the City's Grant Fund 270 in the amount $284, 199.24 to cover design related expenditures that were inadvertently charged to the Grants Fund during FY14-15; and 2, Authorize the Director of Finance to make the necessary trans ers. MOTION: It was moved by Manuel Lozano, seconded by Monica Garcia to adopt Motioned. AYES: Avila, Hernandez, Pacheco, Garcia, Lozano [5 — 0]. Passes. 5. Approval of Contract Renewal for Tyler Technologies' EnerGov Platform to Provide Implementation and Subscription Services for Permitting and Plan Check Computer Software Solutions for Business License, Planning, Building, Public Works and Code Enforcement Motion to approve the proposed contract renewal for Tyler Technologies, Inc., setting new pricing and extending the existing contract for an additional three (3) years and authorize the Mayor to execute the contract extension for the implementation and software subscription services for the Tyler EnerGov Platform. MOTION: It was moved by Manuel Lozano, seconded by Monica Garcia to adopt Motioned. AYES: Avila, Hernandez, Pacheco, Garcia, Lozano [5 — 0]. Passes. DEVELOPMENT COMMISSION CONSENT CALENDAR Ali items listed are considered to be routine business by the City Council and will be approved with one motion. There will! be no separate business and considered in its normal sequence on the agenda. SA-1 Successor Agency to the Dissolved Community Development Commission of It City of Baldwin Park Treasurer's Report — October 2019 Motion to receive and file the Treasurer's Report for October 2019. Review of Commission Applications and Consideration oi Appointments/Reappointments to Fill the Scheduled Vacancies for the Housing, Planning, and Recreation Commissions Motion to appoint the following: Planning Commission: 1) Marlen Garcia SEEM= Recreation and Community Services Commission: 1) Cecilia Bernal 3) Dawn Cervantes 2) Maria Fajardo 4) Diane Velez City Council Regular Meeting — 12-04-2019 Page 5 of(. Passes. 16.Approve and Adopt Resolution No. 2019-056 Entitled, "A Resolution of the City Council of the City of Baldwin Park, California, Appointing Representatives and Alternates as Official Representatives of the City"; and Review and Appoint Members to the San Gabriel Valley Mosquito & Vector Control District, as Appropriate Motion to appoint Mayor Lozano as Delegate and Mayor Pro Tom Garcia as alternate to the San Gabriel Valley Mosquito & Vector control District in Resolution No. 2019-056, entitled: "A Resolution of the City Council of the City of Baldwin Park, California, Appointing Representatives and Alternates as Official Representatives of the City".
