The City Council of the City of Baldwin Park met in special session at the above place at II:00 a.m. Roll Ca l l Present: COUNCILMAN BLOXHAM, HOLMES, ROLL CALL. LITTLEJOHN AND MAYOR BISHOP Absent: COUNCILMAN COLE Also Present: CHIEF ADMINISTRATIVE OFFICER ASMUS, CITY ATTORNEY SAUNDERS, ASSISTANT CITY ENGINEER M I LAK AND CITY CLERK BALKUS 00- Mayor Bishop announced that this was a special meeting for SEWER LINES ON consideration of the Sewer Line on Merced Avenue, Tract 26009, MERCED AVE. and the proposed San Gabriel River Freeway route and on and TR. 26009 & off ramps. FREEWAY RT. AND ACCESS RAMPS 00- Chief Administrative Officer Asmus explained that a con- tract had been awarded by Monarch Estates to Dakavich and Kral, Sewer Contractors to construct a main sewer line along Merced, from Ramona northerly to Olive. There were 10 bids submitted on 10/23/61 as follows: Dakovich & Kral 35,407.00 Chorak Construction Co. 49,169.00 City Construction Co. 50,020.15 Leo Weiler Co. 38,900.40 M G B Construction Co. 63,720.00 L D & M Construction Co. 46,142.50 Vokojevich & Kordich 57,759.60 R.J. & S.W. Shacklett 41,279.30 Howard Sewer Co. 46,415.32 Edmond J. Vadnais 44,999.00 Monarch Estates had agreed in August 1961 to contribute $61,490.00 plus one-half of any excess above $61,490.00 for the installation of sewers in TRact 26009 and agreed to negotiate further after receipt of bids. The excess is $16,653.20 and it was recommended that Council auth- orize an expenditure of $8,326.60 out of the sewer ex- tension fund to purchase this line after completion. Discussion followed. Mayor Bishop requested that Resolution No. 61-152 be read in full. RESOLUTION NO. 61-152 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING THE CONSTRUCTION OF SANITARY SEWERS IN MER- CED AVENUE BETWEEN RAMONA BOULEVARD AND OLIVE STREET IN THE CITY OF BALDWIN PARK AND APPROVING THE PURCHASE OF SAv%E BY THE CITY" RES. NO. 61-152 WHEREAS, Monarch Estates, Inc., a California corporation, is the subdivider of Tract No. 26009 in the City of Baldwin Park; and WHEREAS, said subdivider has proposed to install sani- tary sewers in Merced Avenue connecting said Tract to the main sewer trunk line in Ramona Boulevard, all in the City of Baldwin Park; and WNHEREAS, City of Baldwin Park has granted permission to said subdivider to install said sewers in Merced Avenue; and WHEREAS, said subdivider has offered to sell said sewers to the City of Baldwin Park for the sum of Eight thousand three hundred twenty-six dollars and sixty cents $8326.60). The public health and safety requires that sewers be installed within the City wherever possible and feasible. Section 2. The installation of the sewer line in Mer- ced Avenue will make sewers available to a substantial number of people and advance the development of an integrated sewer system within the City of Baldwin Park. Section 3. It is hereby ordered that the sum of Eight thousand three hundred twenty-six dollars and sixty cents $8326.60 be paid to Monarch Estates, inc., upon receipt from said subdivider of a dedication of the sewer system in Merced Avenue, between Olive Street and Ramona Boulevard. Section 4. That said sum of Eight thousand three hundred twenty-six dollars and sixty cents $8326.60) be transferred from the general funds into the special sewer fund prior to payment to said subdivider, payment to be made from said special sewer fund. Balkus, City Clerk Discussion followed with the decision being to add a section 5, to Resolution No. 61-152 as follows: Section 5. Said loan of funds from.the general fund to the special sewer fund shall,be repaid to the general fund from said special sewer fund when money to do so is available. Councilman Littlejohn moved that Resolution No. 61-152 be APPROVED. adopted as read and corrected. Councilman Bloxham seconded the motion which carried by the following vote: AYES: COUNCILMAN LITTLEJOHN, BLOXHAM, NOES: ABSENT: HOLMES AND MAYOR BISHOP NONE COUNCILMAN COLE Chief Administrative Officer Asmus stated that Assistant PROPOSED SAN City Engineer Milak had attended a meeting on the proposed GABRIEL FREEWAY routes of the San Gabriel River Freeway. A hearing in Duarte, November 16, 1961, Friday, 1:00 p.m., at 1630 E. Third Street will consider the various routes. There was discussion by Council. COUNCILMAN HOLMES MOVED THAT A COMMITTEE BE APPOINTED COMPRISED OF TWO MEMBERS OF THIS COUNCIL TO ATTEND PUB- LIC HEARINGS AND RECOMMEND THE DESIRES OF BALDNIN PARK, BEING THE ORANGE AND BRONN ROUTES BE THE NO. I ROUTE, AND THE ORANGE ROUTE BE THE NO. 2 ROUTE PREFERENCE: AND THEY ATTEND THE MEETING TO BE HELD FRIDAY, NOVEMBER 17, 1961, 1:00 P.M., 1630 E. THIRD STREET, DUARTE. THE MOTION WAS SECONDED BY COUNCILMAN BLOXHAM.
