session at the above place at 7:30 p.m.
Councilman Bloxham led the salute to the flag.
The invocation was given by Reverend Carl Green of the
Church of God.

Mrs. Samuel Ferraro, 3346 North Vineland, Baldwin Park, MRS. SAMUEL FERRARO
stated that, relevant to Lot Split No. 267, she had made 3346 N. Vineland,
application for this lot split in April, 1959; that there Baldwin Park
is 97' frontage and 397' depth, which totals over 38,000 Re Lot Split No.
square feet; that the request for a lot split is for the 267.
frontage facing Vineland on which she wants to build a home;
that this request has been before the Planning Commission,
which they refused to approve.
Planning Director Mansfield presented a brief summary of the
case, its findings and the recommendations of the Planning
Commission, and that the case was referred back to the Plan-
ning Department to work out an additional street design,
which they have done. He further stated that Mrs. Ferraro
has been contacted and asked to view the plan, as revised,
after which the case will go back to the Planning Commission.
Mrs. Ferraro further stated that there is no assurance that
they will get the property back from the Flood Control Dis-
trict property to the back), and that all they are inter-
ested in is developing the front portion facing Vineland;
that the lot would be 48' x 150'; that two lots south of
their property are only 42' in width; that, because they
did not have 100' to split into two 50' lots, Mr. Teater,
former Planning Director, would not process their request.
Planning Director Mansfield suggested that Mrs. Ferraro
look at the proposed plan, after which he would report
back to the Planning Commission, and then action could
be taken at the next meeting of Council.
Discussion ensued wherein Council instructed that Mrs. INSTRUCTION OF
Ferraro be notified of both meetings... that of the Plan- COUNCIL.

Gentlemen:
As president of the Baldwin Park Chamber of
Commerce, I am speaking for the members in officially
commending the City Council for their action in adopt-
ing the new Clean City" ordinance.
This comprehensive new law will do much to make
our city cleaner and more beautiful. It is an import-
ant first step in beautifying our community.
The Chamber of Commerce heartily endorses your
action, and commends the City Council for its enter-
prise. Clean up and beautification of our city is a
project of the Chamber of Commerce, as well. We are
happy to be working with a forward looking administra-
tion such as that at Baldwin Park.

Mrs. Richard Baker as follows:

MRS. RICHARD BAKER
Re complaint against
anti-litter ord.
We as property owners wish to register our complaint against the
new proposal regarding rubbish disposal.
If as proposed, no rubbish can be placed at curb, before 6 p.m. of
day previous to hauling day, it will work a hardship on us.
For instance Mr. Baker works in L.A. nights. He leaves at 5 p.m.
for work and returns at 2 a.m. Either he must place rubbish at
curb during p.m. or wake the neighbors at 2 a.m.
I do not feel it is a womans job and besides I hold down a full
time job.
I'm quite sure if the neighbors are disturbed at 2 a.m. the Police
will receive complaints. I'm also sure no man could be expected
to go to bed at 2:30 a.m. and rise at 6:00 to place cans.
We are for improving appearances, but why not start on alleys, and
back yards. Many are unsightly and fire hazards.
Trusting this will receive the attention of the Council as we are
unable to attend your meetings.

Chief Administrative Officer Asmus stated that he had written
Mr. and Mrs. Baker to the effect that this ordinance would be
enforced with a certain degree of reasonableness but that we
would not be watching and tagging cans" where specific prob-
lems existed, and that no further communication had been re-
ceived from them.
Discussion ensued wherein it was the general consensus that,
while it was necessary to stipulate a specific time in the
ordinance, it was not the intent of Council to impose a hard-
ship in the matter of an hour or two where the people did en-
deavor to cooperate.

It was with genuine delight that I read in the Tribune a report that
you Gentlemen, had proclaimed U.N. Day. I want you to know, that the
Businesspeople of Baldwin Park are behind you. To make a test of
attitude I distributed nearly 60 United Nations Posters to our business
houses and all the people without exception accepted the Posters gladly
and displayed them either in their window or stores.
I am proud to know, that Baldwin Park has taken this firm stand. We
range among the larger Cities of the Valley and should whenever pos-
sible, display courage and leadership.

On October 24 today) Baldwin Park will celebrate United Nations Day.
This then, in effect, is what we are celebrating:
During the lifespan of the United Nations the international Communist
conspiracy has grown from a slave empire of 200 million to almost one
billion people.
Traitor Alger. Hiss was the top man in the State Department on_United
Nations planning.
The United States spent $45 million financing the abortive attempt to
overthrow Castro in Cuba. Weeks after this, we actually paid Castro
$643,000 for economic development. The United Nations grant to Cuba
amounted to $1,157,600 and the United States stands about 40% of
United Nations expenses.
United Nations troops were ordered to smash the only anti-Communist
regime in the Congo Moise Tshombe in Katanga Province. This United
Nations actions appears to substantiate opinions of many acute observers
that the U. N. tends to promote Communist interests and policies
and is acting in direct conflict with the best interests of the free
world.
This is another way of explaining the functions of the United Nations:
The United Nations," according to Senator'Nelson S. Dilworth, is an
alternate agency' to which the powers of the United States are being
transferred bit by bit' in line with Nicolai Lenin's dictum that if an
agency is unassailable its powers can be successfully removed to a sub-
stitute. The United Nations is valuable for some purposes, but it is
ill-designed for government---it will result in the loss of our freedoms."
THIS, THEN, IS WHAT WE ARE CELEBRATING TODAY. In proclaiming this day,
I felt sure that you must be totally unaware of what is really happening
in this world at this time.

November I, 1961
The first quarter, July through September, was devoted to
continuing normal Chamber of Commerce informational services,
including answering of all correspondence relative to the
business, industrial and residential opportunities in Baldwin
Park. Also included was the dissemination of information
through correspondence, personal contacts and publicity in
promotion of the City. Back to school promotion was organized
and Christmas promotion committees were formed.
During this period, a joint meeting of merchants, the Baldwin
Park Police Department and Credit Bureau was held to organize
the check fan-out" system in the Baldwin Park area.
A chamber manager, William E. Meisner, was hired in the latter
part of September, as well as a secretary. Reorganization of
the Chamber of Commerce, as well as renovation of the offices
was begun immediately.
Plans for the second quarter, October through December, call for
increased activity in all phases of Chamber promotion. Informa-
tion services will be up-dated and expanded, as well as setting
up policies and procedures for Chamber operations.
Plans for the annual Lucky Baldwin Park Day's celebration will be
included in this quarter, as well as completion of the check fan-
out" system. Also, mercantile and industrial promotion and
community development projects will be inaugurated.
A re-evaluation of the Chamber's membership and dues structure
will be conducted and organized to broaden the base of local
business participation and financial support to promote
community affairs in the City of Baldwin Park.

Chief Administrative Officer Asmus called attention to the
financial report attached to the foregoing letter in that
it shows the Chamber of Commerce has expended $1,230.98
during the first quarter of which $923.16 75%) was ap-
plicable to City of Baldwin Park revenue and $307.74 25%)
was applicable to Chamber of Commerce revenue; that guid-
ance is needed, under-the contract, in knowing Council's
intent and attitude relevant to the amount due in the
second quarter.

Mayor Bishop announced that it was now the time and place
for public hearing on Zone Exception Case No. ZE-47, Bald-
win Park Church of the Nazarene, Owner, regarding a re-
quest for an exception to the R-I single family residence)
zone to permit the enlargement of the existing facilities
to the extent of adding immediate and proposed Sunday School
educational buildings and appurtenant parking facilities on
the property at 14254 East Los Angeles Street, Baldwin Park
Planning Commission Resolution No. 763.
City Clerk Balkus stated that the required publications,
mailings and postings had been accomplished.
Planning Director Mansfield presented a resume of the case,
located the area involved on the map on the wail and that
the Planning Commission recommended approval of the re-
quest subject to the conditions and findings of Planning
Commission Resolution No. 763.
At this time Mayor Bishop asked if there was anyone in the
audience desiring to speak in behalf of Zone Exception Case
No. ZE-47.
Mr. Charles B. Sanders, 412 North Willow Avenue, West Co-
vina, appeared in lieu of Reverend Kutz who was unable to
attend tonight, and stated that they urgently need the
Sunday School rooms and additional rooms for school during
the week; that the Sunday School rooms average over 400
at the present time... which figure they have to maintain
in order to keep the educational program; wherein they
requested avorable consideration of Council.
As there was no one else in the audience desiring to speak
either in behalf of or in opposition to Zone Exception
Case ZE-47, Mayor Bishop declared the hearing closed.
Discussion followed.
COUNCILMAN LITTLEJOHN MOVED THAT THE FINDINGS OF THE CITY
COUNCIL CONCUR WITH THE FINDINGS OF THE PLANNING CQ'v\MIS-

City Clerk Backus stated that all the required publications,
mailings and postings had been accomplished.
Planning Director Mansfield presented a resume of the case,
located the area involved on the map on the wall, and that
the Planning Commission recommended denial of this request
because 1) that the General Plan outlines a medium and high
density for this particular area and also recognizes that
a street plan should be developed 2) as outlined in the
Community Design Study', Shadylawn should be extended and
an additional outlet to Morgan Street or Clark) should be
given first consideration and when these streets are de-
veloped the property can then be considered for rezoning
3) at the present time Shadylawn Drive has a 40' total ded-
ication with 26' of paving, and with no additional outlet
to either Morgan or Clark, Shadylawn Drive cannot handle
a great deal of traffic which can be expected in R-3 de-
velopment.
Mayor Bishop asked if there was anyone in the audience de-
siring to speak in behalf of Zone Case Z-102.
Mrs. Olive Britt, 1330 South Sunset, West Covina, Mother
of the applicant, questioned whether Council was familiar
with the appearance of the rear portion of this property
that she had not realized it was such an eyesore;
that the property is 470' in depth and should be improved;
that Mrs.. Montgomery, a neighbor to the property, had
been given R-3 by previous Council action; that, due to
her son's illness and inability to attend this meeting,.
it was his request this case be held over until the next
meeting of Council; that they were disappointed in the de-
cision of the Planning Commission for denial of their re-
quest.
COUNCILMAN BLOXHAM MOVED THAT ZONE CASE 140. Z-102 BE HELD
OVER UNTIL THE NEXT REGULAR MEETING OF COUNCIL ON NOVEMBER
20, 1961. COUNCILMAN HOLMES SECONDED.
Councilman Littlejohn called attention to the fact that
those in opposition had not been given the opportunity
to speak and, as such, the foregoing motion is out of
order.
Discussion followed.
As there was no one else in the audience desiring to speak
either in behalf of or in opposition to Zone Case No. Z-102,
Mayor Bishop announced that a motion for continuance would
now be in order.

Councilman. Littlejohn reported that he had attended a Civil
Defense meeting in Los Angeles regarding the request, by
telegram, of Honorable Supervisor Hahn pertaining to the
relation of the County and Federal Government relating to
the liabilities etc.,...as to who should pay and sponsor,
etc. all the information relative to Civilian Defense; that
it was indicated such was the responsibility of the Federal
Government; that Supervisor Hahn submitted that a 400 mil-
lion dollar bond be proposed to build air raid shelters in

the schools and that the County Engineer, et al, would have
direct control of this bond, if accepted by the people of
the cities, counties, etc., involved; that It was his feeling
something practical could be evolved from this suggestion,
but he was not totally sold on the idea that a bond is the
real answer to the problem; that he was not particularly
against the Civil Defense program, as presented, but it was
his opinion that much consideration should be given before
supporting any procedure.
Discussion followed wherein the general consensus of opinion
was that further research on the construction of fall-out
shelters, etc., should be pursued before endorsement of any
program by the City.

Asmus stated that people complain when they don't have curb
parking, and this revised plan would alleviate that, if
Councils feels it is justified; wherein Mr. Asmus reported

visors regarding construction of a new bridge over River-
grade Road and requesting consent and jurisdiction to con-
struct in Baldwin Park which would eliminate much of the
traffic problem in this area; wherein the manner of re-

the purchase of a brush chipper in an amount of $3,218.47
from the Agricultural Machinery Company who submitted the
low bid. His recommendation.was based on the facts that:
I) the make and model of this piece of equipment has been
widely accepted throughout Southern California 2) the
equipment will be adequate for a moderately heavy tree pro-
gram 3) maintenance will be practically nil periodic
sharpening of blades will be necessary...an extra set is
furnished and included in the bid price 4) the dust
suppressor, which is a water spray accessory, will pro-

to substitute a new Police Department Capital item for
a current budgeted item and recommended that $124.80 be
allocated for the purchase of one Photo Copy Board from
the City of Arcadia in lieu of five side-arm chairs that
were originally budgeted at an estimated cost of $175.00.
He further stated that the photo copy board would be
ideally suited for reproducing odd size photographs of
suspects which are submitted to the Department, and that
now these reprints of suspects must be duplicated by a
commercial printer at a cost far greater than would be
the case if they had their own board; that these photo-
graphs must be reprinted to standard size before they
may be submitted to F.B.I., C.I.I. and BUreau:of Crim-
inal Identification and Investigation; that this equip-
ment if purchased new, would cost $500.00.

Regular Meeting of the Baldwin Park, City Council
Councilman Littlejohn and Mayor Bishop stated that they
could arrange to review the applications with the Chief
Administrative Officer tomorrow morning at 11:30.

Mrs. Olive Britt complimented Council on the manner in
which the meeting has been conducted and the feeling of
unity between Council and the administration.

Chief Administrative Officer Asmus stated that the oral ex-
amination for City Engineer was held today, with the result
that only one individual was considered; that this man is
currently working for a special district in Sacramento; that
his past background did not indicate a recommendation to
Council; wherein Mr. Asmus requested permission from Council
to conduct an investigation of this individual's background,
going to the Sacramento area Petaluma).
Discussion followed relative to the applicant's work back-
ground with Mayor Bishop giving a resume of the personal
factor of the applicant; wherein Councilman Littlejohn ex-
pressed his opinion of the person considered. Further In-
quiries of Council established that this individual has
worked in Sacramento since 1958....six years in Petaluma,
which has a population of 13,000.... that he has been a
registered engineer for nine years.... graduated in 1952
In civil engineering....that he now holds the position of
Supervisory Civil Engineer of the Sacramento District with
20 people under his direction.... that his present salary
is $920.00 monthly... married with three children....that
he would accept $950.00 to make the change. In answer
to a query of Council, it was stated that the investiga-
tion would be made immediately.

EITHER THE CHIEF ADMINISTRATIVE OFFICER OR ASSISTANT CHIEF
ADMINISTRATIVE OFFICER, TO PETALLMA AND SACRAMENTO TO IN-
VESTIGATE THE APPLICANT FOR THE POSITION OF CITY ENGINEER,
NAMELY, RUSSELL W. INGRAM.' COUNCILMAN BLOXHAM SECONDED.

Discussion ensued wherein the suggestion was made that
the new appointees attend the next work session of the
Planning Commission; wherein query was made of the City
Attorney as to whether or not the Planning Commission
could adjourn their meetings when their agenda was
heavy in order to expedite more cases, etc.
Chief Administrative Officer Asmus offered the suggestion
that Mr. Harry Drumbeater in Engineering, who is acquiring
right of way for the City on Baldwin Park Boulevard, be
paid straight time for working on Saturday, Sunday and
nights...that it would be to the City's advantage to do
so rather than have him accumulate compensatory time, as
he is the counter man" in Engineering Department and
with their work load he is needed on the job daily;

Regular Meeting of the Baldwin Park City Council
wherein Mr. Asmus reported that we have all the right
of way, except the house on the southeast corner, from
the Freeway to Francisquito; that from Francisquito up
to Foster they have all the people lined.up" for con-
tacting next Saturday.
At this time Mayor Bishop offered the suggestion that
the Deputy City Clerk be included in this provision
to be paid rather than have her absent from the City
due to accumulation of compensatory time...that a heavy
work load is dxistent in the office of the City Clerk;
wherein City Clerk Balkus stated that the Deputy
City Clerk has an accumulation of over 80 hours at
the present time; wherein mention was made that this
accumulation of compensatory time be treated as
retroactive pay; wherein suggestion was made that,
If the Deputy City Clerk wished, a portion of the
accumulated time would be retained for future use.

Chief Administrative Officer Asmus reported on the speak-
er system in the Council Chamber, in that he had a firm
bid on an installation that would be satisfactory to
Council in an amount of $1,453.86.... this being the type
of mike that goes around the neck...the stand type wou•ld•
cost another $30.00; this installation would provide
ten Electro-Voice Microphones, three Bogen control amp-
lifiers, one 30-watt Bogen power amplifier, ten trans-
formers, twelve phone plugs, twelve phone jacks, and
the necessary hardware, etc.; that the labor charge for
this Installation would be $190.00; that this install-
ation would provide seven mikes for the Council table,
separate mikes for the City Clerk, Planning Director,
for testifying purposes, and a phone Jack for the board
wall); that he wants to secure other quotations,al-
though Harris Brothers gave us a reduced price.
Discussion ensued relative to the neck-type" mike and
the general consensus of opinion was that more bids and
further Information should be secured.

AT 9:30 P.M. COUNCILMAN HOLMES MOVED THAT A TEN MINUTE
RECESS BE DECLARED. COUNCILMAN COLE SECONDED. There
were no objections, the motion carried and was so
ordered by Mayor Bishop.

Councilman Littlejohn reported that when he attended the
Civil Defense Meeting in Los Angeles, Mrs. Pierce ac-
companied him as Civil Defense Director, Joe Pierce was
unable to go.
