HomeMy WebLinkAbout1961 11 27 CC MIN1961 11 27 CC MINHÄ—@¸— |Í«X8G I ADJOURNED REGULAR MEETING OF THE BALDWIN PARK CITY COUNCIL CITY HALL COUNCIL CHAMBER) 14403 East Pacific Avenue The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 11:30 a.m. Roll Call: Present: COUNCILMEN BLOXHAM, COLE, LITTLEJOHN AND MAYOR BISHOP Absent: COUNCILMAN HOLMES, CITY TREASURER PUGH, ASSISTANT CITY ENGINEER MILAK AND PLANNING DIRECTOR MANSFIELD Also Present: CHIEF ADMINISTRATIVE OFFICER ASMUS, CITY ATTORNEY SAUNDERS AND CITY CLERK BALKUS 00- At the request of Mayor Bishop, City Clerk Balkus read Ordinance No. 202 by title as follows: ORDINANCE NO. 202 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDNIN PARK CONSENTING TO THE ESTABLISHMENT OF A PORTION OF SAN BERNARDINO ROAD AS A COUNTY HIGH- NAY AND TO THE IMPROVEMENT THEREOF" COUNCILMAN BLOXHAM MOVED THAT ORDINANCE NO. 202 PASS SECOND READING AND BE ADOPTED WITH FURTHER READING BEING WAIVED. COUNCILMAN COLE SECONDED. He further stated that the city had insufficient equip- ment to perform many jobs and at times there was not enough equipment to keep the men on the jobs, also that we had been paying $130 a week rental for a skip loader. Assistant Chief Administrative Officer Barker said there had LOADER DEMONSTRATED been Huff and Caterpillar demonstrations on the Foster/Frazier Avenue project for a comparative study and he gave a run down on comparative costs as follows: Huff Loader generates 77 horsepower LOADER COSTS gasoline dieseI cost tax $11,624. 464. $ 12,740. 508, total less 12,088. 8,400, 12,248. 8,400, balance 3,688. 3,848. Caterpillar Loader generates 105 horsepower Gasoline diesel cost $12,575. $13,713. tax 503. 548, total 13,078. 14,261. less 8,400, 8,400, balance 4,678. 5,861. Mr. Barker stated $8,400 was budgeted and could be used as the down payment on either machine and the balance would be payable in July, 1962. Discussion followed regarding purchase from a local dealer; DISCUSSION acquiring surplus equipment from the Army; make of machines and upkeep; necessity of equipment for the planned projects and whether equipment would be utilized 75% of the time and not sit idle; feasibility of contracting for payments in future years and lease purchase or contractural arrangements; whether projects could be handled with existing equipment and personnel or letting jobs out to contract. City Attorney Saunders stated it was possible to write a pur- ATTORNEY'S OPINION chase contract with a contractural arrangement as long as one year is not dependent upon the next year. Mr. Asmus said projected work was outlined in the budget, but C.A.O. EXPLANATION the city had the problem that many curbs and gutters are in at the wrong grades and must be removed and reinstalled for proper drainage, and the excavation work would justify the purchase of the additional equipment. COUNCILMAN BLOXHAM MOVED THAT THE CHIEF ADMINISTRATIVE OFFICER REPORT TO COUNCIL ON THE COSTS OF RENTING AN ADEQUATE LOADER TO DO THIS WORK WITH AND WITHOUT AN OPERATOR, AND PRESENT A PROJECTED WORK LOAD FOR THE NEXT SIX MONTHS. COUNCILMAN HOLMES SECONDED THE MOTION. Roll call, unanimous vote and so ordered by Mayor Bishop. Council instructed the Chief Administrative Officer to in- corporate the foregoing requested reports with the one pre- sented to Council on this date. Council further instructed the Chief Administrative Officer to check the finances within the Road Department to see if there would be sufficient money if the project were to go to a new machine, if it could come out of the appropriated funds or transferred from one section to another in order that this money could be completed all in one year rather than going into the next fiscal year. Councilman Bloxham requested information as to measures to be taken to eliminate the pigeon problem at the rear entrance to City Hall. Discussion followed pertaining to installation of a canopy which would eliminate some of the problem and also keep rain from coming into the back door- way. COUNCIL INSTRUCTIONS 00- Councilman Bloxham requested that report on costs to pro- vide a canopy over the rear entrance-way be brought to Council. 00- Council requested information as to applicants for the engineering position. Mr. Asmus said he had only one good applicant and was waiting for additional applications before reporting to Council. 00- AT 12:45 P.M. COUNCILMAN LITTLEJOHN MOVED THAT COUNCIL ADJOURN.
