REGULAR MEETING OF THE BALDWIN PARK CITY COUNCIL DECEMBER 18, 1961

The City Council of the City of Baldwin Park met in regular
session at the above place at 7:30 p.m.
Councilman Littlejohn led the salute to the flag. FLAG SALUTE
The Invocation was given by Reverend F. M. Gulick of the INVOCATION
Foursquare Church.

Mayor Bishop wished everyone present a Merry Christmas and
a Happy New Year! He stated that the Agenda was lengthy
and requested that any presentations to be made at the
meeting be kept as short as possible.

City Clerk Balkus introduced Chief of Police George L. Best. CHIEF OF POLICE
Chief Best thanked the Council for the confidence placed in GEORGE L. BEST

Mayor Bishop stated that with the approval of the Council

Mr. Charles E. Morehead, 3123 North Maine Avenue, Baldwin MR. CHAS. E. MOREHEAD,
Park, stated that he represented the Baldwin Park Improve- 3123 N. Maine Ave.,
ment Association, and the group was not in accord with the B.Pk.
fees charged for setting curb and gutter grades on properties
in Baldwin Park; he stated that the $.50 fee was prohibitive
and kept residents from improving their property. Mr. More-
head said that as an example Messrs. Hayfield, Ferguson
and Leonard had signed a contract for curb and gutter prior
to the new ordinance and that now the cost to improve 311
feet was prohibitive. The rates of adjacent cities were
quoted.

Regular Meeting of the Baldwin Park City Council
Mr. Edwin Elko, 13057 East Bess Avenue, Baldwin Park,
reiterated Mr. Morehead's statements and said he be-
lieved more curbs and gutters would be installed to im-
prove the City if the charge were lessened.
Councilman Cole stated that the City Council was presently
in the process of revising the required fee and were cog-
nizant of the problem.

City Clerk Balkus read a letter dated December 13, 1961,
from Harry L. Cline, 650 West Huntington Drive, Arcadia,
regarding Relocation Case No. R-109 appealing the Plan-
ning Commission decision of December 7, 1961. Plot plans
and drawings accompanied the letter. copy in official
files)
Planning Director Mansfield showed Council the plot plans
and passed out pictures of the property involved.
Discussion followed.
At the request of Mayor Bishop, City Clerk Balkus read a
communication from Planning Director Mansfield regarding
Relocation Case No. R-109 stating the Planning Commissions
findings and recommendation for denial. copy in official

questioned Lot Split No. 396 and 407 as the easement was
indicated on another property; he anticipated future
problems on the easement as the easement should go with
the land involved.
Planning Director Mansfield stated that Planning Commission
recommended approval of the lot splits subject to the
normal findings and conditions.

Further discussion followed wherein Councilman Bloxham
questioned whether the Planning Commission had considered
how the property could be developed differently. Council
discussed the possibility of using the alley in the rear
as access to the properties; problems of rubbish in back
alleys; easements already acquired for a back drive way
approximately 20 feet wide.

Regular Moeting of the Baldwin Park City Council
Planning Director Mansfield gave a brief resume and stated
that the Planning Commission recommended approval as out-
lined in Planning Commission Resolution No. 780.
TESTIMONY IN BEHALF OF OR IN OPPOSITION TO THE REQUEST WAS
CALLED FOR BY MAYOR BISHOP.
James E. Lyons, 3343 North Puente Avenue, Baldwin Park,
questioned whether a fifty 50) bed ward would be a
problem for the fire and health department.
Planning Director Mansfield explained there was a four-
teen 14) foot access to the rear of this property and
all provisions of the City and State codes for the con-
struction and operation of convalescent homes have been
complied with including the County fire and health de-
partment.
As there was no one else desiring to speak either in be-
half of or in opposition to Zone Exception Case No. ZE-49,
Mayor Bishop declared the public hearing closed.
COUNCILMAN BLOXHAM MOVED THAT THE FINDINGS OF THE CITY
COUNCIL CONCUR WITH THE FINDINGS CF THE PLANNING CCMMIS-
SION AND THAT ZONE EXCEPTION CASE NO. ZE-49, PLANNING
COMMISSION RESOLUTION NO. 780, BE APPROVED AND THAT THE
CITY ATTORNEY BE INSTRUCTED TO PREPARE THE NECESSARY RESOLU-

Mayor Bishop announced that it was now the time and place
fixed for a public hearing on Zone Exception Case No. ZE-50,

property located at the southwesterly corner of Baldwin
Park Boulevard and Francisquito Avenue, having a frontage
on Baldwin Park Boulevard of 140' more or less, and on

City Clerk Balkus said that proper publication had been
made; she further stated that Mr. Chez had requested that
the hearing be held over if no one objected as he wished
to be sure the fire department was actually going through
with the transaction however, he did not yet have the
information.

Councilman Littlejohn stated that there was a motion on the MOTION WITHDRAWN
floor, however with the permission of the second he would
withdraw his motion in lieu of the ordinance. The second

City Clerk 3alkus stated that item one was a matter of
information for the City Council, that Annual Special
Committee Appointments by the President of the League of
California Cities had been made and Mr. Asmus had been
appointed to the Committee on Finance Administration.

City Clerk Balkus stated that the Los Angeles County
Registrar of Voters had requested use of City Hall facili-
ties as a polling place for the November 6, 1962 and the

The low bidder was a non audit type policy, where premium
of $7,565.33 is paid; the only part of policy subject to
audit would be if new equipment were added. The bidder
calculated and developed their premium totally in so far
as the general liability features of the policy were con-
cerned on payroll. The present rate was offered on a three
year basis and the premium on the next year would be deter-
mined on payroll.
Mr. Asmus recommended that Hummer Insurance Agency be awarded
the Liability Insurance in the amount of $7,565.33, and the
City elect to accept a continous policy for a three year
period; with thirty 30) day cancellation clause and all
other bids be rejected; all subject to the approval of the
City Attorney.

Chief Administrative Officer Asmus explained that the sewer
on Merced Avenue from Ramona Boulevard to Olive Street had
been completed and final inspection had been performed.
Harold Johnson and the inspector had approved the report and
the line has been finished. He further explained that the
Council was not being asked to purchase or accept the line
as a city facility but merely to accept the work of the
contractor so people along the line that want to may hook
up. The line has been completely tested and inspected.
The developer should be instructed to file a notice of
completion, and the City Attorney should be instructed to
prepare a purchase agreement and related documents for the
purchase of the entire facility.

Chief Administrative Officer Asmus reported that there
would be an Association Meeting relative to the dissolu-
tion of the Parks and Recreation. The Council requested
that Mr. Asmus attend the meeting.

There was discussion by Council, led by Councilman Bloxham,
as to the feasibility of a canopy over back entrance of
City Hall to solve pigeon and water problem. Mr. Asmus
was instructed to check costs, etc. and report back to
Council.

Mr. Asmus reported that he had contacted Mr. Stalians, of
the Cab Company and all the cabs will be in during the
week for inspections.
Discussion followed as to system of periodic checks and
inspections.
There was further discussion regarding the use of local
tow service; wherein Mr. Asmus explained that a rotation
plan was followed and that Baldwin Park does not have
24 hour service.
Mr. Asmus reported that repairs on Harlan would progress
in the next few days.
