The City Council of the City of Baldwin Park met In special
session at the above place at IJ:30 a.m.
Roll Call: Present: COUNCILMEN BLOXHAM, COLE, LITTLE- ROLL CALL
JOHN AND MAYOR BISHOP
Absent: COUNCILMAN HOLMES
Also Present: ASSISTANT CHIEF ADMINISTRATIVE
OFFICER BARKER, ASSISTANT CITY

Mayor Bishop stated that this was a special meeting of the
City Council for the purpose of discussing the No. 2 Sewer
District and the application for Federal Funds to cover
Engineering costs of the proposed district.
Assistant Chief Administrative Officer Barker explained to
the Council that they had before them a letter from the
Housing and Home Finance Agency regarding application No.
P-Calif--3650 for federal funds to cover the proposed sewer
system in Baldwin Park. The original application was in
the amount of $131,890.00 to cover the entire City. How-
ever, the Agency requests that an Individual application
be submitted for each district four separate districts,
2 3•- 4 5) and the Council should decide which dis-
trict to submit first.
The City would receive money for one district and as soon
as bonds were sold this would be repaid to the Federal
Government and then the City would receive money for the
second district,eett-; this would be a type of a revolving
fund.

The boundaries were described roughly as follows: Olive BOUNDARIES OF
Street, south on Walnut to Ramona, Stewart, Frazier, south- DISTRICT

south City limits, north along the power line to Ramona
and along the westerly City limits north to Olive.
Mr. Barker reco mended that District No. 2 be selected RECOMMENDATION AND

Estimated land acquisition

bonds contingencies, etc. 119,600.00
Estimated Total 1,486,700.00
The above figures total $1,467,300 TLB)
Mr. Barker stated estimated construction costs for the
districts would be as follows:
District No, 2 $1,296,000.00
3 1,138,000.00
4 665,000.00

The amount proposed to be applied for on District No. 2 PROPOSED COSTS
would be $47,200.00. This is the largest district. The OF ALL DISTRICTS
amouhtb on thb other districts would be estimated as follows: FOR PRELIMINARY
ENGINEERING AND
District No. 3 $45,000.00 CONSTRUCTION
4 26,000.00 DRAWINGS
5 12,000.00
Mr. Barker said his telephone conversation with Mr, Barnett
of Stone and Youngberg who had talked with the Housing and
Home Finance Agency, indicated the City should have no
problem securing approval of the loan upon submission of the
necessary paper work and the application; and that the City
should have some definite word by January I, 1962.
Discussion followed wherein it was brought out that districts DISCUSSION
do not necessarily run concurrently but where there appears
to be the most need.
Mr. Ivor Lyons, of Ivor Lyons and Associates indicated
they would prefer to begin by tying into main lines and
existing trunk lines.
There was further discussion regarding installation on
Baldwin Park Boulevard and the advisability of making the
5/8 gas tax improvements, etc. after the installation so
the pavement could be put in afterward.
COUNCILMAN COLE MOVED DISTRICT NO. TWO BE SELECTED FOR THE
FORMAL APPLICATION FOR ENGINEERING FUNDS AND THAT APPLICA-
TION BE MADE WITH THE FEDERAL HOUSING AND HOME FINANCE
AGENCY. COUNCILMAN BLOXHAM SECONDED. The motion carried
by the following vote:
AYES: COUNCILMEN COLE, BLOXHAM, LITTLE-
JOHN AND MAYOR BISHOP
NOES: NONE
ABSENT: COUNCILMAN HOLMES

AT 11:45 A.M. COUNCILMAN LITTLEJOHN MOVED THAT THE CITY
COUNCIL ADJOURN. COUNCILMAN COLE SECONDED. There were no
objections, the motion carried and was so ordered by
Mayor Bishop.
