The City Council of the City of Baldwin Park met in ad- journed regular session at the above place at 7:00 p.m. Roll Call: Present: COUNCILMEN HOLMES, BLOXHAM, ROLL CALL MOREHEAD, TAYLOR AND MAYOR BISHOP Absent: CITY TREASURER PUGH AND ASSISTANT PLANNING DIRECTOR BRITZMAN Also Present: ACTING CHIEF ADMINISTRATIVE OFFICER AND CITY CLERK BALKUS, CITY ATTORNEY FLANDRICK, ASSISTANT CITY ENGINEER WELCH, AND ACTING FINANCE DIRECTOR DUNCAN 00- i Discussion followed concerning suggested Resolution No. RES. NO. 63-7 63-7 appointing Ivor A. Lyons as Superintendent of Streets for purpose of Assessment District 61-A-I only. It was decided by the Council that the Resolution should Include Vincent T. Young as Assistant Superintendent of Streets. City Attorney Flandrick read Resolution No. 63-7 in full entitled; RESOLUTION NO. 63-7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDNIN PARK APPOINTING IVOR A. LYONS AS SUPERINTENDENT OF STREETS AND VINCENT T. YOUNG AS ASSISTANT SUPERINTENDENT OF STREETS FOR PURPOSE OF ASSESSMENT DISTRICT 61-A-I ONLY" RESOLUTION NO. 63-7 APPOINTING IVOR A. LYONS AS SUPT. I COUNCILMAN BLOXHAM MOVED THAT THE CITY COUNCIL CONCUR MOTION MADE AND WITH THE RECOMMENDATION OF THE ACTING CHIEF ADMINISTRATIVE CARRIED THAT CITY OFFICER TO EMPLOY A BUILDING INSPECTOR ON A TEMPORARY COUNCIL CONCUR WITH BASIS AT THE SAME SALARY THAT HE RECEIVED ON HIS LAST RECOMMENDATION OF ASSIGNMENT WITH THE CITY OF BALDNIN PARK). COUNCILMAN A.C.A.O. TO EMPLOY MOREHEAD SECONDED. The motion carried by the following A BLDG. INSPECTOR vote: ON TEMP. BASIS AT SAME SALARY THAT HE AYES: COUNCILMEN BLOXHAM, MOREHEAD, HOLMES, RECEIVED ON HIS LAST TAYLOR AND MAYOR BISHOP ASSIGNMENT WITH THE NOES: NONE CITY OF B,PK. ABSENT: NONE Acting Chief Administrative Officer Balkus reported that 8 APPLICANTS FOR eight applications had been received for the position of BLDG. SUPERINTENDENT Building Superintendent; that Interviews would be about the 15th of January. 00- Acting Chief Administrative Officer Balkus asked the Coun- cil for authorization to enter into a contract with Advance Steel Corporation for work on the Stage Grid-Iron of the Municipal Auditorium. She stated that the bid had been approved by the Council in the amount of $1,242.26. COUNCILMAN HOLMES MOVED THAT THE CONTRACT BE APPROVED AND THAT THE NECESSARY OFFICIALS BE AUTHORIZED TO SIGN. COLJ- CILMAN BLOXHAM SECONDED. The motion carried by the follow- Ing vote: AYES: COUNCILMEN HOLMES, BLOXHAM, MORE- HEAD, TAYLOR AND MAYOR BISHOP NOES: NONE ABSENT: NONE The Council considered several statements for payment. City Attorney Flandrick stated that O'Melveny and Myers indicated that $4800.00 of the American Aerial Survey statement was not chargeable to Assessment District 61-A-I; that this would have to be taken from the General Fund. He further stated that O'Melven,y & Myers would like to re- ceive copies of the bills pending on 61-A-I with explana- tions as to the work performed and completed; that they in turn would write a letter to the City of Baldwin Park indicating the validity of these bills and whether they were payable from the Special Assessment fund. The Council reviewed in detail with Acting Finance Director Duncan her report dated January 7, 1963 concerniing Cash on Deposit General Fund, Estimated Revenues and Expend- itures January, February, and March 1963. The Council indicated they were sure that the various Departments would closely watch their miscellaneous expenses and curtail them substantially during the next three months. 1000 REQUEST FOR AUTHORIZ/ TION TO ENTER INTO CONTRACT WITH ADVANCE STEEL CORP. The Council indicated that other companies should be con- tacted regarding their prices. 00- There was discussion of the 1911 Act work wherein Council- men Holmes suggested that the unpaid assessments be checked on Ahern, Vineland, Stockdale, Monterey and any other of the 1911 Act projects. City Attorney Flandrick stated that warrants had to be approved and audited according to the Government Code be- fore checks were issued. The Council Instructed Acting Finance Director Duncan to prepare the Resolution covering the Warrant for American Aerial Survey Inc. Acting Finance Director Duncan left the Council Chambers at this time to prepare the Resolution. 00- Acting Chief Administrative Officer Balkus presented a memorandum to the City Council from the Assistant Plan- ning Director dated January 8, 1963 regarding the City Council action of January 7, 1963 regarding appointment of Acting Planning Director. Councilman Holmes asked the City Attorney if the City needed an Acting Department Head in Planning from any legal standpoint. City Attorney Flandrick explained that the City had as Assistant Planning Director which was substantially the same thing Acting, opposed to Assistant. Discussion followed regarding an applicant that had been interviewed who was willing to accept the position of Planning Director on a month to month basis. COUNCILMAN MOREHEAD MOVED THAT THE LETTER FROM MR. BRITZMAN REGARDING SALARY ADJUSTMENT BE REFERRED TO THE ACTING CHIEF ADMINISTRATIVE OFFICER FOR HER RECOMMENDATION. COUNCILMAN HOLMES SECONDED. Discussion followed regarding the overtime of Planning Director wherein City Attorney F.landrick stated that his understanding was that as Acting Planning Director the employee would not be entitled to compensatory time. Discussion followed wherein it was brought out that Mr. Britzman did not accept the Acting Planning Director title; that his title remained Assistant Planning Director. She stated that a loaner would be brought out from Mohroe Calculating Machine Co., Inc.; that delivery of the new calculator would be some time after the 20th of February; and that billing would be thirty days after delivery. COUNCILMAN BLOXHAM MOVED THAT THE CITY COUNCIL CONCUR WITH THE RECOMMENDATION OF THE ACTING CHIEF ADMINISTRATIVE OFFICER TO PURCHASE THE CALCULATOR AT THE SUM OF $760.20 ON THE TERMS STATED. COUNCILMAN HOLMES SECONDED. The motion carried by the following vote: AYES: COUNCILMEN BLOXHAM, HOLMES, MORE- HEAD, TAYLOR AND MANOR BISHOP NOES: NONE ABSENT: NONE 00- COUNCILMAN HOLMES MOVED THAT THE LEAGUE OF CALIFORNIA CITIES ANNUAL SERVICE CHARGE FOR THE CALENDAR YEAR 1963 IN THE AMOUNT OF $1,160.00 BE PAID. COUNCILMAN BLOXHAM SECONDED. The motion carried by the following vote: AYES: COUNCILMEN HOLMES, BLOXHAM, MORE- HEAD, TAYLOR AND MAYOR BISHOP NOES: NONE ABSENT: NONE 00- The Council indicated that the bids for a• one 1) ton truck for the Engineering Department should be obtained; that at the time the bids were considered the Council would again go over the finances to see whether purchase could be made. 00- At the request of Mayor Bishop, City Attorney Flandrick read Resolution No. 63-8 pertaining to American Aerial Survey) by title as follows: RESOLUTION NO. 63-8 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 1ALONIN PARK ALLONING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDN IN PARK" COUNCILMAN BLOXHAM MOVED THAT RESOLUTION NO. 63-8 BE APPROVED AND FURTHER READING BE WAIVED. COUNCILMAN MOREHEAD SECONDED. INTO EXECUTIVE SESSION The City Council reconvened from the Executive Session 10:25 P.M. RECON- at 10:25 p.m. to the Adjourned Regular Meeting. VENED TO ADJOURNED REGULAR MTG. 00- COUNCILMAN MOREHEAD MOVED THAT THE CITY COUNCIL EMPLOY MOTION MADE AND MR. CLIFFORD A. NORDBY AS CHIEF ADMINISTRATIVE OFFICER, CARRIED THAT CITY PENDING THE INVESTIGATION BY THE ACTING CHIEF ADMINISTRA- EMPLOY CLIFFORD A. TIVE OFFICER, TO BE EFFECTIVE MONDAY, JANUARY 14, 1963, AT NORDBY AS C.A.O. THE SALARY OF $12,000.00 A YEAR. COUNCILMAN HOLMES SECONDED. PENDING INVESTIGATION The motion carried by the following vote: BY A.C.A.O.
