INTRODUCED Clifford A. Nordby. CLIFFORD A. NOROBY Mrs. Faye Hickey, 14322 Gage Street, Baldwin Park, MRS. FAYE HICKEY, spoke in opposition to the petition of Miss Elise 14322 Gage St., B.Pk. Reimer concerning the recall of Letcher Bishop, and stated she would work against the recall. RE PETITION OF ELISE RE I NER CONCERNING RECALL CF LETCHER BISHOP City Clerk Balkus presented a letter from Peter F. Schabarum dated January 7, 1963, regarding Z-111. Discussion followed. The Council instructed that Assistant Planning Director Britzman get together with the Chief Administrative Officer and try to set a date and time when the Planning Commission could meet with the Council regarding this matter. COUNCILMAN MOREHEAD MOVED THAT THE CITY TREASURER*S REPORT BE TAKEN NEXT ON THE AGENDA, COUNCILMAN BLOD(HAM SECONDED. There were no objections, the motion carried and was $o ordered by Mayor Bishop. Discussion followed wherein City Attorney Flandrick stated that the proposed contract between Falcon Construction Company and the City had been approved by the Special Counsel, O'Melveny and Myers. COUNCILMAN BLOXHAM MOVED THAT THE MAYOR AND CITY CLERK BE AUTHORIZED TO EXECUTE THE CONSTRUCTION AGREEMENT FOR 61-A-I WITH FALCON CONSTRUCTION COMPANY. COUNCILWOMAN TAYLOR SECONDED. The motion carried by the following vote: AYES: COUNCILMEN BLOXHAM, TAYLOR, HOLM.ES, MOREHEAD AND MAYOR BISHOP NOES: NONE ABSENT: NONE COUNCILMAN BLOXHAM MOVED THAT THE CHIEF ADMINISTRATIVE OFFICER BE AUTHORIZED TO ISSUE THE NECESSARY PURCHASE ORDER WITH TITLE INSURANCE AND TRUST COMPANY FOR THE OBTAINING OF CONDEMNATION TITLE REPORTS FOR SOME 321 PARCELS IN ASSESSMENT DISTRICT 61-A-1. COUNCILMAN HOLMES SECONDED. City Attorney Flandrick explained the details of the timing concerned in the appraisals and Councilman Bloxham withdrew his motion and ask the City Attorney to rephrase the motion. COUNCILMAN BLOXHAM MOVED THAT THE SERVICES OF PAR, J. A. MANN BE OBTAINED AS THE APPRAISER FOR ASSESSMENT DISTRICT 61-A-I NOT TO EXCEED $25.00 PER PARCEL AND REPORT BACK TO THE COUNCIL AT THE TERMINATION OF THE FIRST APPRAISALS OR EVALUATION AFTER FIRST 50 PARCELS) TO DETERMINE THE COST, COUNCILMAN MOREHEAD SECONDED. Mayor Bishop announced that the hour of 8:00 p.m, having arrived that it was the time and place fixed for the continuation of a public hearing on Z-125, an application submitted by William Pickering requesting a change of zone from,A-l and M-1 to R-l, R-3 and Mr-1, or more restrictive uses, for the area north of Los Angeles Street, easterly of the City boundary and southerly of the westerly exten- sion of Olive Street, and westerly of Center Street. OF CENTER ST., WILLIAM PICKERING OATH ADMINISTERED BY CITY CLERK TESTIMONY IN BEHALF Mr. Tracy Bousman, 212 South First Avenue, Arcadia, stated TRACY BOUSMAN, he represented Mr. Pickering; that there were 200-300 lots 212 S. First Ave., involved; that they felt it was to the benefit of the City Arcadia of Baldwin Park to rezone this property. Mr. Albert Gabler, 11836 East Lower Azusa Road, El Monte, ALBERT GABLER, 11836 stated they felt the proposed zoning was in the best interests E. Lower Azusa Rd., of the City; that they had submitted a petition several El Monte months ago) to the Council from the residents in the area indicating they would like this zoning to go through; that in his opinion R-l zoning would be for the best interests of the City. Alaire Teeples, real estate broker, 4710 North Peck, El Monte, ALAIRE TEEPLES, stated that the northwest corner of Baldwin Park was in a Real Estate Broker, deplorable condition; that in her opinion the way it stood 4710 N. Peck, El now it would be a future dump site; that they would like to Monte see Baldwin Park progress instead of regress. TESTIMONY IN OPPOSITION TO THE REQUEST WAS CALLED FOR BY TESTIMONY IN OPPOSI- MAYOR BISHOP. TION Mr. Paul Fender, 4613 Harlan Avenue, Baldwin Park, stated PAUL FENDER, 4613 he would like the zoning to remain A-l. Harlan Ave., B.Pk. Mr. Jackson Baker, 13429 Benbow, Baldwin Park, stated if JACKSON BAKER, 13429 there were 300-400 houses put in it would mean not only Benbow, B. Pk. more City taxes but more school taxes; why not make it all R-i; that the map he had seen took up most of his property in streets. Mr. Joseph Balkus, 4625 North Harlan, Baldwin Park, JOSEPH BALKUS, stated there were not many areas left in Baldwin Park 4625 N. Harlan, B.Pk. for industry; that the San Gabriel Freeway should be going there in the next year or two and would make that portion of Baldwin Park more adaptable to industry especially when there would be an access road at Rivergrade Road and Los Angeles and asked why the future industry of Baldwin Park should be jeopardized by making this residential. As there was no one else in the audience desiring to speak PUBLIC HEARING either in behalf of or in opposition to Z-125, Mayor DECLARED CLOSED Bishop declared the public hearing closed. Z-125 Councilman Holmes stated he would like to ask any of the representatives of Mr. Pickering's company what actual activity had taken place and what lands had there been any agreement made on. Mayor'Bishop stated that this matter would have to be referred to the Planning Commission to hold the public hearing on the Master Plan and make a recommendation to the City Council. Councilman Holmes stated he would like the matter continued until the Council had before them a detailed map of the development and information concerning the on and off ramps. COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL CONTINUE MOTION MADE AND THIS HEARING UNTIL THE NEXT REGULAR MEETING AND THAT IN CARRIED THAT CITY THE MEANTIME THAT WE GET THE MAPS INVOLVED ETC. COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL REFER Z-125 TO THE PLANNING COMMISSION TO PROCESS THE PROPOSED CHANGE IN THE MASTER PLAN BY PUBLIC HEARING. COUNCILMAN BLOXHAM SECONDED. There were no objections, the motion carried and was so ordered by Mayor Bishop. Assistant Planning Director Britzman indicated that the Planning commission would hold the public hearing re- garding the master plan change on February 6, 1963. 00- Mayor Bishop announced that it was the time and place fixed for a public hearing on Z-138, an application submitted by Areo Construction Company requesting a zone change from A-I light agriculture) to R-I single family residential) for portions of Lot 39 of Tract No, 718. City Clerk Balkus stated that proper publication and mailings had been accomplished.. Assistant Planning Director Britzman presented a resume of the case and stated that the Planning Commission had adopted Resolution No. 966 recommending approval of the request on December 20, 1962. In answer to a question by Mr.-James Q. Gibson, 13268 Francisquito, Baldwin Park, Assistant Planning Director Britzman stated the subject property was across from the McMullen Dairy property; that the dairy property was A-I under a zone exception.
