Discussion followed. COUNCILMAN HOLMES MOVED THAT THE CITY ATTORNEY BE IN- STRUCTED TO ADOPT A SUITABLE RESOLUTION STRONGLY PRO- TESTING THE LEVY OF ANY PROPERTY TAX BY M.T.A. AND THAT THE NECESSARY OFFICIALS BE AUTHORIZED TO SIGN AND THAT COPIES OF THIS BE SENT TO ALL PARTIES CONCERNED, THE GOVERNOR, THE VARIOUS ASSEMBLYMEN, THE STATE SENATORS, THE COUNTY SUPERVISORS, M.T.A. DIRECTORS AND TO ANY OTHER PARTIES CONCERNED. COUNCILMAN BLOXHAM SECONDED. The motion carried by the following vote: AYES: COUNCILMEN HOLMES, BLOXHAM, MOREHEAD, TAYLOR AND MAYOR BISHOP NOES: NONE ABSENT: NONE 00- Discussion followed regarding the H.H.F.A. letter dated January 15, 1963 requesting the filing of final planning documents wherein it was brought out by Councilman 8lox- ham that the City should go ahead and file these plans and not ask for a sixty 60) day extension as his motion indicated at the Council Meei'ing of January 21, 963. Chief Administrative Officer Nordby stated that the final construction drawings on 61-A-1 had been delivered on Tuesday, January 22, 1963, to his office and that the planning documents including one hundred and twenty- eight 128) construction drawings, specifications and construction cost estimate were transmitted to Mr. Paul Emmert, Regional Director of the Housing and Home Finance Agency. At the request of Mayor Bishop, City Clerk Balkus read Resolution No. 63-15 by title as follows: RESOLUTION NO. 63-I5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALON IN PARK APPROVING THE COMPLETED PLANNING DOCUMENTS PREPARED WITH AN ADVANCE FROM THE UNITED STATES OF AMERICA UNDER THE TERMS OF PUBLIC LAW 560, 83RD CONGRESS OF THE UNITED STATES, AS AMENDED" JANUARY 23, 1963 7:00 P.M. The motion carried by the following vote: AYES: COUNCILMEN HOLMES, MOREHEAD, BLOXHAM, TAYLOR AND MAYOR BISHOP NOES: NONE ABSENT: NONE At the request of Mayor Bishop, City Clerk Backus read Resolution No. 63-16 by tithe as follows: RESOLUTION NO. 63-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDNIN PARK AUTHORIZING FILING OF APPLICATION WITH THE UNITED STATES OF AMERICA FOR AN ADVANCE TO PROVIDE FOR THE PLANNING OF PUBLIC WORKS UNDER THE TERMS OF PUBLIC LAW 560, 83RD CONGRESS OF THE UNITED STATES, AS AMENDED" January 23, 1963 Page 2 RES. NO. 63-15 ADOPTED RES. NO. 63-16 AUTHORIZING FILING OF APPLICATION WITH U.S. OF AMERICA FOR ADVANCE TO PROVIDE FOR PLANNING OF PUB. WORKS UNDER TERMS OF PUB. LAW 560, 83RD CONGRESS OF U.S. AS AMENDED Councilman Holmes asked If all of the required documents complied with all of the regulations and requirements of the agreement. Discussion followed wherein it was brought out by City Clerk Balkus that Mr. Vincent Young of Ivor Lyons and Associates had checked the pl-,ns and helped on the pre- paration of the documents that were submitted; that a copy of the construction drawings that were submitted was in the Engineering Department at the present time; that an itemized statement from Ivor Lyons and Associates had been forwarded. The Council instructed the Chief Administrative Officer and the City Attorney to recheck all of the documents and see that the regulations and requirements of the agreement were compiled with. COUNCILMAN MOREHEAD MOVED THAT RESOLUTION NO. 63-!6 BE APPROVED AND FURTHER READING BE WAIVED. COUNCILMAN BLOXHAM SECONDED. NO. 63-14 ADOPTED BIB] 39556-U01 1963-U02 01-U02 23-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO115492-U03 DO116646-U03 C4-U03 MINUTES1-U03 4/17/2008-U04 ROBIN-U04 ADJOURNED-U05 CITY-U06 COUNCIL-U06 1963 01 23 CC MINHÄ—@¸—&vÍ«I Adjourned Regular Meeting of the Baldwin Park City Council City Clerk Balkus stated that a representative of Falcon Construction Company along with Mr. Ivor Lyons or Mr. Vincent Young, City Attorney Flandrick, Chief Administra- tive Officer Nordby and herself were to meet on Thursday, January 24, 1963 at 2:00 p.m. in the City Hall to discuss the construction contract for 61-A-I; that Falcon Construc- tion Company had verbally agreed o sign the contract. 00- City Clerk Balkus stated that there had been several calls to the City Hall complaining about tickets received on overnight parking; that some of the tickets had been marked after 4:00 a.m.; that a woman had presented a list with several signatures protesting the ordinance regarding over- night parking as many property owners did not have adequate parking facilities. Discussion followed regarding Vehicle Code requirements on posting notices; publications regarding this ordinance Ordinance No. 113); the fact that people had complained because they were not getting their curbs and gutters swept. There was further discussion which revealed that the Ord- inance had been in effect since June of 1959; that many warnings had been issued prior to actual citations. City Attorney Flandrick suggested that entrances to the City could be posted indicating that there was no parking permitted between the hours of 2:00 a.m. and 4:00 a.m. The Council instructed the Chief Administrative Officer to obtain further information with regard to this ordinance and also check the citations issued and place this in- formation into the Council's polders. 00- City Clerk Balkus stated that the City had received a water bill for the property at the corner of Merced and Baldwin Park Boulevard which was City-owned formerly the Coe property) and asked If Council wished to approve the pay- ment of this bill; that this bill was for the rented house and store building on the property. Discussion followed. COUNCILMAN BLOXHAM MOVED THAT THE $6.00 WATER BILL BE PAID FOR THE PROPERTY ONNED BY THE CITY AT THE CORNER OF MERCED AND BALD'JIN PARK BOULEVARD. COUNCILMAN MOREHEAD SECONDED. The motion carried by the following vote: AYES: COUNCILMEN BLO)GIAM, MOREHEAD, TAYLOR AND MAYOR BISHOP NOES NONE ABSTAIN: COUNCILMAN HOLMES ABSENT: NONE The Council instructed the City Attorney to draw up a con- tract or lease agreement on the City proper'v at the corner of Merced and Baldwin Park Boulevard formerly the Ralph Coe property). City Attorney Flandrick stated he would bring this back at the next meeting of the Council. 00- City Clerk Balkus stated that the City did not have a bond or insurance certificate in connection with the agreement with Miracle Maintenance Company; that Mr. Robert H. Discussion followed. COUNCILMAN BLOXHAM MOVED THAT THE CITY DISCCHTINUE THE SERVICES OF MIRACLE MAINTENANCE COMPANY. MAYOR BISHOP SECONDED. With the consent of the second Councilman Bloxharn withdrew the motion. COUNCILMAN HOLMES MOVED THAT REGARDING THE MATTER OF THE MAINTENANCE CONTRACT THAT THE CITY COUNCIL FINDS THAT THE CONTRACT HAS NOT BEEN COMPLIED WITH IN SEVERAL RE- SPECTS AND THAT THE MATTER BE REFERRED TO THE CHIEF ADMINISTRATIVE OFFICER TO TAKE EITHER PROPER ACTION AS HE SEES FIT, OR RETURN A REPORT TO THE CITY COUNCIL. COUNCILMAN MOREHEAD MOVED THAT THE MIRACLE MAINTENANCE COMPANY BE CONTACTED ONCE MORE VIA CERTIFIED MAIL EXPLAIN- ING THE PROBLEMS AND IF THE OWNER OR HIS AUTHORIZED AGENT DOES NOT CONTACT THE CHIEF ADMINISTRATIVE OFFICER BY MONDAY, JANUARY 28, 1963, THAT HIS CONTRACT BE CANCELLED FORTI-AW ITH. Mayor Bishop declared the motion died for lack of a second.
