Mayor pro tem Holmes assumed the Chair. 00- Mr. Ferdinand A. Bahr, Recreation Specialist, State of California, Department of Parks and Recreation, handed copies of the report and recommendations entitled Recreation and Park Appraisal of Baldwin Park, California" to the City Clerk. Copies of the report were passed out to the Council, Chief Administrative Officer and City Attorney. Report In official files) Mr. Bahr read the letter included in the booklet from Mr. Elmer Aldrich, Chief, Division of Recreation dated December 10, 1962. This letter indicated that the Division of Recreation would be pleased to give such assistance as desired to implement the report. Mr. Bahr extensively reviewed the report and stated that he had handed to the City Clerk additional copies of the report so that If the City Council desired they could make the report available to the various organizations of the community for review. Councilman Bloxham asked what happened to the money in connection with the selling of a portion of Barnes Park to the State. Mr. Bahr stated that this would be something the County would be concerned with. Mr. Francis Gregory, 4529 North Walnut, Baldwin Park, stated that the State had not paid the County as of this date. Councilman Bloxham stated that his question was where would the money go back to the Park District for improvement locally or where? Mayor pro tem Holmes thanked Mr. Bahr for his presentation and for the report. He stated that subsequently the Council should attempt to arrange joint meetings with the persons involved and asked Mr. Bahr if he would be avail- able for consultation and sitting In on some of the meet- ings. Mr. Bahr Indicated that he would be available. At 8:02 p.m. Mayor Bishop reassumed the Chair. Councilman Morehead congratulated and thanked Mr. Bahr for the survey and report. Mayor Bishop apologized for having to leave the Council Chambers at the time the report was being given. 00- The Council considered the Group Insurance Plan for the City Employees and reviewed the specifications. Chief Administrative Officer Nordby presented a letter dated February 13, 1963 from Dale Adams, President of the Baldwin Park City Employees Association, which indicated that the employees desired to carry a policy year all cause $100.00 deductible major medical health and accident insurance with a $10,000.00 maximum; that this would be an 80%-20% policy and would carry $1,000.00 accidental death and double indemnity clause. Chief Administrative Officer presented three letters from insurance agents in this area requesting that they be appointed broker of record for the City. The letters were from William L. Ebaugh, Cy Lichtman and Lawrence Santillo. Mr. William Ebaugh withdrew his request to be appointed broker of record and recommended that the local brokers association within this City be appointed as an associa- tion to act as the broker for the City; that this would mean that the brokers who have an office or live within this City would split the commission. RE COMPREHENSIVE GENERAL LIABILITY INS. The Council discussed the comprehensive general liability insurance for the City. Chief Administrative Officer Nordby stated that he had requested a thirty 30) day extension of time on the expiration date Cancellation Notice effective March 2, 1963); that it had been indicated to him by the agent for the Pacific National Fire Insurance Company that there was a possibility that the company would grant this ex- tension. He stated that the agent had indicated that the loss experience, necessary for the specifications, would he in the Administrative Office tomorrow, February 15, q63. Councilman Bloxham asked if the City could legally con- tract for insurance three years in advance. City Attorney Flandrick stated yes as long as the debt limitation was not violated. Councilman Morehead asked if any insurance companies had been contacted regarding estimates. Chief Administrative Officer Nordby stated that he had talked with two gentlemen; that both had expressed as Councilman Holmes had that if you bid too often the City would not receive many bids. Mr. Nordby stated he thought the insurance whether it be liability or group insurance should be extended over a long period of time. COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL INSTRUCT THE CHIEF ADMINISTRATIVE OFFICER TO CONTACT OUR LOCAL INSURANCE AGENCIES IN BALDWIN PARK WE HAVE A PRETTY GOOD REPRESENTATION HERE IN TORN OF VARIOUS BROKERS AND AGENTS REPRESENTING SOME OF THE GOOD OLD LINE INSURANCE COMPANIES THAT HAVE HAD A GOOD REPUTATION FOR MANY YEARS) AND THAT WITHIN THE NEXT WEEK HAVE THE FACTS AND FIGURES IN HERE ON WHAT IT IS GOING TO COST THE CITY ON LIABILITY INSURANCE ON THE EXISTING COVERAGE COVERING THE ANNUAL PREMIUM AND THEN THE INSURANCE POLICY AS SUCH WOULD BE EITHER A THREE OR FIVE YEAR POLICY, PAYMENTS TO BE PAID ANNUALLY; AND THEN THE CITY COUNCIL COULD DETERMINE WHETHER THEY COULD COMPLY UNDER THE REQUIREMENTS AS OUTLINED BY THE CITY ATTORNEY BASED ON THAT ANNUAL PREMIUM. COUNCILMAN BLOXHAM SECONDED. Discussion. Chief Administrative Officer Nordby stated that the City would have to have the loss experience before any quotations could be made. 00- The Council resumed their discussion regarding the Group Insurance Plan for the City Employees. Mrs. Thelma S. Duncan stated that the Employees Associa- tion had had a group of meetings; that the letter Indicated the final tabulation of their vote. Mr.WVilliam Ebaugh stated that the Employees Association wanted the bids on a comprehensive major medical and then after the bids came in to compare the benefits and the bid prices against what they would be paying if they kept the plan that they now have. Mr. Ebaucih stated that he could have the wording for the specifications in Mr. Nordby's office by tomorrow afternoon, February I'J, 1963. Jennings, Insurance agent, 650 West Duarte GEO. W. JENNINGS, Road, Arcadia, asked that the Council leave the brokerage 650 W. Duarte Rd., open for at least the San Gabriel Valley and not limit It to Arcadia brokers within the City of Baldwin Park or the City Brokerage Association. He indicated that he wished to sub- mit a group Insurance quotation. Mr. Cy Lichtman, 1410 East Pioneer Drive, West Covina, CY LICHTMAN, 1410 E. California, stated he was the broker for the City of Baldwin Pioneer Dr., W. Cov. Park for the first four years that the City had their group insurance; that he thought whoever the City appointed as a broker of record It should be one person, not an associa- tion of brokers. Further discussion followed. Chief Administrative Officer Nordby stated he was not familiar enough with the local brokers to make a firm recommendation; that when the matter of insurance came up initially one person immediately contacted him, Mr. William Ebaugh. He stated that Mr. Ebaugh had contributed as much or more than anyone. COUNCILMAN MOREHEAD MOVED THAT MR. WILLIAM L. EBAUGH BE APPOINTED THE BROKER OF RECORD TO HANDLE THE BALDNIN PARK CITY EMPLOYEES GROUP POLICY UNDER THE CONDITIONS OUTLINED IN HIS LETTER. COUNCILMAN BLOXHAM SECONDED. The motion carried by the following vote: AYES: COUNCILMEN MOREHEAD, BLOXHAM, HOLMES, TAYLOR AND MAYOR BISHOP NOES: NONE ABSENT: NONE 00- Chief Administrative Officer Nordby presented a report by the Finance Director dated February 7, 1963 concerning the sewer bond billing for 61-A-I. Councilman Holmes asked if the figures for the City Staff in the report were based on utilizing the existing staff. MOTION MADE AND CARRIED THAT WM. L. She stated that the NCR machine in the Finance Department could be used but the forms would have to be ordered as outlined in her report; that these forms were more expensive than the M.D.P. card form that Municipal Data Processing, Incorporated would supply. Councilman Holmes stated that with the City Staff doing the work $6,234.20 would be returned to the General Fund; that with Municipal Data Processing, Incorporated doing the work the Council would be paying out $2,990.40. He stated that the City would be making a sale in the first instance and in the second instance the City would be making a purchase. Councilman Holmes asked how much servicing the City would have to do for Municipal Data Processing, Incorporated. Finance Director Duncan stated none; that the only service the City would be requesting of Municipal Data Processing, Incorporated would be that they run the cards the exact way the bonds were set up for the ten year billing period; that the City would mail out the billings and the Deputy City Treasurer would handle all of the change of addresses and change of ownership whether this billing was done by Municipal Data Processing, Incorporated or the City did the billing on their own machine; and that any questions from the public would be directed to the City Treasurer's Office. Councilman Bloxham asked what Mr. Rosetti's recommendation was from the office of Laurence J. Thompson). Finance Director Duncan stated that Mr. Rosetti recommended that the City not go to Municipal Data Processing for the complete transaction. Councilman Bloxham asked what Finance Director Duncan's recommendation was. Finance Director Duncan recommended that the ten year billing be prepared by Municipal Data Processing Incor- porated. Chief Administrative Nordby stated he concurred with the recommendation of the Finance Director. The motion died for lack of a second. 00- City Clerk Balkus requested that Chief Administrative Officer Nordby be authorized to inspect and sign for the delivery of two jeep trucks if they were satis- factory; that these jeeps were to be purchased from the State Educational Agency for Surplus Property at the cost of $65.00 for one and $70.00 for the other; that notice had been received that these vehicles would be held until February 18, 1963; that these were to be used by the Civil Defense Department one was to be driven and the other to be used for parts. COUNCILMAN HOLMES MOVED THAT THE CHIEF ADMINISTRATIVE OFFICER BE APPOINTED AS THE PROPER PERSON TO INSPECT THE TRUCKS JEEPS) AND SIGN THE NECESSARY RECEIPTS AND SO ON IN THE EVENT THAT THEY ARE SATISFACTORY.
