The City Council of the City of Baldwin Park met in regular session at the above place at 7:30 p.m. Councilwoman Taylor led the salute to the flag. The invocation was given by Reverend Charles Adams of St. Matthew Episcopal Church. Roll Call: Present: COUNCILMEN BLOXHAM, HOLMES, MOREHEAD, TAYLOR AID MAYOR BISHOP Absent: CITY ATTORNEY FLANDRICK AND CITY TREASURER PUGH Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, ACTING CITY ENGINEER WELCH, PLANNING DIRECTOR AND BUILDING SUPERINTENDENT KALB- FLEISCH AND CITY CLERK BALKUS 00- COUNCILMAN HOLMES MOVED THAT THE MINUTES OF JANUARY 7, 1963, BE APPROVED AND FURTHER READING BE WAIVED. COUNCILWOMAN TAYLOR SECONDED. There were no objections, the motion carried and was so ordered by Mayor Bishop. 00- Acting City Engineer Welch presented a petition from citizens, with twenty-eight 28) signatures, regarding drainage at the intersection of Pacific Avenue and Big Dalton Avenue. He stated that Mrs. Kosbab was in the audience and wished to speak. Mrs. Robert Kosbab, 3768 Millbury, Baldwin Park, stated as a parent and representative of other parents she would like immediate action taken. Discussion followed that this had been a problem for some time; that gravel had been hauled in. Acting City Engineer Welch reviewed the possible solutions as outlined in his report. Discussion followed that all of the lots were not graded properly that the houses would be in no danger; that the houses had been occupied for a period of approximately six months and that filling and grading in established lawns would provide a hardship and inconvenience to the present owners. There was NO ACTION TAKEN. 00- Acting City Engineer Welch presented a proposed Agreement between the City of Baldwin Park and the Los Angeles County Flood Control District regarding Storm Drain Bond Issue Project No. 407, Unit 2, Line A, Baldwin Park. He stated,that the District would be agreeing to delete from its construction contract for Project No. 407, the construction of catch basins and appurtenances and the permanent resurfacing in Los Angeles Street and to deposit with the City, upon execution of this agreement and within sixty days of receipt of claim therefor, the sum of $20,475.00, which amount was the estimated cost to the District for restoring pavement and constructing the catch basins in Los Angeles Street. He recommended that the agreement be approved and the proper officials authorized to sign. Discussion followed. COUNCILMAN BLOXHAM MOVED THAT THE CITY COUNCIL CONCURS WITH THE RECOMMENDATION OF THE CITY ENGINEER ON THE AGREE- MENT BETWEEN THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT AND THE CITY OF BALDWIN PARK AND THE PROPER OFFICIALS BE AUTHORIZED TO SIGN THE AGREEMENT. The motion carried by the following vote: AYES: COUNCILMEN BLCKHAM, MOREHEAD, HOLMES, TAYLOR AND MAYOR BISHOP NOES: NONE ABSENT: NONE 00- Acting City Engineer Welch stated that a letter dated February 28, 1963, had been received from the W. R. Wilkinson Company, Inc., requesting that the contract which they have entered into with the City of Baldwin Park for the construction of portland cement concrete curb, gutter, cross gutter, sidewalk and driveway approaches for a one year period beginning March 5, 1962 and ending March 4, 1963, be extended for a period of thirty days. He stated that the request was made in accordance with a mutual agreement between W. R. Wilkinson Company and himself in order to complete the construction of specific curb, gutters, sidewalk and driveway approaches which private individuals have paid money to the City for construction and that he recommended that the request be approved. Mr. Ed Henderson, 3758 North Vineland Avenue, Baldwin ED HENDERSON, 3758 N. Park, stated negotiations had been under way some time Vineland Ave., B.Pk. for this property; that he had a tentative map If the Council wished to look at It; that the citizens in the area wanted R-3 and if this application were approved others would be applying for R-3- Mr. Caproni stated he talked with a Mr. Bell and was told that the people had first preference to buying back the property and if they did not want it, then it was put up for auction. There was further discussion about the flood control property, in answer to a question by Councilman Bloxham, Plan- ning Director Kalbfleisch recommended that it not be high density residential R-3)- COUNCILMAN BLOXHAM MOVED THAT THE CITY COUNCIL CONCUR MOTION MADE WITH THE RECOMMENDATION OF THE PLANNING DIRECTOR. COUNCILMAN HOLMES SECONDED. Discussion followed wherein it was clarified that the motion, if carried would deny the R-3. Mr. Beach, General Contractor, stated he had two parties in this area who wished to process zone exceptions, one for a convalescent home at 3562 and one for a R-3 zoning; and asked If these should be held until the City came to some conclusion on this matter. Discussion followed that the Council could not make decisions on cases whiph had not had proper processing. Councilman Morehead moved to amend the main motion MOTION MADE TO AMEND TO MOVE THAT THE MATTER BE TABLED. MAIN MOTION The amendment to the main motion died for lack of a AMENDMENT TO MAIN MO second.
