The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 11:00 a.m. Roll Call: Present: COUNCILMEN HOLMES, MOREHEAD, ROLL CALL TAYLOR AND MAYOR BISHOP Absent: COUNCILMAN BLO(HAM, CITY TREASURER PUGH AND ACTING CITY ENGINEER WELCH I Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, CITY ATTORNEY FLANDRICK AND CITY CLERK BALKUS Planning Director and Building Superintendent Kalbfleisch arrived at 11:09 a.m.) 00- Chief Administrative Officer Nordby stated there had been BIDS RECEIVED FOR four bids received for furnishing the City with Material FURNISHING MATERIAL Damage and Comprehensive Public Liability Insurance which DAMAGE AND COMPRE- were as follows: HENSIVE PUBLIC LIABILITY INSURANCE March 11, 1963 1 The following proposals were received on or before March 8, 1963, concerning comprehensive liability insurance, and were opened and declared at 3:00 p.m. of said date: AGENCY QWANY AMOUNT 3ehrendt-Levy Firemans Fund 8,350.00 325 W. 8th Street Los Angeles 14 S.A. Jackman Houston Fire Companies 13,568.59 4109 N. Maine Baldwin Park Elvin Baer Pacific Indemnity 13,376.06 4145 N. Maine Baldwin Park Hummer West Covina Pacific Indemnity 12,403.13 Chief Administrative Officer Nordby stated he had received a call from Hugh Gallagher of Pacific Indemnity with- drawing the quotation to Hummer. He stated that these bids were identical with the exception that Hummer had deducted 5% commission; that Mr. Gallagher would confirm this withdrawal in writing. Discussion followed that Firemans Fund and Houston Fire was subject to audit; that Pacific Indemnity was flat rate and not subject to audit on general liability, only on cars or equipment. It was explained by Mr. Baer that it would cost $900.00 to have occurance on the policy and that company did not believe it would be warranted to change from accident to occurance. City Clerk Balkus read the motion of February 14, 1963, concerning the awarding of the liability insurance bid to Pacific Indemnity regarding the restricting to a local agent. Discussion followed regarding the length of time to award the bid, COUNCILMAN MOR EHEAD MOVED THAT THE PACIFIC INDEMNITY COMPANY BE AWARDED THE PREMIUM RESULT OF THE BID I N THE TOTAL AMOUNT OF $13,376.06 FOR A PERIOD OF FIVE YEARS IN ACCORDANCE WITH PRESENT SPECIFICATIONS AND AGREEMENTS. Discussion followed regarding name of broker, agent of record, Elvin Baer, his address and regarding misconstruing five year bid. Councilman Morehead withdrew the motion so that'the City Attorney could phrase it. COUNCILMAN MOREHEAD MOVED THAT THE COMPREHENSIVE LIABILITY INSURANCE FOR THE CITY BE AWARDED TO PACIFIC INDEMNITY COMPANY, AGENT OF RECORD, ELV I N BAER, THE LOWEST RESPONS I- BLE LOCAL BIDDER, AT THE TOTAL FIGURE FOR THE NEXT SINGLE CALENDAR YEAR OF $13,376.06 PROVIDED THAT THIS COVERAGE BE D(TENDED FOR THE TOTAL PERIOD OF FIVE YEARS AT WHATEVER COST IS DETERMINED BY THE COMPANY AND BY THE CITY IN SUB- SEQUENT PERIODS EFFECTIVE MIDNIGHT ON THE 11TH OF MARCH 1963. COUNCILWOMAN TAYLOR SECONDED. Chief Administrative Officer Nordby stated-this would be subject to minor adjustments. Councilman Holmes suggested that the motion read subject to up to date data; however the City Attorney suggested letting the motion stand and there was no change. The motion carried by the following vote: AYES: COUNCILMEN MOREHEAD, TAYLOR, HOLMES AND MAYOR BISHOP NOES NONE ABSENT: COUNCILMAN BLOXHAM 00- Chief Administrative Officer Nordby stated he had received a letter from the Manager of the Chamber of Commerce; that a joint meeting between the Chamber Board and Council was proposed, perhaps an informal dinner to discuss the general program of the Chamber activities. It was suggested that this should be discussed.at an adjourned regular meeting; that it was too early as far as budgeting to meet with the Chamber and perhaps after May or June would be more suitable. 00- AT 11:45 A.M. COUNCILMAN MOREHEAD MOVED THAT THE CITY COUNCIL ADJOURN. COUNCILMAN HOLMES SECONDED. There were no objections, the motion carried and was so ordered by Mayor Bishop. 00- APPROVED: January 20 1965.
