The Invocation was given by Pastor Carl Green of the Church of God. CITY ENGINEER WELCH, PLANNING DIRECTOR KALBFLEISCH, FINANCE DIRECTOR DUNCAN AND CITY CLERK BALKUS 00- City Clerk Balkus administered the Oath of, Office to Reserve Police Officer Dr. Harry Cooke. 00- COUNCILMAN BISHOP MOVED THAT THE MINUTES OF JUNE 19, 1962, JUNE 30, 1962 AND MARCH 6, 1963 BE APPROVED AND FURTHER READING BE WAIVED. COUNCILMAN HOLMES SECONDED. COUNC I UNMAN MOREHEAD MOVED THAT THE MOT ION BE AMENDED TO INCLUDE MARCH 6, 1962 ONLY. The amendment was withdrawn. There were no objections, the motion carried and was so ordered by Mayor Bloxham. 00- City Clerk Balkus presented a communication dated May 8, 1963, from Verna M. %lker, 4263 N. Walnut, Baldwin Park, requesting that certain property be rezoned to R-3 that was now under consideration for rezoning from A-I to R-I. COUNCILMAN HOLMES MOVED THAT THE CWMLINICATION FROM VERNA M. WALKER BE REFERRED TO THE PLANNING COMMISSION. COUN- CILMAN MOREHEAD SECONDED. Building Superintendent Kalbfleisch stated that the City was now operating under the 1958 Uniform Building Code which was uniform with all of the cities of Southern California; that everything was ready for the adoption of the 1961 Uniform Building Code and also the Plumbing, Electric and Heating and Comfort Code; that these would be submitted for Council approval within the next month. 00- MAY 15, 1963 7:30 P.M. City Attorney Flandrick presented proposed Resolution No. 63-60 stating this resolution would formalize condemnation action on the first group of parcels in Assessment District No. 61-A-I. He also presented proposed Resolution No. 63-61, a warrant resolution in the amount of $395.00 made payable to the County Clerk. Schreiner was in the-audience to.answer questions concerning the schedule for 62-A-1; that there was a matter of potential litigation and also a matter that he would like discussed in Executive Session concerning the City of Baldwin Park vs. Chez, Baldwin Park Boulevard widening project. Discussion followed regarding a date to start budget sessions wherein the Council tentatively agreed on Tuesday, May 28, 1963. 00- Chief Administrative Officer Ncrdby review::'. his rercrt on the delay on the Sewer District stating fI t he had distributed copies of the schedu'e for the second sewer district to most of the Council rembers; that this was prepared by Mr. Schreiner of O'Melveny & Myers; that this matter would be discussed with Mr. Schreiner later in the meeting. 00- Chief Administrative Officer Nordby reviewed his report regarding the request from Chief of Police Best to attend the Attorney General's All Zone Meeting at San Francisco, May 27-29, 1963, which recommend•3d that the Chief of Police be granted permission to attend the Conference, with the cost not to exceed the am=ounk of $101.86, which in- cluded transportation, lodging, meals and registration. OF $1,473.24 Discussion followed wherein it was brought out that bidding was required on public works items over $2500.00 and according to State Code other items had to go bid if the price exceeded $1,000.00, under-the.Chief Administrative Officer Ordinance. 00- Chief Administrative Officer Nordby.stated that shortly before the first Council Meeting in May he had received a letter dated April 25, 1963) from the Chamber of Commerce, on behalf of Businessmen's Association, request- ing that the provisions of the Zoning Code which required that al•i sales be conducted in an enclosed building be waived temporarily for the Annual Krazy Daze and Sidewalk Sale to be held May 16-18, 1963. Discussion followed wherein it was brought out by the City Attorney thot a Temporary Use-Permit could be Issued if the letter was treated as an application. Councilman Bishop stated, in his opinion, this should have gone through the proper channels with a formal application being made. Schreiner, Special Counsel, stated it was possible, or course, to delete any work from the proceed-. ing; that it was generally a matter of Engineering deter- mination as to what the most feasible method of putting the,sewers in was; that certainly if the Council did want to delete this portion of the work it had full authority to do so; that as far as the Council becoming aware of what'the plans and specifications and the various docu- ments, comprising the Engineer's Report, were; that at the time the report was considered there was full opportunity and the law contemplated that the Council would examine the documents if it was so desired; that all of this, under the present scheduling, would be available to the Council on June 5, 1963; that at this time the Council would have an opportunity to look at the cost estimate which would include the estimated cost of acquisition of right-of-way, plans and specifications and the entire series of documents making up the Engineer's Report.
