At the request of Mayor Bloxham City Clerk Balkus read Resolution No. 63-64 by title as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PAR( ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK" Chief Administrative Officer Nordby explained that this was a payment to R. L. Doran & Associates for field survey service 61-A-f) for twelve 12) days at $160.00 a day; that this would come out of the General Fund and be han- dled as an Accounts Receivable at this time; that the City Engineer had verified that the work had beef`6ccompiished. COUNCILMAN MOREHEAD MOVED THAT RESOLUTION NO. 63-64 s E APPROVED AND FURTHER READING BE WAIVED. COUNCILWOMAN TAYLOR SECONDED. At 7:15 p.m. Councilman Bishop arrived. The Council decided to proceed with the budget study Department by Department starting with the City Council. 00- The Council decided to decrease Account No. 1151 by $1,000.00 leaving $1,550.00 In this Account. The Council held Account No. 1161 for further discussion. Chief Administrative Officer Nordby was to check to see if the $1,31.0.00 under Miscellaneous included membership in the League of California Cities. There was discussion regarding the false arrant Insurance wherein Councilwoman Taylor mentioned that she had been billed for and had paid for this insurance in the amount of $12.00. RE FALSE ARRENT INS At 7:36 p.m. Chief Administaative Officer Nordby obtained a copy of the budget for the use of Mr, and Mrs. James Q. Gibson. 00- The Council made no changes in Account No. 1200, Adminis-r ration. 00- The Council decreased Account No. 1301 by $5,000.00 leaving $5,000.00 In this Account. There was discussion regarding Account No. 1313, #1Wtime- Holidays. There was considerable discussion regarding the walk-in vault; that there was money currently in the present budget for this vault; that complete plans had been drawn and were in the Engineering Department; that they had been approved by the Council; that the City Clerk, Engineering and Finance Offices would use this vault. Chief Administrative Officer explained the request for an additional Clerk Typist in the City Clerk's budget; that this clerk typist would be-utilized as relief'for the switchboard and to help out in the City Clerk's Otfice, Finance Department and Engineering; that the supervision and control would rest with the City Clerk. LICENSE INSPECTOR Councilman Bishop stated thatthe Council should receive routine reports from the Police Department and the License Department. The Council tentatively approved this position as a special investigator or inspector to be primarily under the direc- tion of the Chief Administrative Officer for license inspec- tion, land use violation inspections, trailer courts inspec- tions and any other assignments the Chief Administrative Officer might give him; that a salary adjustment in relation to his duties should be discussed with the person presently holding this position; that perhaps the position might be titled Enforcement Officer. The Council instructed the Chief Administrative Officer to COUNCIL INSTRUCTION come up with an appropriate pay schedule and a work schedule. Councilman Holmes asked for an explanation of how more money was spent than budgeted on some items during the fiscal year 1962-63. There was discussion regarding Account No. 1924 Communications). The Council stated that they did not have a water cooler in the Council Chambers and the one that was in the Public Works Department could be deleted and a fountain head pur- chased for the hydrant. ABSENT: NONE 00- Chief Administrative Officer Nordby stated that Mr. Vincent T. Young, a former City Engineer for the City of Baldwin Park,had applied for the position of City Engineer. He stated that his recommendation, with possibly some reservation, was that the City employ Vincent T. Young as City Engineer. Discussion followed regarding Mr. Young's performance with the City previously; that the present Acting City Engineer's salary was $9145.00; that Mr. Welch, Acting City Engineer, was very good on detailed paper work; that Mr. Young was very good in the field and his public relations were won- derful; that the salary of City Engineer would be $970.00 COUNCILMAN MOREHEAD MOVED THAT THE CITY OF'BALDWIN PARK EMPLOY MR. VINCENT T. YOUNG AS CITY ENGINEER AND SUPERIN- TENDENT OF STREETS AT THE RATE OF $970.00 A MONTH EFFECTIVE WHATEVER DATE HE IS FREE. COUNCILMAN HOLMES SECONDED. Discussion of other positions in the Engineering D pertment with respect to the 1963-6b budget. Chief Administrative Officer Nordby stated that if the assignments of the City Engineer and Assistant City Engineer were split he would suggest that Mr. Young devote his entire time to Engineering and Mr. Welch to Public Works. With the consent of the second Councilman Morehead withdrew his motion. Discussion of whether or not.the City Engineer under the State Code was the Superintendent of Streets; that there were certain legal aspects to this position. COUNCILMAN MOREHEAD MOVED THAT THE CITY OF BALDWIN PARK EMPLOY MR. VINCENT T. YOUNG AS CITY ENGINEER AT THE SALARY OF $970.00 A MONTH. COUNCILMAN HOLMES SECONDED. There was further discussion regarding Mr. Young's former term of employment with the City and his resignation; that Ivor Lyons had first asked the City if they had any objec- tion to his hiring Vincent T. Young before hiring him; that the City Council had received a copy of a letter from Mr. Young stating that he would no longer be associated with Ivor Lyons & Associates as of May 31, 1963.
