The City Council of the City of Baldwin Park met in regular
session at the above place at 7:30 p.m.
Councilman Holmes led the salute to the flag.

COUNCILMAN BISHOP MOVED THAT THE MINUTES OF APRIL 17, 1963,
AND MAY 28, 1963, BE APPROVED AND FURTHER READING BE
WAIVED. COUNCILMAN HOLMES SECONDED. There were no objec-
tions, the motion carried and was so ordered by Mayor
Bloxham.

City Clerk Balkus presented and read in full a letter from
the Baldwin Park Improvement Association, Incorporated,
dated June 10, 1963, regarding their interest in the
completion of curbs and gutters to align City streets.
There was NO ACTION REQUIRED.

City Clerk Balkus read in full a letter from C. S. Lovett,
Pastor, Personal Christianity Chapel, dated June 14, 1963,
regarding an extension of time concerning CP-II.
City Attorney Flandrick stated under Section 9120.41 of
the Municipal Code this matter should be referred to the
Planning Commission; that the Planning Commission could
grant an extension if they felt there was just cause.
COUNCILMAN HOLMES MOVED THAT THE REQUEST OF MR. C. S.
LOVETT BE REFERRED TO THE PLANNING COMMISSION FOR PROPER
PROCESSING. COUNCILWOMAN TAYLOR SECONDED. There were no
objections, the motion carried and was so ordered by
Mayor Bloxham.

City Clerk Balkus presented a letter from J. Gordon
McNulty dated June 14, 1963 regarding CP-8.
City Attorney Flandrick stated this matter was an appeal
from the decision of the Planning Commission and should
be set for public hearing before the Council.
The Council instructed that the City Clerk set this matter
for public hearing before the City Council.

City Attorney Flandrick reviewed his memorandum regarding
Superior Court Case entitled Igna vs. City of Baldwin
Park and State of California, Department of Industrial
Relations, Division of Public Housing; that the proposed
action was to authorize the City Attorney to appear and
defend on behalf of the City the above-captioned action.
COUNCILMAN MOREHEAD MOVED THAT THE CITY ATTORNEY BE
AUTHORIZED TO APPEAR AND DEFEND ON BEHALF OF THE CITY THE
ABOVE-MENTIONED ACTION. COUNCILMAN BISHOP SECONDED. The
motion carried and was so ordered by Mayor Bloxham.

City Clerk Balkus presented proposed Resolution Nos. 63-76
63-77.
Discussion followed wherein the Council instructed that the
date of the election be changed in the Resolution to read
August 20, 1963, and that the word Pickering" be deleted
from the ballot wording and from this resolution in the
places as outlined by the City Attorney.

Chief Administrative Officer Nordby reviewed his report
concerning the agreement with the San Gabriel Valley Humane
Society which stated that the agreement under considera-
tion had been worked out by the manager of the Humane
Society and himself and had been reviewed by the City
Attorney.
Discussion followed wherein it was brought out by
Councilman Holmes that a provision should be made for
them to pick up dead animals; that the manager had
indicated this would be part of the services.
COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL CONCUR WITH
THE RECOMMENDATION OF THE CHIEF ADMINISTRATIVE OFFICER
AND APPROVE THE AGREEMENT WITH THE SAN GABRIEL VALLEY
HUMANE SOCIETY EFFECTIVE JULY 1, 1963, AS AMENDED TO
INCLUDE SECTION 3) UNDER SERVICES TO THE EFFECT THAT
THE SAN GABRIEL VALLEY HUMANE SOCIETY WILL REMOVE ALL
DEAD ANIMALS. COUNCILWOMAN TAYLOR SECONDED. The
motion carried by the following vote:

Chief Administrative Officer Nordby stated that an amend-
ment to amended Health Agreement that was approved by the
Council had been rece4ved; that this third agreement
apparently incorporated the original and amended agreement.
City Attorney Flandrick stated that this third agreement
incorporated the provisions of the agreement the
City now had along with the provisions of the amended
agreement that the Council had approved; that he suggested
if the Council wished that the Mayor and City Clerk
be authorized to execute this agreement with the thirty
30) day termination clause as the Council had previously
requested.

Considerable discussion followed as to the costs involved
wherein the Council instructed the Chief Administrative
Officer to furnish the Council with a cost breakdown of
what this Agreement would cost the City.
COUNCILMAN BISHOP MOVED THAT THIS MATTER BE HELD OVER.
COUNCILMAN HOLMES SECONDED. There were no objections,
the motion carried and was so ordered by Mayor Bloxham.
Chief Administrative Officer Nordby reviewed his report
concerning the Actuarial Study Requisition Police
Retirement Program) which stated that the approximate
cost was $35.00 for having a precise survey and report
conducted which would establish the cost of entering
the State Retirement System; that such a study did not,
of course, commit the City in any way except to provide
the necessary basic information; that he recommended
that the Council consider and approve this requisition.
Discussion followed.

reviewed his report which recommended that the agreement
be approved and executed by the proper officials; that
cost would be $11,950.00.

AGREEMENT WITH ROBERT L. DORAN AND ASSOCIATES TO PERFORM
THE STAKING CUT AND NECESSARY SURVEY WORK AS OUTLINED IN
THE AGREEMENT IN AN AMOUNT NOT TO EXCEED $11, 950.00.

age limit he believed that this applicant could serve
the City well.
COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL CONCUR
WITH THE RECOMMENDATION OF THE CHIEF ADMINISTRATIVE
OFFICER AND WAIVE THE AGE LIMIT IN RESPECT TO THIS ONE
APPLICANT UNDER CONSIDERATION FOR EMPLOYMENT IN THE
POLICE DEPARTMENT. COUNCILMAN MOREHEAD SECONDED.
Regarding retirement, Chief of Police Best stated that
this applicant had been under the State Employees
Retirement for some time and there would not be any
back tab in this particular case.
The Council instructed the Chief of Police and Chief
Administrative Officer to research and find out what
would be a suitable age limit for applicants for the
Police Department and report back at the next Council
Meeting.

Assistant City Engineer Welch reviewed his report concerning REPORT RE REQUEST FOR
a request for Sewer Connection Fee in Sewer District No. I SEWER CONNECTION FEE
which stated that at the City CouAci I Meeting on June 5, 1963, 61-A-1
he informed the City Council that a request had been re-
ceived in the Engineering Department for the approximate
cost to connect to the sewer line in Alderson Avenue and
Los Angeles Street upon the completion of.61-A-I; that
the'property in question was located in,t.be..City of
Irwindale easterly of Alderson, southerly of Los Angeles
Street and northwesterly of the Southern Pacific Railroad
and consisted of 11.818 acres of property. He stated it
was recommended that the sewer connection fee for this
piece of property be established as $12,962.00.
COUNCILMAN HOLMES MOVED THAT THE RECOMMENDATION OF THE
ASSISTANT CITY ENGINEER IN THE REPORT HE SUBMITTED BE

Assistant City Engineer Welch reviewed his.report and rec-
ommendation concerning allocation of funds for street
maintenance to provide for an additional lane of traffic
on the westerly side of Sierra Madre between Olive and
Arrow Highway, and Ramona Boulevard on the north side of
the Pacific Electric Tracks between Harlan and Center.
Councilman Bishop stated that improvement should be made
also on the north side of Ramona between Center and Merced.
Discussion followed.
COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL CONCUR WITH
THE ASSISTANT CITY ENGINEER THAT SOME STREET IMPROVEMENTS
SHOULD BE MADE AND THAT ONE TRAFFIC LANE BE ADDED TO RAMONA
BOULEVARD ON THE SOUTH SIDE OF THE PAVEMENT) FROM MERCED
STREET TO HARLAN ON THE NORTH DRIVE OF RAMONA AND THAT THE
CITY COUNCIL NOT TAKE ACTION ON SIERRA MADRE AT THIS TIME

Assistant City Engineer Welch stated in his original
recommendation regarding the auditorium it had not
been his recommendation to replace the auitorium
curtains because he had felt the cost would be pretty
high; that recently he had been given an estimate,
depending on the material selected, of $850.00 and
not over $900.00; that this would replace all of the
curtains with the exception of the new front curtain.
COUNCILVIOMAN TAYLOR MOVED THAT THE CITY COUNCIL AUTHORIZE
$900.00 TO BE EXPENDED TO PURCHASE CURTAINS FOR THE
AUDITORIUM. COUNCILMAN BISHOP SECONDED.
Councilman Bishop asked where the money would be
appropriated from.
Chief Administrative Officer Nordby stated when he first
came to the City a Street Maintenance Contingency Fund
was set up; that it had not been his intention to confine
the expenditures to street maintenance except to hold
this in the event of an emergency in any maintenance;
that at the end of May 1963 the amount remaining in this
contingency fund was $19,148.39 and on June 30, 1963
this would go into unappropriated surplus.

the'City Engineer, Finance Director and himself should get
together to determine the rates to be charged before the first
use of the auditorium; that the seating capacity was approxi-
mately 750.

Assistant City Engineer Welch stated that he had received
a letter this date from Pacific Electric Railway stating
they would grant to the City a slope easement 11,360
square foot) between Francisquito and the westerly City
limits for $6,816.00; that it was his suggestion that the
City enter into an agreement with them; that this would
be paid for from County Aid to Cities money; that this
was not a firm commitment as it had not been submitted by
Pacific Electric to their management for approval.
At the request of Councilman Bishop, Assistant City Engineer
Welch read in full the letter he had received from Pacific
Electric Railway.
Discussion followed that the easement would be five 5)
feet from west of Francisquito out to the bridge and
then widens out to almost twenty-five 25) feet; that
this could be taken by condemnation proceedings; that
the cost was high; that the City could condemn the land
under certain circumstances even. though it was in the,
City of Irwindale and Pacific Electric owned it.
City Attorney Flandrick suggested consulting with the
City of Irwindale and setting up a joint power agreement.
Discussion followed regarding the City of Irwindale
condemning the land and the City of Baldwin Park
improving the street.

Regular Meeting of the Baldwin Park City Council
with Irwindale people coming to Morgan Park for the
day.for picnic, games and so forth and Baldwin Park
people go to Irwindale for fireworks in the evening;
that it was proposed that the Irwindale Chamber of
Commerce and the City of Irwindale each donate $250.00
to $300.00 for the fireworks exhibition and Baldwin Park
participate with matching funds; that in this evening's
paper the City of Irwindale had announced their intention
of going ahead with their celebration on their own; that
the Chairman of the Park Board thought it was a little
late to start planning this type of thing for this year,
however a full day had been planned in the Park by the
Park Board; that, in his opinion, an annual affair would
be good.

JOINT ENTERPRISE OVER THE FOURTH OF JULY CELEBRATION AS
OUTLINED BY MR. JAMES GIBSON AND THE COMMITTEE ON IT THAT

IRNINDALE OUT OF UNAPPROPRIATED RESERVE TO DO THIS AND

Discussion followed that the fireworks should be in the
City of Baldwin Park; that the Park was a suitable loca-
tion.
Councilman Morehead asked Chief of Police Best if the
Council appropriated money for the fireworks if Chief
Best thought that the Community Counsel and the Chamber
of Commerce could get together in the next few days
and organize this and put on the show in Baldwin Park.
Chief Best answered yes sir".
Councilman Holmes withdrew the motion with the consent
of the second.
COUNCILMAN MOREHEAD MOVED THAT THE SUM CF $600.00 BE
APPROPRIATED FOR A FIREWORKS EXHIBITION ON JULY 4, 1963,
IN THE CITY OF BALDNIN PARK WITH THE UNDERSTANDING THAT
THE COMMUNITY COUNSEL, CHAMBER CF COMMERCE AND PARK
DEPARTMENT WILL TAKE IT FROM THERE AND ORGANIZE IT.
COUNCILMAN BISHOP SECONDED.
Morgan Park was decided as the most appropriate place
for the fireworks; that the street could be closed south
of the Park for the fireworks; that the street could be
cleaned up with the street sweeper.
At the request of Chief of Police Best the location for
the fireworks was left open.

The Council instructed that the consideration of the
budget be deferred until the end of the Agenda to set
the date for Budget Study Session.

City Attorney Flandrick requested that Warrant Numbers
1847-1854, inclusive, be deleted from Resolution No.
63-79; that these warrants were made payable to different
individuals along Ramona Boulevard; that title reports
had not been received as yet and they should not be
paid until the City was sure the persons granting the
acquisition owned the property; that Section 3 of
Resolution No. 63-79 would read Warrant Numbers 1760
through 1846 inclusive" and the total would read
$41,673.18".

Discussion followed wherein City Attorney Flandrick stated
the City could go out to bid or renew the contract.
Assistant City Engineer Welch stated that the last three
or four months the City was getting poor service from the
contractor,' that it was his recommendation that the City
go out to bid again.
COUNCILMAN BISHOP MOVED THAT THE CITY COUNCIL CONCUR
WITH THE RECOMMENDATION OF THE ASSISTANT CITY ENGINEER
THAT THE CITY GO OUT TO BID ON AN OPEN END CONTRACT.

had been received from the State Department of Finance DEPT. OF FINANCE
notifying the City that the official population was
40,350 as of May I, 1963; that this was 3400 over the POPULATION AS OF
estimate of one year ago; that this meant to the City MAY I, 1963 40,350
slightly in excess of $28,000.00 in revenue;
that the Budget the projection had been based on 39,299
using the Regional Planning Commission estimate.
