journed regular session at the above place at 7:00 p.m.

Resolution No. 63-88 by title as follows:

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BA LDW I N PARK URGING THE
BOARD OF SUPERVISORS OF THE COUNTY OF
LOS ANGELES TO CONVEY CERTAIN EXCESS
LAND FOR HL DEVELOPMENT OF A SHOPPING
CENTER IN SAID CITY"
COUNCILMAN HOLMES MOVED THAT RESOLUTION NO. 63-88 BE
APPROVED AND FURTHER READING BE WAIVED. COUNCILMAN
MOREHEAD SECONDED. The motion carried by the following
vote:
AYES: COUNCILMEN HOLMES, MOREHEAD, BISHOP,
TAYLOR AND MAYOR BLOXHAM

City Clerk Batkus stated that Mr. Kenneth G. Beeto.) had
requested to be heard this evening; that this matter re-
lated to Section 4243 of the Baldwin Perk Municipal Code
entitled Billiard and Pool Halls".
with the consent of the Counc,I Mayor Bloxham asked
Mr. Beeton to come forward.
Mr. Kenneth G. Beeton, 4230 Jerry Avenue, Baldwin Park,
stated he was co-owner with Mrs. Van Rooy of Irma's
French Dip at 13727 East Ramona Boulevard; that this
business was not a billiard and pool hall; that it was a
restaurant and they had a beer IicenSe for the
restaurant; that there were two small seven foot pool
tables in the establishment but their primary function
was not a billiard hall or a pool hall; that for two weeks
now since they opened) the Baldwin Park Police Department
had come into the establishment and removed the balls
from the table; that they had complied; that he came up
to the City Hall and read the ordinance; that they had a
license to keep their establishment open all night; that
he felt the pool tables were accessories and not the
primary function of this establishment and if it applied

Adjourned Regular Meeting of the Baldwin Park City Council
to his business he felt it applied to the bowling alley
which had six Iaroe full time, billiard tables and pool
tables. He slated that he wanted to know whether or not
this ordinanze on billiard and pool halls) would apply
to his business.
Mayor Bloxham stated that the City Council would ask
the City Attorney for his opinion regarding th;s matter.

City Clerk Balkus suggested that the City Council adjourn
to Wednesday, June 26, 1963 at 6:30 p.m. for the adoption
of a Resolution authorizing certain members of the Council
to file a written argument for the Special Election to be
held August 20, 1963; that the City Attorney could be
present at the meeting to answer questions regarding this
matter.
Discussion followed wherein it was decided by the Council
that Mayor Bloxham and Councilman Morehead would be
authorized to write the arguments.

At 7:30 p.m. Finance Director Duncan left the Council
Chamber.

Chief Administrative Officer Nordby passed out to the
Council the revised Police Department Appropriations
and an appropriation recap to date of the 1963-64 budget.
Discussion.

Toe Cotm ciI proceeded with their study of the budget for
the fiscal year 1963-64 starting with page 88, Building
Regulation.

been done in the last three or four years and recommend a
sensible policy within reason of cost both for the City
and for the developer.

The Council, under Permanent Salaries, changed the City PERMANENT SALARIES

Discussion.
Chief Administrative Officer Nordby mentioned that the
City had saved approximately $2,000.00 by having their
own Street Sweeper during the past year;
There was considerable discussion regarding one I)
additional Maintenance Man Account No. 5411 Parkways
and trees) wherein Council left this additional position
in and directed that this position be justified to the
Council before the position was filled.

Chief Administrative Officer Nordby reported regarding
fringe benefits. He stated that he took the Jr. Civil
Engineer's Salary for a sample and figured that this
employee would receive $1,073.43 a year in fringe
benefits from the City.

Chief Administrative Officer Nordby read the approved
salaries for the 1963-64 fiscal year of Patrolmen and

El Monte, Monrovia, Azusa, Glendora and Arcadia.
