Discussion. COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL INSTRUCT THE CITY ATTORNEY AND THE CHIEF ADMINISTRATIVE OFFICER TO MAKE AN INQUIRY AND EXAMINATION AND COME UP WITH A REPORT AS SOON AS POSSIBLE. CODE in the establishment to remain open. 00- Mr. William Ebaugh, Broker of Record for the City of Baldwin Park for Group Insurance, stated that the Master Policy from Aetna Life Insurance Company was presented to the City on Friday, June 21, 1963; that there was a change in the rates from that quoted in their bid since there had been a change two additional females) in employees from the time they bid until the time the contract was awarded; that the difference in the rate would be as follows: Life Ins, bid was $.69, now $.75; AD & D was bid at $.086 now $.085; that Employee was $6.22 now $6.50; One Dependent was $8.22 now $8.23; Employee and family $14.20 now $13.91. He stated that this would amount to approximately $.20 per person to pay the difference between what had been paid and what was owing; that there were three alternatives: I) That the City pays the $17.25 total difference); 2) That the Employees pay the $17.25; 3) That he William Ebaugh) would pay the $17.25. Discussion followed. COUNCILMAN BISHOP MOVED THAT THE FINANCE DEPARTMENT BE AUTHORIZED TO COMPUTE THIS DEFICIT AND DEDUCT THE AMOUNT NECESSARY TO MEET THIS DEFICIT FROM EACH EMPLOYEE AT THE NEXT PAY DAY. He stated that the AUDITORIUM estimate of $900.00 for the drapes would be increased to $998.00 because the curtain In the back was not included in the bid. Discussion. COUNCILMAN HOLMES MOVED THAT THE ADDITIONAL AMOUNT OF MOTION MADE AND $98.00 BE AUTHORIZED FOR THE DRAPES IN THE AUDITORIUM MAKING CARRIED THAT ADDI- THE TOTAL $998.00. COUNCILMAN MOREHEAD SECONDED. MTG. 00- Chief Administrative Officer Nordby passed out an appropriation recap to date of the 1963-64 budget and also a sheet showing a proposed Police Depart- ment 5% increase and how much the tax rate would be with this increase. The Council decided to decrease Account No. 5676 2 Citizen Band Radios I for Patching Truck and I for Dump Truck) $350.00 leaving nothing in this Account. BUDGET STUDY CONT'D PAGE 128, ST. MAINTENANCE ACCT. NO. 5676 DE- CREASED $350.00 00- The Council decided to decrease Account No. 5801 Contractual) ACCT. NO. 5801 DE- $500.00 leaving $500.00 in this Account. CREASED $500.00 00- The Council decided to delete two 2) positions in the 2 MAINTENANCE MEN Street Maintenance Section classified as Maintenance Man DELETED leaving five 5) positions under this classification as in the 1962-63 budget. 00- There was discussion regarding the hazards of the inter- section at Live Oak and Rivergrade. 00- Discussion followed regarding the collection efforts for COLLECTION EFFORTS ambulance service. AMBULANCE SERVICE In answer to a question by Mayor Bloxham,City Attorney Flandrick stated that the Policemen could ask the party using the ambulance if they had insurance or not. The Council instructed that the policemen ask the persons COUNCIL INSTRUCTION being transported by ambulance whether or not they had insurance and if so obtain the name of their insurance company and Policy Number if possible. The Council instructed the Chief Administrative Officer COUNCIL INSTRUCTION to contact the persons who had used the ambulance service and their insurance companies to see if they have paid and if so the party. they had paid. City Attorney Flandrick suggested that Robert Palmer be appointed Court Officer for the City; that in the fall the Small Claims Court amount was to be increased to $500.00. Discussion. 00- Discussion followed regarding a salary increase for badged personnel in the Police Department. Chief Administrative Officer Nordby reviewed the top patrolmen's pay of ten nearby cities. The Council instructed the Chief Administrative Officer to find out whether employees could have both Social Security and Retirement on the same job. COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL AUTHORIZE A 71% INCREASE IN SALARY FOR THE BADGED PERSONNEL IN THE POLICE DEPARTMENT; THAT THIS APPLIES ONLY TO THE BADGED PERSONNEL WHO ARE ON A SALARY STEP SCHEDULE AND DOES NOT INCLUDE THE DEPARTMENT HEAD. COUNCILMAN BISHOP SECONDED. There were no objections, the motion carried and was so ordered by Mayor Bloxham. RE SALARY INCREASE FOR BADGED PERSONNEL POLICE DEPT.
