The City Council of the City of Baldwin Park met In ad- journed regular session at the above place at 7:00 p.m. Roil Call: Present: COUNCILMEN BISHOP, MOREHEAD, ROLL CALL TAYLOR AND MAYOR PRO TEM HOLMES Absent; MAYOR BLOXHAM, CITY TREASURER PUGH, AND FINANCE DIRECTOR DUNCAN Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, CITY ATTORNEY FLANDRICK, CITY ENGINEER YOUNG, PLANNING DIRECTOR AND BUILDING SUPERINTENDENT KALBFLEISCH AND CITY CLERK BALKUS 00- COUNCILMAN MOREHEAD MOVED THAT MAYOR BLOXHAM BE EXCUSED. MOTION MADE AND COUNCILMAN BISHOP SECONDED. There were no objections, the CARRIED THAT motion carried and was so ordered by Mayor pro tem Holmes. MAYOR BLOXHAM BE EXCUSED 00- i City Attorney Flandrick presented two ordinances for the RE PROPOSED CHANGE consideration of Council regarding Subdivision Regulations. IN SUBDIVISION He stated that it was suggested by the Chief Administrative REGULATIONS Officer, Planning Director and himself that the Council SECTION 9212 OF consider amending the Subdivision Regulations to require B.PK. MUN. CODE that tentative tract maps be presented to the Council for approval. Discussion that tentative tract maps had not been pre- sented to the Council for approval for sometime; that the Planning Commission should act as advisory board and the City Council should take final action. Discussion. At the request of Mayor pro tem Holmes, City Clerk Balkus read Ordinance No. 289 in full entitled; ORDINANCE NO. 289 AN ORDINANCE OF THE CITY COUNCIL.OF THE CITY OF BALDWIN PARK AMENDING SECTION 9212 OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO SUBDIVISION REGULATIONS URGENCY ORDINANCE)" ORD. IN COUNCIL 7:30 p.m. CHAMBER AT 7:30 P.M. 00- City Clerk Balkus asked if the Council wished to discuss RE CHAMBER OF the proposed agreement between the Chamber of Commerce COMMERCE CONTRACT and the City of Baldwin Park which the City Attorney had prepared. Chief Administrative Officer Nordby asked that this be held over; that there were two contracts for the Council to consider, that of the Chamber and the City Attorney's. Mayor pro tem Holmes stated that this matter would be held HELD OVER TO REG. over to the next regular meeting. MTG. 00- At this time Mayor pro tem Holmes asked for the staff STAFF RECOMMENDATION recommendation on Sewer District No. 62-A-I. 62-A-i PLANS Chief Administrative Officer Nordby stated that both Assistant City Engineer Welch and City Engineer Young had re- viewed the plans and he would like to turn the staff portion of the recommendation over to City Engineer Young. 00- AT 7:26 P.M. MTG. order in the Conference Room of the City Hall. CALLED TO ORDER IN CONFERENCE RM. 00- City Engineer Young reported that on June 17, 1963, MTG. HELD JUNE 17, Assistant City Engineer Welch, City Attorney Flandrick, 1963 TO REVIEW Urban J. Schreiner of O'Melveny and Myers, Legal Con- 62-A-I AT OFFICES sultants for Sewer District No. 62-A-I, and he met in OF O'MELVENY & MYERS the offices of O'Melveny & Myers to review the District; that they had reviewed all of the construction drawings and approximately one-half of the assessment drawing maps; that Mr. Schreiner made various notes on the construction drawings of which he had a copy and would give a copy to the City Clerk. He stated that he and Mr. Welch had since reviewed the specifications and he had a list of thirteen 13) items he thought should be corrected. 00- He stated that the specifications for 61-A-I stated that RE SIZE OF 13OULDERS no boulders should go back into the backfill; that he PERMITTED IN BACK- thought the size should be limited to a one man boulder. City Engineer Young stated that the size of asphalt or pavement asphalt to be put into the backfill should also be determined. There was further discussion wherein the Council decided to limit the boulders to a fifteen 15) inch diameter maximum what one man can carry) and the black top to a maximum of fifteen 15) inches maximum In any direction. 00- City Engineer Young asked the Council if they wished tunneling permitted for laterals under sidewalks, drive- ways, curbs and gutters as was done in 61-A-1; that he felt this was an accepted method. He stated that there would be 18-20 foot depths below Judith, Leorita and Frazier just before the line reaches the County trunk line on Ledford. There was discussion wherein the Council decided that TO BE INSTALLED AS chimneys would be installed as required as part of the REQUIRED AS PART OF specifications but not as a separate pay Item. NOT AS SEPARATE PAY ITEM 00- City Engineer Young stated that leakage tests would be LEAKAGE TESTS made in the main trunk lines; that the Engineer of Work could require leakage tests in the lines when he so desired; that a section should not be tested with more than a 4-5 ft. water head. Discussion of amount of leakage that should be permitted NOT TO EXCEED 2/10 wherein the Council decided the leakage should not exceed GAL. PER MIN. City Engineer Young indicated that both clay and transite pipe possessed good qualities and suggested the alternate type specifications requiring the bidder to specify which pipe he was bidding on. City Attorney Flandrick indicated that the Council could specify the type of material required in the pipe. Councilman Morehead and Taylor and Mayor pro tem Holmes agreed clay pipe be specified; Councilman Bishop agreed to clay pipe but felt if so specified this might be giving a monopoly. City Engineer Young stated that interpretations should be given equally to all of the prospective bidders and therefore must be in writing. UNIT PRICE TO BE WRITTEN OUT The Council agreed with this. 00- Councilman Morehead asked when the Los Angeles Street RE PROGRESS OF L.A. improvement project would be completed. ST. IMPROVEMENT The Council Instructed the Chief.Administrative Officer C.A.O. TO HAVE to present an up to date written report on this project WRITTEN REPORT AT at the next regular meeting. NEXT REG. MTG. 00- City Engineer Young brought out that he would tighten RE TEMP. PAVING up the requirements on the temporary paving. It was suggested by Councilman Holmes that temporary black top be two 2) inches. 00- Discussion of whether the bidders should be requested to RE BIDDING TO BE bid the entire district and then a price for each section ON ENTIRE PROJECT or bid the district as a whole only. The Council agreed that the bid should be as one project. 00- City Engineer Young stated that he would compute the CONSTRUCTION TIME construction time; that two hundred and ten 210) days were allowed in 61-A-I but this would not be sufficient for 62-A-i. It was decided to use the available data and add additional sheets to the specifications. 00- City Engineer Young stated that the Engineer of Work had been required to put the main in the parkway on Torch Amar Road), Los Angeles and Baldwin Park Boulevard; that he felt these streets should be double lined and that lines should not be in the parkways. The Council agreed to Torch Amar Road), Los Angeles and Baldwin Park Boulevard being double lined and that no lines should be in the parkways. 00- City Engineer Young stated that former City Engineer Lamp- man had required that a certification be placed on each page of the plans for the City Clerk's signature and ask if this was necessary. Discussion followed wherein it was decided to refer this matter to the City Attorney; that it was to be deleted if the City Attorney did not think it necessary. 00- City Engineer Young asked the Council if they wished dropped manholes on Hornbrook at Los Angeles; that the line on Hornbrook ties into the main on a 6~ ft. drop; that if dropped manholes were not used a 15 ft. excavation would be required; that a 10% grade would have to be carried up for 250 ft.; that the trench required would practically take up the entire street; that he recommended staying with the dropped manholes. The Council decided that a four 4) inch lateral would be sufficient to service one house; that where there was an easement in connection with a lot split that there be a six 6) inch lateral down the easement and that a four 4) inch lateral be pefmitted from the easement to the house; that a six 6) inch lateral be required where there was more than two houses on a lot. multiples or lot split easements) 00- There was discussion regarding the private streets in Sewer District 62-A-I; that the Council had instructed that the owners on the private streets be contacted to see if they wished to be included in the district; that the Council might want to meet with Mr. Schreiner of O'Melveny & Myers in approximately one week to discuss the district; that there should be at least one more meeting to discuss the district with the City Engineer; whether or not to have an informative public announced meeting regarding the district. 00- AT 10:40 P.M.
