The City Council of the City of Baldwin Park met in ad-
journed regular session at the above place at 5:00 p.m.
Roll Call: Present: COUNCILMEN HOLMES, MOREHEAD, ROLL CALL
TAYLOR AND MAYOR BLOXHAM
Absent: COUNCILMAN BISHOP, CITY
TREASURER PUGH, PLANNING

Chief Administrative Officer Nordby asked the City Attorney RE DISTRIBUTION

was there a sufficient bonafied subscription list; that
there was no definition of how big the list had to be so
if the newspaper had ten names or fifty names he presumed
that would be sufficient list; that there was no problem
so far as the actual distribution of the newspaper was con-
cerned.

City Attorney Flandrick further stated that as he under-
stood the proposal of the Sentinel they presently had
an existing subscription list; that there would have to
be a business license fee paid by the handbill distributor; BUSINESS LICENSE
that the license could be stamped on the face that it was FEE DISTRIBUTOR
limited to the activity of distribution of the Sentinel
only; that it was required that identification cards be
carried by the distributors.
There was discussion regarding whether or not the paper RE LOCAL ADDRESS
had to have a local address wherein City Attorney Fland-
rick stated that there was no requirement that they have
a local address as such.
The Green River Ordinance, an ordinance attempting to ban
all commercial and noncommercial handbills, was discussed.
Discussion followed regarding the required subscription RE SUBSCRIPTION LIST
list in relation to other papers that had been in Baldwin
Park.

SECTIONS 4250.10 AND 4250.12 OF THE
BALDWIN PARK MUNICIPAL CODE RELATING
TO HAND BILLS"
COUNCILMAN MOREHEAD MOVED THAT ORDINANCE NO. 293 PASS
FIRST READING AND FURTHER READING BE WAIVED. COUNCILMAN
HOLMES SECONDED. The motion carried by the following
vote:

Councilman Holmes asked when the construction of the RE VAULT
vault would be started.
City Engineer Young stated that the plans were not satis-
factory; that the vault would not hold more than five 5)
years records.
In answer to a question by Councilman Holmes, City Engineer
Young stated that the originals of all plans, house number-
ing plans, sewer district plans and so forth, would go into
the vault from the Engineering Department.
Discussion followed regarding the number of years the vault
should be planned to be used wherein the Chief Administra-
tive Officer recommended ten 10) years and meanwhile the
City should study the possibility of microfilm.
COUNCILMAN HOLMES MOVED THAT THE VAULT SPACE BE DESIGNED
TO ACCOMMODATE THE RECORDS FOR A PERIOD OF TEN 10) YEARS.
COUNCILMAN MOREHEAD SECONDED. The motion carried by the
following vote:
AYES: COUNCILMEN HOLMES, MOREHEAD,
TAYLOR AND MAYOR BLOXHAM
NOES: NONE
ABSENT: COUNCILMAN BISHOP

The Council authorized Chief Administrative Officer
Nordby to take the necessary time off to take care of
his private business in Oakland leaving Wednesday,
July 24, 1963.

Administrative Staff, Mr. Pat Rosetti of Laurence Thompson's 62-A-I
office, and Mr. Jim Sims, a representative from Ivor Lyons &
Associates, to discuss the specifications and design of
Sewer District No. 62-A-I.
