The City Council of the City of Baldwin Park met in ad- journed regular session at the above pace at 7:30 p.m. Roll Call: Present: COUNCILMEN BISHOP, HOLMES, ROLL CALL MOREHEAD, TAYLOR AND MAYOR BLOXHAM Absent: CITY ENGINEER YOUNG, ASSISTANT CITY ENGINEER WELCH, AND PLAN- NING DIRECTOR AND BUILDING SUPERINTENDENT KALBFLEISCH Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, CITY ATTORNEY FLANDRICK, FINANCE DIRECTOR DUNCAN, CITY TREASURER PUGH AND CITY CLERK BALKUS Chief of Police Best arrived at 7:50 p.m.) William F. A RESOLUTION OF THE CITY COUNCIL GEN. CLAIMS AND OF THE CITY OF BALDWIN PARK ALLOWING DEMANDS NOS. 3543- CLAIMS AND'DP-MANDS AGAINST THE CITY 3548 INCL. OF BALDWIN PARK" AYES: COUNCILMEN 91S40P, HOLMES, MCREHEAD, TAYLOR AND MAYOR BLOXHAM NOES: NONE ABSENT: NONE 00- COUNCILMAN BISHOP MOVED THAT IESOLUTION NO. 63-131 BE RES. NO. 63-131 APPROVED AND FURTHER READING SE NA!VED. COUNCILMAN HOLMES ADOPTED SECONDED. The motion carried by the following vote: AT 7:35 P.M. COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL 7:35 P.M. CITY ADJOURN TO ThE CIVIC AUDITORIUM AND RECONVENE) AT 7:45 P.M. COUNCIL ADJOURNED COUNCILMAN-MOREHEAD SECONDED. City Attorney Flandrick asked if Mr. Arthur J. Jaffee had received charges of the Chief Administrative Officer to which Mr. Jaffee replied in the affirmative. He stated 7:45 P.M. The procedure was to be as follows: The. Chief.Administrative PROCEDURE Officer was to read his charges; Mr. Jaffee was to present opposition to the charges; then the hearing would terminate. City Clerk Balkus administered the oath. OATH ADMINISTERED BY CITY CLERK Chief Administrative Officer Nordby read his letter of October 7, 1963, setting forth his charges. letter in official files) Mr. Jaffee questioned Chief Administrative Officer Nordby regarding his accusations. COUNCILMAN MOREHEAD MOVED THAT MR. JAFFEE BE ABLE TO CONTINUE MOTION MADE WITH HIS SUBJECT QUESTIONS. The motion died for lack of a second. MOTION DIED FOR LACE OF SECOND Mr. Jaffee continued with related information and asked questions of the following Individuals: Truman Karte, Police Sargeant Jack Luoma, Police Lieutenant Orville Davis, Chief of Police, City of El Monte James Provenze, Po Lice Sargeant Chief of Police Best Charles D'Ewart;.Motorola representative There was discussion between the various individuals called upon and the City Council. At 11:47 p.m. Mayor Bloxham declared the personnel hearing 11:47 P.M. PERSONNE closed. HEARING DECLARED CLOSED Discussion followed. COUNCILMAN MOREHEAD MOVED THAT THE SUSPENSION OF CHIEF OF POLICE GEORGE BEST BE REVOKED. He stated that he felt this suspension was unreasonably issued. MOTION MADE The motion died for lack of a second. MOTION DIED FOR LAC OF SECOND Further discussion followed. Chief Administrative Officer Nordby suggested that the suspension of Chief of Police Best be removed and that he be issued an oral reprimand. COUNCILMAN MOREHEAD MOVED THAT THE THREE DAY SUSPENSION BE REMOVED FROM CHIEF OF POLICE BEST'S RECORDS THEREFORE REFUNDING X" AMOUNT OF DOLLARS HE HAS LOST AND THAT AN ORAL REPRIMAND BE ISSUED TO CHIEF OF POLICE BEST. COUNCIL- MAN HOLMES SECONDED. The motion. carried by the following vote: AYES: COUNCILMEN MOREHEAD, HOLMES, BISHOP, TAYLOR AND MAYOR BLOXHAM NOES: NONE ABSENT: NONE C.A.O. NORDBY SUG- GESTED SUSPENSION OF C.O.P.
