A presentation of three awards to Solomon Ackerman was made
at this time.
A plaque prepared jointly by the City of Baldwin Park and
the Los Angeles County Fire Department was presented by
Chief Keith E. Klinger, Los Angeles County Fire Department.
The inscription on the plaque was as follows:
To Solomon Ackerman for Heroism. In recognition
of exceptional bravery and courage in risking your
life to save a greviously injured child from the
scene of an interior gas explosion and dangerous
fire July 7, 1963. Presented jointly this 16th day
of October, 1963 at Baldwin Park."

Mayor Bloxham stated that Item No. 4 under the Chief
Administrative Officer's portion of the Agenda would
be taken at this time; that Mr. Glenn Taylor of the
Southern California Edison Company was here tonight
to answer any questions the Council might have concern-
ing the Edison Company's high voltage transmission line
program.
In answer to a question by Councilman Holmes, Mr. Glenn
Taylor of the Southern California Edison Company, stated
they would have two lines in on Arrow Highway about 1967;
that the valley was growing rapidly with its commercial,
industrial and residential areas; that the substation was
being placed in the drag strip across the river at the
present time and the transmission lines had to be taken
out of this point; that the closest transmission delivery
at the present time was in the City of Industry, Walnut
Substation, south of the City of Industry; that it was
now overloaded; that in 1967 there would be two lines
between 1966 and 1967 on Live Oak going east from the river
and there were two lines along the Santa Fe Dam at the
present time.
Mr. Taylor stated that there was a map in the Chief
Administrative Officer's office showing all of the lines
proposed through this area.
In answer to another question by Councilman Holmes, Mr.
Taylor stated that at this time they were going down Los
Angeles Street coming across the river to Center and down
Center to Los Angeles and across Los Angeles; that all
of the lines were being put on one pole line on the north
side of the street; that the telephone company would be
the only utility on the south side of the street.
Mayor Bloxham asked when they anticipated putting in the
poles or were the.existing poles satisfactory.
Mr. Taylor stated there would be a new pole line on Los
Angeles Street on the north side from Center to Maine;
that they would cross to the south side and go from
Maine to Irwindale; that the poles would be eighty 80)
feet high. In further explanation he stated they would
be going across to where Maine dea d•ends at Azusa Canyon
Road and up Azusa Canyon Road to Cypress and across
Cypress to Irwindale). He stated that the line on
Los Angeles would be going in about January or February
1964.
Councilman Morehead asked if the City had any choice as
to which streets were to be used.
Mr. Taylor stated yes that the City Engineer had been
contacted to see if there was a choice and at that
time there was not and suggested that Los Angeles Street
would possibly be the better street.
City Engineer Young pointed out that Mr. Welch, Assistant
City Engineer and Chief Administrative Officer Nordby
had been contacted, but he had not been. Mr. Young ask
if there was to be a 66,000 pole line going down Center.
Mr. Taylor stated yes from Olive to Los Angeles Street;
that there would not be a 66,000 line on Olive just on
Los Angeles Street; that the line would go up Center
from Los Angeles to Olive on the east side of the street.
Discussion followed that the line would go over a school
ground in the parkway).

Councilman Holmes asked if there had been any thought
to coming down the flood control right-of-moray instead
of'coming down Center.
Mr. Taylor stated that they could not get under the
Bureau of Power and Light transmission lines to go
down through the river now; that was the reason they
could not go across Los Angeles to Rivergrade Road;
that at Olive Street the grades were such that they
could get under them.
Mayor Bloxham thanked Mr. Taylor for attending the
meeting to answer these questions.

Councilman.Holmes stated that by-reading the report the
Council as well as the audience had a chance to hear what
the status of the various accounts were.
Councilwoman Taylor stated she would like to see the
report read as it now was.
Councilman Morehead amended his motion include
THAT A COPY OF THE TREASURER'S REPORT BE //ADE
AVAILABLE WITH COPIES OF THE AGENDA THAT IS AVAILABLE
AT THE DOOR AS THE PEOPLE COME IN".
AMENDMENT TO MOTION
The motion died for lack of a second. MOTION DIED
Mayor Bloxham stated that the existing program. had worked
out satisfactorily; that the only suggestion that was
made in the past was that the report be brought on earlier
in the Agenda; that this change had been accomplished.
Mrs. Eva Pugh, City Treasurer, commented that the change
was requested so that the report could be read while the
audience was present, not after most of the audience had
left.

At the suggestion of Planning Director Kalbfleisch the Z-195 TAKEN BEFORE
Council decided to consider the public hearing on Z-195 prior Z-182
to Z-182 since Z-182 was held over until consideration was
made on Z-195.
City Clerk Balkus announced that the hour of 8:00 p.m.
having arrived that it was the time and place fixed for
a public hearing on Z-195, an application initiated by
the Baldwin Park Planning Commission for a rezoning from
A-1 light agricultural) zone to C-2 general commercial)
zone or more restrictive use for the following described
real property: Parcel 1: That area bounded by Baldwin
Park Boulevard on the southeast; Tracy St. on the south-
west; Francisquito Ave., on the northeast; and a line
570 feet from center line of Baldwin Park Blvd., on the

the southern Pacific Railroad right-of-way on the south-
east; and the San Bernardino Freeway on the south.
City Clerk Balkus administered the oath to those in the
audience desiring to be heard during the meeting.
City Clerk Balkus stated that the required publication had
been accomplished.
Planning Director Kalbfleisch presented a resume of the
case. He stated that the area was predominently older
type dwellings and in need of urban renewal; that in
his opinion this was a desirable area for a future
major shopping center; that perhaps the possibilities
of formulating a new type of toning with a larger
area requirement per unit should be considered, possibly
30,000 or 50,000 permissible for a unit; that this would
give better control as to what would occupy the area in
the future; that he felt a C2S supplementary) zone would
be proper.
Discussion followed.
TESTIMONY IN BEHALF OF THE REQUEST WAS CALLED FOR BY
MAYOR BLOXHAM.
Mr. Pete Schabarum, 109 West College Street, Covina,
stated he was the applicant on Z-182. He reviewed his
attempts to try to get the property rezoned and stated
that in his opinion the highest and best use for this
intersection was commercial zoning and that it had all
of the necessary requirements.
Mr. George Voigt, 617 South Olive Street, Los Angeles,
stated he was also interested primarily on Z-182. He
stated that in his opinion the studies during the last
1-11 years point to the fact that this is a logical
commercial area: the street development, the traffic
pattern that is expected in the future, the widening
of the street, the plans for a higher density residen-
tial area that have been considered. He stated that there
was considerable pressure by interested investors in
building commercial developments in the area under question
now.
Discussion followed regarding protection for the City and
Council as well as the developer.
Mr. James Q. Gibson, 13268 Francisquito Boulevard, Baldwin
Park, stated he lived in the vicinity under question;
that he thought commercial development would benefit
the residents of the area; that he thought some control
might be advisable.
TESTIMONY I N OPPOSITION TO THE REQUEST WAS CALLED FOR
BY MAYOR BLOXHAM.
Mrs. Faye Hickey, 14322 Gage Street, Baldwin Park,
stated that the shopping center from Palm to Clark on
Maine was going to proceed.
As there was no one else in the audience desiring to speak
either in behalf of or in opposition to Z-195, Mayor
Bloxham declared the public hearing closed.
As there were no objections, Mayor Bloxham declared
the public hearing reopened on Z-195.
Councilman Holmes asked Mr. Voigt about the application
for the corner property.

Mr. Voigt stated that a year ago last Apri I they had sub-
mitted an application for the four corners; subsequent
to that they had submitted an application for the two
corners Z-182); that it was the intent, if approved,
that a smaller shopping center be developed which could
be expanded to a larger shopping center.
As there was no one else in the audience'desiring to speak PUBLIC HEARING
either in behalf of or in opposition to Z-195, Mayor DECLARED CLOSED
Bloxham declared the public hearing closed. Z-195
Councilman Holmes stated he was concerned about the control
of development; that as he recalled the Council had asked
for a precise plan zoning ordinance; that this area was so
good for a major shopping area, in his opinion, that by
some means it should be preserved in its entirety.
There was discussion concerning the precise plan.
City Attorney Flandrick stated there was a number of THREE TECHNIQUES-,
techniques that could be used; that the'Council could SUGGESTED BY CITY
create new zones as such, for example C-2 30,000 feet; ATTY.
that the Council could establish a precise plan system
establishing by ordinance regulations relating to the
various uses included within that particular zone, that
the review could be by the Planning Director, Planning
Commission or by the City Council; that the City
Council could establish that these uses in whatever
zone they happen to be in would be'permitted only by a
conditional use permit.
There was further discussion.
CCUNC I LMAN HOLMES MOVED THAT THE CITY COUNCIL INSTRUCT MOTION MADE
THE PLANNING DIRECTOR AND THE PLANNING COMMISSION TO
IMMEDIATELY MAKE A STUDY AND BRING UP A PRECISE PLAN
ZONING ORDINANCE TO ACCOMPLISH WHAT HAS BEEN DISCUSSED
HERE AND HAVE AT LEAST THE BASIC DRAFT READY TO PRESENT
TO THIS COUNCIL NOT LATER THAN SIXTY 60) DAYS FROM THIS
DATE.

an application submitted by Petro Development, Incorporated,
requesting a change of zone from A-I light agricultural)
zone to C-2(general commercial) zone or more restrictive
use for properties located at 3202, 3208, 3174 Baldwin
Park Boulevard and 13613 Francisquito Avenue.
Mr. Pete Schabarum 109 West College, Covina, asked the
City Attorney if the passage of a zone change under a
particular application could be conditioned as to the
development of the property.
City Attorney F4andrick stated no, that the City Council
could not condition a zone change as such.

Councilman Holmes commented that a portion of the area
in Z-182 was involved in Z-195; that a portion was added
to the area that the City Council requested to come under
study; that there was some action taken in the general
area; that the added portion was a small parcel; that
he did not think this would fit in at the present time
with the planned development; that it could very seriously
distract from the planned development of the area in
Z-195; that the added portion began to take on the
semblance of spot zoning and could seriously impede an
over-all development.
COUNCILMAN HOLMES MOVED THAT Z-182 BE DENIED.
City Attorney Flandrick stated that this case would have
to be returned to the Planning Commission for a report if the
Council altered the recommendation of the Planning
Commission.
Councilman Holmes amended his motion to read THAT Z-182
BE RETURNED TO THE PLANNING COMMISSION FOR RECONSIDERATION
AND THAT THEY TAKE INTO CONSIDERATION THE THINGS THAT
HAVE BEEN BROUGHT OUT AND DISCUSSED."
Discussion followed wherein City Attorney Flandrick
stated that as he understood the motion the parcel
of property located northerly of Francisquito included
within Z-182 should not be rezoned to C-2; that the
balance of the property included in Z-182 wou4d be
rezoned to C-2; that the Council was now requesting
a report from the Planning Commission as to whether
they have any difference of opinion; whether they
wish to reaffirm their earlier action taken in
connection with their recommendation or any other
recommendation they may have; that in his opinion
the motion would accomplish this.

use for property located at 14335 and 14343 Clark Street.
City Clerk Backus stated that the required publication
had been accomplished.
Planning Director Kalbfleisch presented a resume of the
case and stated that the Planning Commission had adopted
a resolution recommending approval on September 25, 1963,
P.C. Res. No. PC 63-128. He stated that in his opinion this
entire area should be R-3 instead of spot zoning.

As there was no one in the audience desiring to speak
either in behalf of or in opposition to Z-191, Mayor
Bloxham declared the public hearing closed.
Councilman Bishop stated that in his opinion the Planning
Commission and the Planning Director should recommend
area changes for R-2 and R-3 as was being done with the
A-I to R-1-zoning. He stated that in his opinion if the
subject request were granted it would be spot zoning.
Councilman Holmes agreed that the entire area should be
considered for R-3 zoning; that in his opinion this
application should be approved and then instructions be
given to instigate the R-3 zoning.

City Clerk Balkus stated that the required publication
had been accomplished.
Planning Director Kalbfleisch presented a resume of
the case and stated that the Planning Commisstonhad
adopted a resolution recommending approval on September
25, 1963, Res. No. PC 63-129.
As there was no one in the audience desiring to speak
either in behalf of or in opposition to Z-192, Mayor
Bloxham declared the public hearing closed.
Councilman Holmes stated, in his opinion, most of this
would fit in better as an R-2 development rather than R-3.
Planning Director Kalbfleisch stated that he had stated
to the Planning Commission that the City should form a
new zone in the R-3 which would require so much lot
area for better control on R-3 development; that at the
present time four units per net acre could be developed.
Discussion followed that the applicant did not indicate
whether or not he could use R-2; that the Planning Commission
recommended R-3; that there should be more'R-2 development
than R-3 in the City; that at the present time there were
196 acres of R-3 in the City and 71 acres of R-2; that the
schools figure on getting as many children from the R-2
as from the R-3 zoning.

City Clerk Balkus stated that the required publication
had been accomplished.
Planning Director Kalbfleisch presented a resume of the
case and stated that the Planning Commission had adopted
a resolution recommending approval on September 25, 1963,
P.C. Res. No. PC 63-141. Regarding the sixty 60) foot
right-of-way proposed at the rear, he stated this was
proposed for R-I development but if it was R-2, in his
opinion, there would be no need for a future street.

establish a Motel and Restaurant in the C-I neighborhood
commercial) zone at 13400 East Garvey.
City Clerk Balkus stated that the required publication PUBLICATION, POSTING:
and postings had been accomplished.
Planning Director Kalbfleisch presented a resume of the RESUME
case stating the plot plan had been.revised from 38 motel
units to 33 motel units to gain enough parking area
and the parking spaces were revised to 10 x 20 with I
parking area per each unit plus I parking area per each
200 square feet of commercial floor area; that the
Planning Commission had adopted a resolution recommend-
ing approval subject to the conditions and the revised
plot plan on September 25, 1963, P.C. 63-142.
TESTIMONY IN BEHALF OF THE REQUEST WAS CALLED FOR BY TESTIMONY IN BEHALF
MAYOR BLOXHAM.
Mr. J. T. Torri, 900 North 3rd Street, Montebello, MR, J. T. TORRI,
stated he believed this would be the first of any such 900 N. 3rd St.,
combined facility in Baldwin Park, Motel and restaurant; Montebello
that it should help to serve the local industries which
approached the Baldwin Park boundaries as well as in
Baldwin Park, service clubs in and around Baldwin Park,
local residents, and travelers and tourists that would
be driving by on the San Bernardino Freeway; that he
proposed to build it himself; that there was a similar
operation in Los Angeles; that he planned to operate
the motel and lease out the restaurant; that there would
be 32 units plus the unit for the manager which would make
it 33 units.

Mrs. Eugenia Igna, 12819 East Garvey, Baldwin Park, MRS. EUGENIA IGNA,
stated she lived opposite the subject property; that 12819 E. Garvey,
she was not against the gentleman but if he was going B.Pk.
to have grandfather rights she should also; that her
property according to the Master Plan could go out"
but if this gentleman puts up such a building she
should have the same right.
Planning Director Kalbfleisch stated Mrs. Igna's property
was in the right zone to develop as this gentleman was
proposing; that she would have to submit a conditional
use permit application just as he has.
In answer to a question by Mrs. Igna, Planning Director
Kalbfleisch stated he talked to a prospective buyer
for Mrs. Igna's property and told him that the non-
conforming use that existed there could exist as it
was; that the City could form a limitation on it in
15 or 20 years according to the building laws.
Mrs. Igna asked if she could have this in writing.
Planning Director Kalbfleisch stated he had shown her
the ordinances.
Mrs. Igna stated she would like to have the right to
modernize it up to the Baldwin Park Code and have the
same things that the neighbors were getting or sell it
if she so wished.
The Council referred this matter to the City Attorney.

Discussion followed that there was to be one section
for juveniles and one section for adults wherein
Chief of Police Best stated this was not legally
required but it had been found it was more expedient
to separate the two.
Councilman Holmes stated in his opinion this would not
be a type of business which would be most desirable in
relation to the Alexander Shopping Center.
Discussion followed that it was not unusual to have a
pizza parlor within a shopping center; that the building
was 55 x 85.
City Clerk Balkus read in full a letter from Mr. Don
Chivers, Manager, Sierra Lodge Sanitarium, dated October
9, 1963, asking that the Council endeavor to be fair to
all concerned and impose restrictions that would reflect
area consideration.
Councilman Holmes questioned whether ornot there was
an area along the parking lot where the street needed
widening.
Discussion followed that- Francisquito was complete all the
way back with curbs and gutters; that Francisquito was a
100 foot street; that it would not be detrimental to the
hospital or rest home.

Discussion followed that if this motion carried the
applicant would not be gaining anything and if he
accepts he would have to comply with the conditions
and if he did not accept them he could continue his
present operation as it was.
City Attorney Flandrick stated this motion would revoke
the existing permits and impose the conditions of this
City Council if the Conditional Use Permit was approved and
if it was accepted by the applicant; that the permit
issued by the County of Los Angeles in his opinion,
could be revoked if the applicant had not complied
with the conditions of approval. Mr. Flandrick read
the conditions of the existing permits issued by the
County of Los Angeles and stated these conditions were
rather loose.

Councilman Morehead stated, in his opinion, the existing
permits had been violated and explained in detail.
COUNCILMAN MOREHEAD MOVED TO AMEND THE MAIN MOTION TO
RECOMMEND TO THE APPLICANT OR PERMIT AN ADDITIONAL)
IMPROVEMENT OF A 50 BED REST HOME UNDER CERTAIN CONDITIONS
AND ONE OF THE CONDITIONS WOULD BE FOR THE PLANNING DE-
PARTMENT AND THE CITY ATTORNEY TO COME UP WITH RESTRICTIONS
TO BE ADDED TO THE NEW PERMIT FOR WHICH THE CITY WOULD
DEFINITELY HAVE CONTROL.
Discussion followed that this motion if carried would
permit 100 beds total.
Councilman Morehead added to his motion CURBS, GUTTERS
AND SIDEWALKS TO BE REQUIRED".
Discussion followed wherein Mayor Morehead stated the
main motion without the amendment, if carried, would
leave Rosehaven exactly as it was and the City would
have no control.
The amendment to the main motion was declared dead for
lack of a second.

Acting Chief Administrative Officer Balkus reviewed the re-
port regarding a press room for the Pasadena Star-News which
suggested that no action be taken by the Council at this
time pending a review of the City's space needs.
Mr. Harry Bortin, 11904 Colina Road, Whittier, stated he
was a reporter and photographer for the Pasadena Star-
News and Independent; that Baldwin Park was the hub Of
the area he reported on; that the press room would be a
help not only to his paper but also the rest of the
press; that other cities such as Pasadena, West Covina,
Los Angeles and Paramount provided press rooms; that
he understood there was room available in the City Hall
that could be used as a press room and he would appreciate
anything the Council could do regarding this matter.
Discussion followed.
COUNCILMAN BISHOP MOVED THAT THE CITY COUNCIL CONCUR WITH
THE RECOMMENDATION OF THE CHIEF ADMINISTRATIVE OFFICER AND

be $9,110.51.

Discussion followed regarding the alternates and automatic
transmissions, wherein Chief of Police Best stated that
the Chrysler products this year were providing a 50,000
mile warranty on the entire power train including the
transmission; that the unit prices on the bids were for
stick shift and did not include the prices on the alternates.
In answer to a question by Councilman Morehead, Chief of
Police Best stated he recommended both the bucket seats
and electric rear windows:
Councilman Holmes stated, in his opinion, the difference
in maintenance cost according to the City's experience
would justify the purchase of Plymouths the second low
bid).
City Attorney Flandrick stated the Council could select
any of the bids as long as it was determined this was
the lowest responsible bidder.
The Council agreed on the plymouths and bucket seats.
Chief of Police Best stated he thought alternators were
standard equipment on Plymouths.

City Engineer Young reported on the supplemental agree-
ment for change in alignment on Ramona from Bogart to
the Wash; that there was $3600.00 additional cost to
the sanitary sewer district for the replacement of the
concrete pavement; that the contractor allowed the cost
of the asphalt; that this as explained some time ago
was due to the gas and water lines on one side and the
telephone conduits and poles on the other side; that Mr.
Schreiner had approved this verbally on the telephone;
that he had examined the supplemental agreement and asked
that the names of the firms be added; that tonight would
be a verbal authorization to proceed with the work and
the supplemental agreement would be brought to the Council
at the next meeting.

City Engineer Young reported regarding Tract 28515
stating that the dry sewer had been laid out in the
tract; that the plans had been submitted; that this tract
would drain down into Harlan; that this was a covered
drain with square ends; that the drainage pipe was running
into a lot of money; that if the City could combine a
sewer easement with a drainage easement across the two
properties, one on Grace and one on Filhurst it could
save the contractor money; that the contractor had been
unable to get an easement across the two parcels for this
purpose; that there was an existing drain just east of
Filhurst at the present time that has been used.
Discussion followed regarding the fact that this tract
had to be recorded by October 18, 1963; that the street
vacation involved would not affect this recording;
that the resolution approving this tract was not before
the Council.
Mr. David Scott, Engineer representing Mr. Levin, stated
the problem was the critical escrow period; that the
County had certified that the map was technically correct;
that Mr. Young had agreed with that and they requested"
that it be approved; that the papers were drawn and the
loans set to record as soon as the tract records on
Friday; that Mr. Levin, developer, was in the audience;
that the map was set for the Council Agenda last week;
that he would have thought the resolution would have been
already drawn subject to the approval this evening; that
the maps were submitted to the City today.
Discussion followed wherein City Attorney Flandrick stated
if it was the wish of the Council he would draft the resolu-
tion at this time.
The Council instructed that the resolution be drafted.

City Engineer Young reported on Tract No. 28516 stating
this is one'where sewers were directed to be installed
and the developer had requested that in Paragraph I an
alternate be put in that if the sewer was connected on
Ramona from Valle Vista to West Ramona that he would
hook into i t that if it was not constructed under
District No. 2 then he would be required to connect
from Valley Vista down Center into West Ramona; that
a twelve inch line had been designed as required by
District No. 2; that there was a letter from the
contractor.
Councilman Holmes stated as he understood it, if District
No. 2 was not in by the time the subdivision was completed,
he would then put in the trunk line as originally outlined.
City Attorney Flandrick stated as he understood, either
the developer constructs a sanitary sewer system as such
and hooks into Ramona Boulevard or in the alternative if

he wants fo-'take the chance of not getting a certificate
of occupancy on the homes he doea,not have to make that
connection if the second sewer district goes through.
Mr. Flandrick stated his suggestion was, that the first
alternative would be construct and install the sanitary
sewer system as such in the tract and hook it up to
Ramona Blvd.; that the second alternative would be not
make the connection to Ramona Blvd. merely install the
sanitary sewer system in the tract to the various homes
and take a chance on the second sewer district being a.
formed and not protested out b. completed by the time
he was ready to occupy.
The applicant stated they were willing to conform but
did not want to pay out money that they did not have to;
that they wanted to get reimbursed if a main went in
there.
Further discussion followed.
City Engineer Young recommended to accept the plans and
put the alternate in and then this would give the lee-
way that if district 2 went through and he was not ready
to hookup then either get the contractor to put this
line in so he can hook in or put a temporary line down
there which would be removed by the contractor.
The applicant stated this was acceptable to the sub-
divider.

Acting Chief Administrative Officer Balkus stated that a
Mr. Anderson had been in wanting to know the City's
intentions regarding the Flood Control Property by the
wash on the other side of Pacific; that the Chief
Administrative Officer had been instructed to contact
the County and as yet there was no written recommendation
from the staff.
COUNCILMAN HOLMES MOVED THAT THE MATTER AS OUTLINED BY
THE ACTING CHIEF ADMINISTRATIVE OFFICER BE BROUGHT ON
THE AGENDA. COUNCILMAN MOREHEAD SECONDED. There were
no objections, the motion carried and was so ordered
by Mayor Bloxham.
Mr. Ed Anderson, 3758 North Vineland, Baldwin Park,
asked that Mr. Young state what he had stated to him
on the telephone.
City Engineer Young explained that the County had stated
they would release the property when they were sure the
City did not want it for the purposes for which it had
been planned.
Mr. Anderson stated that Mr. Nordby told him he had been
negotiating with the County for some time and that he
wants the County to meet the funds with the City to put
this road in; that In order to do this they would have
to condemn the property, was this right;, that there was
ten 10) feet that would still belong to the property
owners between the road and the flood control. He
brought out that there was a subdivision to be submitted
if they could purchase the Flood Control property and
showed the proposed map to Council.
Councilman Holmes stated the gentleman was speaking of
a subdivision between Vineland and the wash and south
of Pacific between Pacific and Merced; that this was the
same property that the Council had denied the R-3 on a
long lot deal and that was what brought about the City

COUNCILAN BISHOP MOVED THAT THIS MATTER BE HELD OVER UNTIL MOTION MADE
MR. NORDBY'S RETURN AND HE COMES UP WITH A RECOMMENDATION.

Councilman Holmes stated that, in his opinion, this sub-
division map would accomplish what we wanted to do in
the first place"; that the Chief Administrative Officer
should be instructed to contact the County and tell them
the City was no longer interested in this property; that
the last letter the Council had regarding this matter
was that funds were not available.
City Attorney Flandrick stated that there had been
letters and conversations with the office of Mr. Bonelli
indicating that this was still an active proposal that
they were going to consider; that the County had indicated
they wanted a different design for Stichman before con-
sidering it and he believed Mr. Nordby_was going to
bring before the Council a request to consider the
re9esign of Stichman to go through; that if this happened
and the County accepted it there would be approximately
$1'70,000.00 worth of County Aid to City funds available.
Discussion followed regarding the road and possible con-
demnation of the ten feet between the flood control property
and the road.
Mr. Anderson gave a copy of the proposed subdivision map
to the City Clerk.

Regarding Sewer District 61-A-I Councilman Holmes asked if
it was possible to reverse the payments so that the interest
payment would be due in December and the principal pay-
ment in July.
City Attorney Flandrick stated no; that this was set up by
State law.

NON AND THE NEXT COUNCIL MEETING ASK FOR BIDS FOR RESURFAC-
ING LOS ANGELES STREET FROM MAINE STREET WESTERLY ONE

The motion was withdrawn.
Councilman Morehead stated that Los Angeles Street
needed something done to it in the next two or three
weeks or one month.
Discussion followed that the truck ordinance should be
enforced.

City Clerk Balkus announced that it was the time and
place fixed for a public hearing on CP-16, an application
submitted by Andrew A. and Nelli M. Nemeth for a Condi-
tional Use Permit to establish and maintain a dog breed-
ing kennel in the M-1 light manufacturing) zone at 1318
Virginia Avenue.
City Clerk Balkus stated that the required publication
and postings had been accomplished.
Planning Director Kalbfieisch presented a resume of the
case and stated that the Planning Commission had adopted
a resolution recommending approval on September 25, 1963,
Res. No. P.C. 63-132.
TESTIMONY IN BEHALF OF THE REQUEST WAS CALLED FOR BY
MAYOR BLOXHAM.
Mr. Andrew Nemeth, 1318 Virginia Avenue, Baldwin Park,
stated they had applied and the Planning Commission had
rezoned the entire area M-1 and this was a culmination
of the effort by applying for a conditional use permit
to establish and maintain a dog breeding kennel; that
they raised dogs just for show; that he had received
the recommendation of the Planning Commission; that this
had been signed, notarized and returned to the Planning
Department.
Councilman Holmes stated, in his opinion, the dog kennel
might have a deteriorating effect on any future M-I
development; that this area had a high potential being
next to the City of Industry, good sewer line and on the
railroad.
As there was no one else in the audience desiring to speak
either in behalf of or in opposition to CP-16, Mayor
Bloxham declared the public hearing closed.
COUNCILMAN BISHOP MOVED THAT THE CITY COUNCIL CONCUR WITH
THE PLANNING COMMISSION RESOLUTION NO. P.C. 63-132 AND
