The City Council of the City of Baldwin Park met in regu!ar session at the above place at 7:30 p.m. Councilman Bishop led the salute to the flag. There were no objections, the APPROVED AND FURTHER motion carried and was so ordered by Mayor Bloxham. READING WAIVED 00- City Clerk Balkus presented the City Treasurer's report on INVESTMENT OF CITY Investment of City Funds October 1963. FUNDS OCT. 1963 COUNCILMAN BISHOP MOVED THAT THE CITY TREASURER'S REPORT RECEIVED & FILED BE RECEIVED AND FILED. COUNCILMAN HOLMES SECONDED. There were no objections, the motion carried and was so ordered by Mayor Bloxham. 00- i Mr. William Ebaugh explained that under the agreement with WM. EBAUGH the City, the City Council was to receive a report on the REPORT ON GROUP loss ratio on the group Premium as of October 1, 1963. PREMIUM LOSS RATIO He stated that there was a 26% loss ratio which was quite satisfactory. There was NO ACTION REQUIRED; report for information only. NO ACTION REQUIRED 00- City Attorney Flandrick reported that he had examined the REPORT RE records pertaining to the adjudication of the Baldwin Park ADJUDICATION Bulletin and in view of his findings he recommended that BAL.DWIN PARK BULLETI; the Council direct him to file a stipulation of judgment In effect, an agreement between the City and the Bulletin) to the effect that the City agrees with the contention of the newspaper that it is qualified as a newspaper of general circulation within the City provided that no legal advertising need take place In the newspaper until the first day of July, 1964. She asked if the new owner could operate twenty spaces. Planning Director Kalbfleisch stated he would check the records for a resolution granting twenty spaces. There was discussion regarding the present use of the property being nonconforming wherein City Attorney Flandrick suggested that a zone change application be filed if Mrs. igna wished the property to become con- forming. Mr. Jim Duncan, 2252 Gatewood Street, Glendale, stated he would like to have it clarified before he bought the property; that he understood that plans had been approved approximately one year ago for twenty trailer spaces plus nine units and a house. Planning Director Kalbfleisch stated he was not aware of any plans that had been approved and asked that a copy of the resolution approving this be submitted to the Planning Department; that he would check the City's records. 00- November 6, 1963 Page 3 RES. City Clerk Balkus administered the oath to those in the audience desiring to be heard during the meeting. City Clerk Balkus stated the required publication had been accomplished. Planning Director Kalbfleisch presented a resume of the case and stated that the Planning Commission had adopted a resolution of denial. TESTIMONY IN BEHALF OF THE ZONE CHANGE WAS CALLED FOR BY MAYOR BLOXHAM. Mr. Tracy Bousman, 212 South First Avenue, Arcadia, stated in his judgment there was adequate access to this property; that Garvey Avenue made no immediate connection with the freeway at this point but a short distance to the east at Frazier Avenue it did; that there was access and exit going north; that this property was unsuitable for single family residence; that in his judgment it was not good planning to have an R-I zone against a C-2 zone without a buffer; that the lots were eighty 80) feet by four hundred 400) feet in depth; that at the most there would be two hundred fifty 250) cars in that area. He stated that the original request was for R-3 but due to the recorrrnendation of the Planning Director he addressed a letter to the Council agreeing to accept an R-2 in lieu of R-3 if in the judgment of the Council this was more advisable. letter in official files). He stated that there would be access to West Garvey, Syracuse north to Ramona and Bess Avenue to Rivergrade Road; that Bess Avenue was not at this time improved. As there was no one else in the audience desiring to speak either in behalf of or in opposition to Z-148, Mayor Bloxham declared the public hearing closed. Councilman Holmes stated that R-i would require substantial street improvement; that he did not agree with R-3 but thought that the R-2 request should be well taken. Councilman Morehead stated in his opinion this area was a prime area for urban development. Councilman Bishop stated he thought this area ideal for R-3 zoning; that it was a good area for a shopping center also but he did not agree with R-2 zoning. Mayor Bloxham stated he agreed with R-2 or R-3 zoning for this area. Discussion followed regarding urban development; that the west end of Baldwin Park had a better potential for shopping centers that anywhere in Baldwin Park in Council- man Bishop's opinion; that urban development would be at least five 5) to seven 7) years in the future. Mr. Martin Gould, owner of the property, 1245 South Grand Avenue, Pasadena,- California suited be felt this was the highest and best use he could conceive of; that this would serve as a buffer between the commercial zone and R-3. Mrs. Maggie McDevitt, 3025 North Maine Avenue, Baldwin Park, stated she owned Lot 21, adjacent to Mr. Gould's property which was Lot 19 and 20; that this motel would be behind Twin Gables and she did not approve of a motel behind Twin Gables; that she had lived at this location for twenty-six 26) years; that It was not a suitable location because this was a deadend street; that traffic was a problem in this area at the present time. He stated that the recommendation was that no money be spent on the temporary Improvement of Los Angeles; and that condemnation proceedings be started immediately for acquisition of the remaining portions of right-of-way for approximately eighty-five 1'85) parcels) and that every effort be made to expedite the permanent widening and improvement of Los Angeles Street within the reach of the construction plans that have been prepared and accepted and ere in the Engineering file, for which money had been allocated. City Attorney Flandrick stated if It was agreeable with the Council that at the next meeting he would present to the Council a memorandum from J. A. Mann, an apprai- ser, and from Jack O'Brien; that he suggested that the Council employ two appraisers; each to do one-half of the project, one acting as the back up appraiser for the other in case of litigation; that it should be completed in approximately one and one-half months. Discussion followed that this area was in Sewer District No. 3 wherein City Engineer Young stated that the plan was to put In the permanent street; that this street was to be double lined and would not tear up the center of the street when the sewer was put in.
