Mr. William Ebaugh explained that under the agreement with WM. EBAUGH
the City, the City Council was to receive a report on the REPORT ON GROUP
loss ratio on the group Premium as of October 1, 1963. PREMIUM LOSS RATIO
He stated that there was a 26% loss ratio which was quite
satisfactory.
There was NO ACTION REQUIRED; report for information only. NO ACTION REQUIRED

City Attorney Flandrick reported that he had examined the REPORT RE
records pertaining to the adjudication of the Baldwin Park ADJUDICATION
Bulletin and in view of his findings he recommended that BAL.DWIN PARK BULLETI;
the Council direct him to file a stipulation of judgment
In effect, an agreement between the City and the Bulletin)
to the effect that the City agrees with the contention of
the newspaper that it is qualified as a newspaper of general
circulation within the City provided that no legal advertising
need take place In the newspaper until the first day of
July, 1964.
COUNCILMAN HOLMES MOVED THAT THE COUNCIL CONCUR WITH THE MOTION TO CONCUR

Mrs. Eugenia Igna, 12819 East Garvey Boulevard, Baldwin
Park, stated she had a buyer for one of her properties
at 12793 East Garvey; that she now had a permit for ten
spaces and approximately one and one-half years ago she
had had a permit for twenty spaces; that the plans had
been approved. She asked if the new owner could operate
twenty spaces.
Planning Director Kalbfleisch stated he would check the
records for a resolution granting twenty spaces.
There was discussion regarding the present use of the
property being nonconforming wherein City Attorney
Flandrick suggested that a zone change application be
filed if Mrs. igna wished the property to become con-
forming.
Mr. Jim Duncan, 2252 Gatewood Street, Glendale, stated
he would like to have it clarified before he bought
the property; that he understood that plans had been
approved approximately one year ago for twenty trailer
spaces plus nine units and a house.
Planning Director Kalbfleisch stated he was not aware of
any plans that had been approved and asked that a copy
of the resolution approving this be submitted to the
Planning Department; that he would check the City's records.

City.Clerk Balkus announced that the hour of 8:00 p.m.
having arrived that It was the time and place fixed for
a public hearing on Z-148, an application submitted by
Tracy Bousman requesting a change of zone from A-I light
agricultural) zone to R-3 heavy multiple family residential)
zone or more restrictive use for property located at.12750
and adjacent lots on Torch Street.
City Clerk Balkus administered the oath to those in the
audience desiring to be heard during the meeting.
City Clerk Balkus stated the required publication had
been accomplished.
Planning Director Kalbfleisch presented a resume of the
case and stated that the Planning Commission had adopted
a resolution of denial.
TESTIMONY IN BEHALF OF THE ZONE CHANGE WAS CALLED FOR BY
MAYOR BLOXHAM.
Mr. Tracy Bousman, 212 South First Avenue, Arcadia, stated
in his judgment there was adequate access to this property;
that Garvey Avenue made no immediate connection with the
freeway at this point but a short distance to the east at
Frazier Avenue it did; that there was access and exit
going north; that this property was unsuitable for single
family residence; that in his judgment it was not good
planning to have an R-I zone against a C-2 zone without
a buffer; that the lots were eighty 80) feet by four
hundred 400) feet in depth; that at the most there would
be two hundred fifty 250) cars in that area. He stated
that the original request was for R-3 but due to the
recorrrnendation of the Planning Director he addressed a
letter to the Council agreeing to accept an R-2 in lieu
of R-3 if in the judgment of the Council this was more
advisable. letter in official files). He stated that
there would be access to West Garvey, Syracuse north to
Ramona and Bess Avenue to Rivergrade Road; that Bess
Avenue was not at this time improved.
As there was no one else in the audience desiring to speak
either in behalf of or in opposition to Z-148, Mayor
Bloxham declared the public hearing closed.
Councilman Holmes stated that R-i would require substantial
street improvement; that he did not agree with R-3 but
thought that the R-2 request should be well taken.
Councilman Morehead stated in his opinion this area was
a prime area for urban development.
Councilman Bishop stated he thought this area ideal
for R-3 zoning; that it was a good area for a shopping
center also but he did not agree with R-2 zoning.
Mayor Bloxham stated he agreed with R-2 or R-3 zoning for
this area.
Discussion followed regarding urban development; that the
west end of Baldwin Park had a better potential for
shopping centers that anywhere in Baldwin Park in Council-
man Bishop's opinion; that urban development would be
at least five 5) to seven 7) years in the future.

p!ace fixed for a pub!ic hearing on ZV-86, an application
submitted by A. W. Cole arni T. A. Colwick to remove
the minimum lot size restr!ctions on property presently
in the A-1 light ag;icultural) zone to permit the crea-
tion of three 3) substandard size lots for property lo-
cated between 3566 and 3620 Van Wig Avenue.
City Clerk Balkus stated that the required publication,
mailings and postings had been accomplished.
Planning Director Kalbfleisch presented a resume of the
case and stated that the Planning Commission had adopted
a resolution of denial on September 25, 1963, P.C. Res.
No. 63-139.
TESTIMONY IN BEHALF OF THE REQUEST WAS CALLED FOR BY MAYOR
BL OXHAMI.
Mr. Tom Colwick, 3438 North Maine, Baldwin Park, stated
the other lots in this area 25) were on lots of fifty
50) by one hundred 100). He explained the purchase
of the property and stated that he thought they had three
lots and found that they were one hundred thirty 130)
square feet short in each lot; that in his opinion it
would look better to have the front elevations remain
the same rather than have two lots In the block eighty
80) feet wide.
TESTIMONY IN OPPOSITION TO THE REQUEST WAS CALLED FOR
BY MAYOR BLOXHAM.
Mr. James Q. Gibson, 13268 East Francisquito, Baldwin Park,
stated he was opposed to a variance for substandard lots.

Mayor Bloxham declared the public hearing closed.
Discussion followed that these would be the only eighty

Mr. Martin Gould, owner of the property, 1245 South
Grand Avenue, Pasadena,- California suited be felt this
was the highest and best use he could conceive of; that
this would serve as a buffer between the commercial zone
and R-3.
TESTIMONY IN OPPOSITION TO THE REQUEST WAS CALLED FOR BY
MAYOR BLOXHAM.

graded with the adoption of the 1961 Edition, Volume 1;
that copies of this ordinance could be viewed in the
City Clerk's Office.

being upgraded including services, minimum sub feet in
apartment buildings and fee schedules etc. He stated
that there would be 11 Inch minimum conduit and 3 No. I
wires or 3 No. 3 wires would be permitted,; that there
would be a minimum switch of 100 amp and a circuit
breaker of 100 amp; that grounded metal boxes would be
required with the exception of In the bedroom.

Councilman Morehead stated he was not present when this
Item first came before the City Council; that he did listen
to the records pertaining to this case; that he did not
believe he missed any of the testimony for or against;
that he found, in his opinion, with no objections from
anyone, that this heliport should be allowed on a certain
term basis.
Councilman Bloxham stated he rode in the helicopter;
that in his opinion this request represented progress.
Councilman Bishop stated he had not changed his mind on
this request.
Councilwoman Taylor suggested that the request be given
a six months to one year trial run.
City Attorney Flandrick stated that an absolute time
limitation could be made or provision of six months or
one year.
COUNCILMAN MOREHEAD MOVED THAT THE CITY COUNCIL CONCUR
WITH THE PLANNING COMMISSION AND APPROVE CONDITIONAL USE
PERMIT CP-15 SUBJECT TO THE FOLLOWING CONDITIONS: THAT
THE FIRST PERMIT BE GRANTED FOR A SIX MONTHS PERIOD; IF
THE HELIPORT PROVES TO BE SATISFACTORY AND IF SO DESIRED
BY THE CITY COUNCIL THIS PERMIT WILL BE EXTENDED ONE YEAR
AT A TIME FOR A PERIOD OF TWO YEARS; THAT AFTER THE SECOND
ONE YEAR'S EXTENSION IF IT IS STILL SATISFACTORY AND
THERE ARE NO OBJECTIONS THAT IT BE APPROVED UP TO A FIVE
YEAR BASIS AS STATED IN THE APPLICATION. COUNCILWOMAN
TAYLOR SECONDED.

his intent that each extension of tI{e permit be by public
hearing in front of the City Council.

Discussion followed.
Mr. Anderson stated there would be a ten 10) foot piece
of property belonging to the property owners including
himself. He asked how the City would acquire that ten
feet and who was going to take over the Flood Control
land.
Chief Administrative Officer Nordby stated there was a
difference of opinion between the staff and himself;
that there was a design submitted to the County calling
for an egress on the north end of the property going
out to Vineland; that he did not feel another access
from Stichman should be made on Pacific; that there were
existing traffic problems; that he felt the proposed
cul-de-sac should have an access on Vineland and any
traffic going out on Pacific should go to Vineland;
if Stichman is cut off and traffic not allowed to flow
on Pacific we would cut off forever the possibility of
getting any County Aid because In order to qualify for aid
the street pattern must be connected with a street that
was considered by the County as one of general public
interest.
The motion carried by the following vote:
A gentlemen spoke regarding the Tract on Center Street
that was turned down asking for a letter from the
Council or the City Attorney to the effect that in June
when the referendum would be lifted that they could go
ahead and build; that in the meantime they could do all
of their engineering and preliminary work.
City Attorney Flandrick advised that this would not be
a proper procedure.

was a subdivision for a condominium development on property
located at 3000 through 3070 inclusive North Vineland
Avenue.
Discussion followed regarding the recommendation that the
City Council consider the possibility of the City relingquish-
ing all rights to the Flood Control property abutting and
adjacent to the property which was presently owned and
developed by the Roseglen Construction Company; that this
was to be used for recreational area.

City Attorney Flandrick stated he had dictated a draft of RE AGREEMENT
an agreement today on this subject Imposing all of the
conditions and restrictions that the Planning Commission
had in mind; that he would send to their attorney and If
approved by them he would present this agreement along with
the resolution of approval at the next Council meeting.
City Attorney Flandrick commented that the Council had Z-188 PENDING
pending Z-188 which was held over to consider the zone
case and tract map together; that the granting of the zone
change would have no effect on the present use of the
property; that It was his opinion that they could sell
air space under their variance; that this particular
thing under the present ordinance would not lend itself
to a conditional use permit but in this contract it
would be tied down to a specific use and in addition
they would have to supply a plot plan of what they
intended to put on the property; that they had indicated
their-engineer-had such a plot plan. Indicating what'-structures
would go on the.surplus land; that he did not know what
they were but they were recreational in character.
Discussion followed as to whether this was a special use
permit or a zone variance and regarding the drainage grill
to the east off of the Garvey service Road not having been
put in according to the grading plan.

Regular Meeting of the Baldwin Park City Council
Discussion followed and it was the consensus that the
personnel rules and regulations should be tentatively
approved by the City Council prior to being submitted
to the City Employees Association
Discussion following concerning a date the meeting could
be adjourned to but no date was determined,

Chief Administrative Officer presented to the City Council
the Statement of Revenue and Appropriations for the City
of Baldwin Park for the Period Ended September 30, 1963.

City Engineer Young presented his report regarding the
recommendation of temporary improvement of Los Angeles
Street. He stated that the recommendation was that no
money be spent on the temporary Improvement of Los Angeles;
and that condemnation proceedings be started immediately
for acquisition of the remaining portions of right-of-way
for approximately eighty-five 1'85) parcels) and that
every effort be made to expedite the permanent widening
and improvement of Los Angeles Street within the reach
of the construction plans that have been prepared and
accepted and ere in the Engineering file, for which
money had been allocated.
City Attorney Flandrick stated if It was agreeable with
the Council that at the next meeting he would present
to the Council a memorandum from J. A. Mann, an apprai-
ser, and from Jack O'Brien; that he suggested that the
Council employ two appraisers; each to do one-half of
the project, one acting as the back up appraiser for
the other in case of litigation; that it should be
completed in approximately one and one-half months.
Discussion followed that this area was in Sewer
District No. 3 wherein City Engineer Young stated
that the plan was to put In the permanent street;
that this street was to be double lined and would
not tear up the center of the street when the sewer
was put in.
Discussion followed regarding temporary Improvement.
COUNCILMAN BISHOP MOVED THAT THE CITY ENGINEER BE IN-
STRUCTED TO COME BACK WITH AN ESTIMATED FIGURE FOR A
TEMPORARY JOB ON LOS ANGELES STREET AT THE NEXT MEET-
ING. COUNCILMAN HOLMES SECONDED. There were no objec-
tions, the motion carried and was so ordered by Mayor
Bloxham.
Discussion regarding authorization for condemnation
title reports.
COUNCILMAN BISHOP MOVED THAT THE CITY COUNCIL AUTHORIZE
THE OBTAINING OF TITLE REPORTS ON ALL PARCELS ON LOS
ANGELES STREET AND IN ADDITION COME BACK WITH-.A REPORT
ON THE COST OF APPRAISALS AND MAKE RECOMMENDATIONS.
COUNCILMAN MOREHEAD SECONDED. The motion carried by the
following vote:
