The City Council of the City of Baldwin Park met in ad-
journed regular session at the above place at 7:00 p.m.
Roll Call: Present: COUNCILMEN BISHOP, HOLMES,
MOREHEAD, TAYLOR AND MAYOR

Councilman Holmes introduced a resolution opposing the
Southwest Water Plan Udall).
COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL ADOPT A
RESOLUTION OPPOSING THE SOUTRNEST WATER PLAN. COUNCIL-
MAN MOREHEAD SECONDED. The motion carried by the follow-
ing vote:
AYES: COUNCILMEN HOLMES, MOREHEAD, BISHOP,
TAYLOR AND MAYOR BLOXHAM
NOES: NONE
ABSENT: NONE
The Council instructed the City Attorney to prepare
the resolution.

Discussion followed regarding proposed Ordinance No. 322,
wherein Chief Administrative Officer Nordby stated that
the City Attorney had stated he had some changes he wanted
to make.
The Council indicated this would be considered at the
next regular meeting.

The Council proceeded with their study of the proposed
Personnel Rules and Regulations.
The Council discussed that these rules would apply to
all present and future employees and be effective at
once when approved by Council.

COUNCILMAN MOREHEAD MOVED THAT SUBPARAGRAPH g) UNDER
SECTION 147 BE OMITTED IN ITS ENTIRETY.
The motion died for lack of a second.
COUNCILMAN HOLMES MOVED THAT SUBPARAGRAPH g) OF SECTION
147 BE LEFT AS IT IS WRITTEN. COUNCILWOMAN TAYLOR SECONDED.
The motion carried by the following vote:
AYES: COUNCILMEN HOLMES, TAYLOR, BISHOP

Councilman Holmes suggested, and the Council agreed, to
add to the end of Section 155 financial standing, credit
rating and police record.".
Discussion followed regarding Section 156 f).
COUNCILMAN HOLMES MOVED THAT POLYGRAPH EXAMINATIONS,
SECTION 156 f) BE LEFT IN. MAYOR BLOXHAM SECONDED.
The motion did not carry by the following vote:

Mayor Bloxham introduced Mrs. Dorothy Clark, a new
reporter with the Sentinel.

Councilman Holmes suggested, and the Council agreed,
that on Page 6, the second line, the sentence starting
The C.A.O. should be amended to read The
C.A.O. or City Council may require, at any time, re-
examination of eligibles or employees to determine
whether they continue to possess the required physical
fitness for the work,"
Discussion followed regarding Section 158, Conduct of
Tests.
COUNCILMAN HOLMES MOVED THAT SECTION 158 BE AMENDED TO
READ THAT TESTS SHALL BE CONDUCTED BY THE COUNTY CIVIL
SERVICE, STATE PERSONNEL BOARD, SHERIFFS DEPARTMENT OR
OTHERS UNDER TERMS AND CONDITIONS CONTRACTED FOR AND
APPROVED BY THE.COUNCIL UNDER THE D I RECT I Oil OF THE C.A.O.

COUNCILMAN BISHOP MOVED THAT THE COUNCIL ESTABLISH THAT
70% BE A PASSING GRADE WITH 50% ORAL AND 50% WRITTEN
AND THE COUNCIL SHALL BE SUPPLIED WITH A LIST CF ALL
EXAMINATIONS. COUNCILMAN HOLMES SECONDED. The motion
carried by the following vote:
AYES: COUNCILMEN BISHOP, HOLMES, PMVOREHEAD,
TAYLOR AND MAYOR BLOXHAM

Preference.
COUNCILMAN BISHOP MOVED THAT SECTION 160 BE DELETED.

DELETED. COUNCILMAN MOREHEAD SECONDED. The motion
carried by the following vote:

The Council agreed to add to the end of Section 170 The
City Council shall be supplied with a list."
The Council agreed to delete the second sentence of
Section 171 which read The duration of a certified
list may be extended once, for a period not to exceed
six months, by the C.A.O.".
Councilman Holmes pointed out an error in Section 172
a) stating that it should read For any one of the
reasons stated in Section 147, Rule III" not Rule IV.
The Council agreed that the third sentence from the
bottom on Page 7 should read his name to the list, within
thirty 30) days from the date of removal, not
ninety 90) days as stated.
The Council agreed to change the last paragraph of Section
178 to read No person shall be appointed to a position
as a Public Safety Employee unless he be between the ages
of twenty-five 25) and forty 40) years, at the time of
appointment.". This section did read between twenty-one
21) and forty 40) years.
Discussion followed regarding Section 180, Temporary
Appointment.
Councilman Holmes suggested adding a) and b) from
the original draft which would break down as how and
why the temporary appointments were to be made.
COUNCILWOMAN TAYLOR MOVED THAT THE COUNCIL ADD SECTION
a) AND b) FROM THE OLD MULES AND REGULATIONS TO SECTION

a) To fill a temporary full-time or part-time
seasonal, or per diem position when such position
is expected to be abolished within six months."
b) The appointment shall not exceed six 6)
months, excepting that i.t may be extended for
subsequent period for the good of the service
subject to the approval of the Council."
Discussion that the last sentence of Section 180 would read
Temporary appointments shall be made only under the
following conditions:" and then a) and b) to follow.
There were no objections, the motion carried and was
so ordered by Mayor Bloxham.
Councilman Morehead suggested, and the Council agreed, to
strike the words or employee" in the third line of
Section 181, Emergency Appointments. In the fifth line
the Council agreed that the first word would be officer"
not employee.
Councilman Holmes suggested, and the Council agreed,
to add Section 182. The Council shall be advised of
any and all appointments made within 24 hours of the time
that the employee is hired."
Councilman Bishop suggested, and the Council agreed,
to change Section 185 a) to read For the initial
appointment to a position as a public safety employee,
the probationary period shall be for a period of
six 6) months;"; and that c) should read Public safety
employees: not less then twelve 12) months, said
period of time to be determined by the C.A.0."
Councilman Holmes suggested, and the Council agreed,
to delete the last two paragraphs of Section 186, on Page
10.
Councilman Holmes suggested, and the Council agreed, to
add Section 193 to read The C.A.0. or City Council may
request reexamination or testing of any employee at any
time; such test to be the regular test given for the new
employee of the department where he is employed."
Extensive discussion followed regarding Section 200,
Vacations.
COUNCILMAN BISHOP MOVED THAT THE CITY COUNCIL PERMIT ONE
1) WORK DAY PER MONTH VACATION; ACCUMULATION NOT TO
EXCEED FIFTEEN I5) WORK DAYS; AND THAT VACATION BE TAKEN
AT ONE TIME.
Discussion followed.
The motion died for lack of a second.
Further discussion followed.
Councilwoman Taylor stated, in her opinion, the employees
should get what they have now and that Rule XI a) should
be adopted as it was written.
There were no objections and it was so ordered by Mayor
Bloxham.
The first sentence of Section 200 b) was amended to read
as follows: No vacation shall be taken until the officer
or employee has worked for the City continuously for one 1
yearn.

MAYOR BLOXHAM MOVED THAT SECTION 203 MILITARY LEAVE)
BE DELETED. COUNCILMAN BISHOP SECONDED. There were no
objections, the motion carried and was so ordered by
Mayor Bloxham.
The Council agreed that Section 204 should read LEAVE
OF ABSENCE: The Council may grant an employee leave of
absence, without pay, for a period not to exceed ninety
days, upon The section did read one I) year.
The Council agreed,with Councilman Morehead dissenting,
to add to the end of Section 206, Regular Hours of Work
the following" except C.A.O., Department Heads, and
Assistant Department Heads.".
The Council agreed to add to the end of Section 207,
Overtime Compensatory Time the following:"Department
Heads and Assistant Department Heads shall not be entitled
to overtime or compensatory time. The present set up in
the Public Safety Department shall continue as presently
set up.".
The Council agreed to delete the last sentence of Section
209, Effective Date which read All heretofore existing
rules relating to leaves, vacations, and sick leave,
shall remain in full force and effect until said date.".
The Council agreed to delete Section 215, Demotion and
Section 216, Reduction in Pay.
The Council agreed to add to the end of Section 220,
Suspension and Council.".
The Council agreed to amend Section 222, Cause for
Dismissal, Subparagraph g) to read That the employee
has been convicted of any offense or misdemeanor; or".
The Council agreed to delete Section 225, Reinstatement.
COUNCILMAN BISHOP MOVED THAT SECTION 229 BE DELETED.
COUNCILMAN HOLMES SECONDED. The motion carried by the
following vote:

236.
COUNCILMAN HOLMES MOVED REGARDING SECTION 235) IN ANY
CASE OUTSIDE EMPLOYMENT SHALL NOT BE IN THE CITY, OR ANY
DIRECTORSHIP OR CHAIRMANSHIP OR OFFICE BE HELD IN ANY
OF THE ABOVE OUTLINED ORGANIZATIONS; FAILURE TO ADVISE
DEPARTMENT HEADS AND C.A.O. OF OUTSIDE EMPLOYMENT SHALL
BE GROUNDS FOR DISMISSAL. COUNCILMAN BISHOP SECONDED.
The motion carried by the following vote:
AYES: COUNCILMEN HOLMES, BISHOP, MOREHEAD,
TAYLOR AND MAYOR BLOXHAM
NOES NONE
ABSENT: NONE
COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL ADOPT
THESE PERSONNEL RULES.AND REGULATIONS AS AMENDED.
Discussion followed that the City Attorney would have
to rule on all changes made by the Council this evening.
Councilman Holmes changed the wording of his motion
to read COUNCILMAN HOLMES MOVED THAT RESOLUTION NO.
63-160 BE ADOPTED AS AMENDED." COUNCILMAN BISHOP
SECONDED. The motion carried by the following vote:
AYES: COUNCILMEN HOLMES, BISHOP, MOREHEAD,
TAYLOR AND MAYOR BLOXHAM
