The City Council of the City of Baldwin Park met in
regular session at the above place at 7:30 p.m.
Councilman Holmes led the salute to the flag.

Before proceeding with her report City Treasurer Pugh QUESTION BY CITY
stated that the Personnel Rules and Regulations did not TREASURER PUGH
mention the Treasurer's Office in any way. She asked RE PERSONNEL RULES
if the City Treasurer should have been listed as a City AND REGULATIONS
Officer or a Department Head.
Discussion followed.
COUNCILMAN BISHOP MOVED THAT THE CHIEF ADMINISTRATIVE
OFFICER INSERT THE CITY TREASURER AS AN ELECTED OFFICIAL.
COUNCILMAN MOREHEAD SECONDED. There were no objections,
the motion carried and was so ordered by Mayor Bloxham.
City Attorney Flandrick stated the correction would be
to add City Treasurer" to Section 115 of Page 2, of the
Personnel Rules and Regulations.
City Attorney Flandrick explained that the Chief Administra-
tive Officer and the staff were presently preparing a
comprehensive classification schedule which would list
every position.

There was further discussion regarding whether or not the
City Treasurer was a Department Head.
The Council instructed the Chief Administrative Officer
and the City Attorney to review the State Statues to see
what the exact duties of the City Treasurer were and to
bring a report back at the next regular meeting.

were no objections, the motion carried and was so ordered

Mr. Robert Ficke, 814 West Woodcroft, Glendora stated he
wanted to discuss conditions relating to the City and
property adjacent to his; that on his R-3 property on
Baldwin Park Boulevard he had found a sign erected with-
out permission measuring approximately twenty 20) square
feet; tha he had seen similar signs erected in Baldwin
Park throuDhaut the City advertising an apartment house
located in the southwest corner of Baldwin Park; that on
a C-I propert% at 3033 Baldwin Perk Boulevard there was a
plumbing company occupying the premises ano hat they
were displaying materials outside the building; that the
building on this property was residential and was being
used as a warehouse and office; that plumbing components
were being manufactured at this location; that across from
14810 Badillo, which he owned, there were piles of trash;
that he had been told by a building and loan company they
would have loaned him $4,000.00 more on his property if it
were not for the condition of the property across from him;
that by the railroad trac'<s there was an area used as a
dump for the City Sleeper; that there was a for sale sign
advertising duplexes on the freeway off of Frazier Avenue,
which had been erected for two years; that he questioned
whether there had been a permit obtained; that he had seen
many violations of the Zoning Ordinance within the City;
that people should comply with the ordinance.

Mr. Urban J. Schreiner, O'Meiveny & Myers, commented on
the facts contained in the resolution and stated that both
he and Mr. Zelles of Stone & Youngberg would be at the
Council Meeting to be held on February 5, 1964; that the
bids would be opened,•on this date at 8:00 p.m. and the
bonds will be dated January 2, 1964.

City Clerk Balkus announced that the hour of 8:00 p.m.
having arrived that it was the time and place fixed for
the public hearing on Z-210, an application initiated
by the Baldwin Park Planning Commission, at the request
of the Baldwin Park City Council, to initiate a change
of zone from A-1 light agricultural) zone to R-I single
family residential) zone or more restrictive use for all
real properties presently in A-I light agricultural) zone
within the hereafter described boundaries: Puente Ave.
and Merced Ave. on the southwest and west; Ramona Blvd.
on the north; Pacific Ave. on the northeast; Baldwin Park
City Boundary on the southeast; San Bernardino Freeway
on the south.

City Attorney Flandrick reviewed a letter from the City
Attorney of the City of Inglewood dated December 26, 1963,
addressed to the City Attorneys of the cities in Los
Angeles, Orange and Ventura Counties, regarding a program
which would give cities an opportunity to support the
concept of home rule in the courts by the filing of
amicus briefs in appellate court. He statbd he was Chair-
man of the Committee that would decide what cases the
various cities would engage in; that eighteen IB) cities
had indicated by letter that they wish to participate; and
that if the City of Baldwin Park wished to participate he
requested that the City Council authorize him as City
Attorney to incur a litigation expense in an amount not
to exceed $100.00 in any fiscal year; that if fifty 50)
cities participate the cost of each brief would be $15.00
or $20.00 for each city; that the program was sponsored by
the League of California Cities.

He stated that the sewer lines had been inspected by
the County Sanitation District Inspector, Mr. Hal Williams,
as well as the City Inspector, Glenn Fritchie; that they
were found to be in excellent condition and very clean
and were now ready for hook-ups; that he recommended
acceptance of the sewer line in 61-A-I and permission
granted for all residents and business firms fronting
the lines to hook in.
City Engineer Young stated that there were still several
discrepancies in the clean up on the surface that the
Engineering Department felt should be cleaned up before
releasing the Contractor.

standpoint he recommended that this be denied.

City Engineer Young stated that It might be possible to
have the vault constructed in 1964; that the sewer line
would come underneath the vault.

Discussion followed concerning the need for signs direct-
ing traffic to the Hartland Hospital.
COUNCILMAN HOLMES MOVED THAT THE STREET DEPARTMENT BE
INSTRUCTED TO FORTHWITH GET THE PROPER HOSPITAL SIGNS
DIRECTING THE TRAFFIC TO THE HARTLAND HOSPITAL AT
FRANCISQUITO AND PUENTE TO COVER ALL OF THE CITY STREETS
AND IN THE LOCATION NEEDED AND GET THE JOB DONE, IN THE
VICINITY OF PUENTE AND THE FREEWAY ON AND OFF RAMPS
AND ALSO INCLUDE THE NECESSARY SIGNS WITHIN THE CITY ON
FRANCISQUITO AND POSSIBLY AT THE FRANCISQUITO TURNOFF.

THE CITY ENGINEERISREPORT AND RECOMMEND THAT THE FUNDS
FOR THESE SIGNALS BE PROVIDED IN THE UPCOMING BUDGET, IF
IT CAN'T BE HANDLED IN ANY OTHER MANNER.
Discussion followed wherein City Attorney Flandrick stated
that the Public Utilities Commission had apparently indica-
ted this was their desire; that it might not be acceptable
to Pacific Electric.
The motion was withdrawn.
COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL CONCUR WITH
THE RECOMMENDATION OF THE CITY ENGINEER AND THAT WE
COOPERATE WITH THE PROJECT OF SIGNALIZING THESE CROSSINGS
PROVIDED IT IS APPROVED BY THE PACIFIC ELECTRIC. COUNCIL-
WOMAN TAYLOR SECONDED.
Discussion followed.
City Attorney Flandrick stated, in his opinion, how the
matter should be handled.
The motion was withdrawn.
COUNCILMAN HOLMES MOVED THAT HIS MOTION WAS AS STATED
BY THE CITY ATTORNEY THAT THE CITY ENGINEER, CITY ATTORNEY
AND CHIEF ADMINISTRATIVE OFFICER BE INSTRUCTED TO OBTAIN
FROM PACIFIC ELECTRIC COMPANY A FIRM COMM-ITTMENT ON WHAT
PERCENTAGE IF ANY OF THE COST INVOLVED AS FAR AS INSTALLA-
TION AND MAINTENANCE IS CONCERNED AND BRING A REPORT
