The City Council of the City of Baldwin Park met in ad-
journed regular session at the above place at 7:00 p.m.

Rpuncilman Holmes pointed out that apparently through an
oversight the stop signs were removed at Athol and Fair-
grove at the school crossing.
COUNCILMAN HOLMES MOVED THAT THE STOP SIGNS BE REPLACED
AT THE SCHOOL CROSSING AT ATHOL AND FAIRGROVE AND THAT
THIS BE DONE TOMORROW BY TWELVE O'CLOCK NOON. COUNCILMAN
BISHOP SECONDED.
With the consent of the second the motion was withdrawn.
The Council instructed the City Attorney to prepare the
necessary resolution for stop signs to be replaced at
Athol and Fairgrove at the school crossing.

Councilman Holmes commented on the Merced and Vineland
intersection and the drainage on Vineland which originated
at Ramona; that the City Engineer had been instructed to
work up a cross gutter and rework the intersection; that
the water originated at Ramona and the railroad tracks;
that the water runs up over the rails on the side track;
that under the side track there was a deep culvert under
Ramona; that the culvert started out to be a sixteen 16)
Inch pipe and where it came out it was down to ten 10)
inches.
COUNCILMAN HOLMES MOVED THAT THE CITY ENGINEER AND THE
CHIEF ADMINISTRATIVE OFFICER SEE THAT THE CROSS GUTTER
PREVIOUSLY AUTHORIZED IS TAKEN CARE OF AT MERCED AND
VINELAND AND THAT THEY IMMEDIATELY GET IN TOUCH WITH
PACIFIC ELECTRIC AND WORK OUT AN IMPROVED DRAINAGE UNDER
THIS SIDE TRACK SO THAT THE WATER CAN ALL GET OUT OF
THERE AND IN CONNECTION WITH THAT THAT THEY BE AUTHOR-
IZER TO LONER THE GRADE AT DEPOT AND BADILLO SO THAT THE
WATER CAN FLOW OUT BAD IL LO AND GET OUT OF THERE,

There was further discussion wherein City Engineer Young
stated that a cross gutter with a small cut, no grill)
for nuisance water would be $200.00 to $250.00; that he
would not recommend spending a great deal of money on
this as it was listed as a Supplemental Project.

City Attorney Flandrick stated that Tract No. 28515 was RE TRACT NO. 28515
approved by the City Council on October 18, 1963; that in REQUEST FOR QUITCLA
1961 the City accepted, for public street purposes, a DEED
dedication of the area marked in red on map on wall) that
was not now needed for street purposes; that the City
proceeded through a street vacation proceeding and adopted
Resolution No. 63-149 on November 6, 1963; that the title
company had examined the title and ownership to the property;

Adjourned Regular Meeting of the Baldwin Park City Council
their title so that there was no encumbrance on these three
lots Lots 22, 23 and 24) they asked that the Council approve
a quitclaim deed in favor of the property owners to completely
eliminate that area as a street which has been indicated is
not needed.
COUNCILMAN HOLMES MOVED THAT THE MATTER OF THE QUITCLAIM
DEED INVOLVING THE PROPERTY ON TRACT 28515 BE BROUGHT ON
THE AGENDA. COUNCILMAN MOREHEAD SECONDED. There were no
objections, the motion carried and was so ordered by
Mayor Bloxham.
COUNCILMAN HOLMES MOVED THAT THE CITY ATTORNEY BE INSTRUCTED
TO DRAW UP THE PROPER QUITCLAIM DEED TO COMPLETELY VACATE
THE AREA DEDICATED ON LOTS 22, 23 AND 24 IN TRACT 28515
AND THAT THE PROPER OFFICIALS BE AUTHORIZED TO SIGN.

City Clerk Balkus read Resolution No. 64-16 by title as
follows:
RESOLUTION NO. 64-16
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK CALLING AND
GIVING NOTICE OF THE HOLDING OF A
GENERAL MUNICIPAL ELECTION TO BE HELD

City Engineer Young stated that Sewer District 61-A-1 had
been completed in the field; that the locations of house
laterals and certain manholes which had been changed in the
field and recorded on the plans in the field should be
transferred to the original drawings which would remain in
the City Engineer's Office as the permanent record; that
the City Engineer's Office did not have the necessary help
to accomplish this and it was not provided for in the con-
tract with the consulting engineers; that the corrections
would be made by lining through and putting the correction
on; that there were one hundred seventeen 117) sheets to
correct; that he estimated one hour per sheet to correct
and check; that Ivor Lyons & Associates could accomplish
the corrections at an approximate cost of $936.00. 117
sheets at $8.00 an hour).
Discussion followed wherein City Attorney Flandrick stated
if the Council wished to approve this that they do so and
the particular fund for the work to be charged to would have
to be worked out; that in his opinion this charge was not
a proper charge against the district.
COUNCILMAN HOLMES MOVED THAT THE CITY COUNCIL APPROVE THE
TRANSFER OF RECORDS TO OUR PERMANENT FILES AND THAT THIS
BE DONE AND THAT THE CITY ATTORNEY CHECK THE MATTER
THOROUGHLY AND GIVE US ADVICE AS TO WHAT FUNDS SHALL

Discussion followed concerning whether or not Ivor Lyons
would do this work on 62-P-I wherein it was brought out
that this item was not in the contract and it was an addi-
tional cost and work item.
The Council instructed that this item transfer of records COUNCIL INSTRUCTION
to permanent files) be included in the next contract. TAT TH!S ITEM BE

Chief Administrative Officer Nordby stated that there were ITEMS TO CONSIDER
two items to consider concerning the next sewer district: RE NEXT SEWER DIS-
the size of the next construction program and the manner in TRICT
which the Council wished to select its Consulting Engineer. SIZE AND CONSULTING
ENGR.
Mr. Nordby stated that he had discussed the size of the
next sewer district with the two engineers and the present
consulting engineer; that the advance requested from H.f,,F.A,
consisted of $131,000.00 which covered fifty per cent 50%)
of the design cost of the four projects excluding No. I;
that the first of the applications was $47,200.00 on Sewer
District No. 2 and the remaining projects were less than
$50,000.00; that the reascn for this was that anything that
did not exceed $60,000.00 could be approved on the regional
level in San Francisco; that anything exceeding that had
to go to Washington D. C.; that the original application
took approximately three months or ninety days; that this
wo~ild mean a delay if District NDs. 3, 4 and 5 were combined
because the application would have to go to Washington D. C.
for approval.
He further stated that several advantages and disadvantages
had been discussed; that one advantage would be to equalize
the unit cost; that combining the three would delay the
district since it would have to have approval from Wash-
ington D. C.; that i.i discassinc this with one or two
possible consulting engineers they stated they could finance
the design work themselves and get paid out of the proceeds
of the bonds when they were sold and the job done; that
there was a standard fee for architectural services.
City Engineer Young stated from the calls received by him
there was an immediate need for sewers in District No. 3;
that there was trouble around Ohio and the middle part of
the district; that they had had numerous calls from persons
in District No. 4 next to West Covina and along Merced and
the older areas. He stated that his own thinking was that
he personally would like to see District 3, 4 and 5 go as
one project if it were possible; that he had discussed with
Mr. Nordby the setting up of a construction schedule; that
the schedule of work would go out to the bidders along with
the specifications; that the traffic flow could be
coordinated; that from the City's standpoint he would like
to see District No. 3 get started as rapidly as possible.
Discussion followed concerning the bidding of the projects
if District Nos. 3, 4 and 5 were taken at one time, wherein
City Engineer Young stated he would rather see one bid for
the entire three projects rather than separate bids.
Discussion followed concerning the scheduling of work; that
the public utilities would like to know in advance where the
crews would be working.
Councilman Bishop stated in his opinion it would be best to COUNCILMAN BISHOP
let all three districts at one time with one bid, not
separate the districts into three bids.

Councilman Holmes stated he did not agree with the
recommendation of combining District Not. 3, 4 and 5 into
one bid; that there would be confusion involved; that he
could see the logic in comoinin District Nos. 4 and 5;
that the necessity acid need for District No. 3 was quite
critical and urgent.

Discussion followed concerning whether or not the people
would get a better price if the districts were combined.

Discussion followed that if an engineer designed the
districts on his own borrowed money) the City would
be responsible for the entire amount if the district
did not go to construction.
Councilman Morehead stated he was in favor of one bid for COUNCILMAN MOREHEAD
all three districts, and if there was a legitimate
qualified engineering firm that would carry this engineer-
ing cost until such time as the City could pay for it out
of the bond money he was in favor of bypassing H.H.F.A.
Mayor Bloxham stated that if the districts were taken
one by one instead of together it would be 1966 possibly
before the districts were completed.
Councilwoman Taylor stated she was not against taking the
three districts together; that she thought the City should
have federal funds.

COUNCILWOMAN TAYLOR
Councilman Bishop stated the Washington D. C. application COUNCILMAN BISHOP
would take from sixty 60) to ninety 90) days; that this
should be the only delay and the districts would be completed
at least fifteen 15) months to eighteen 18) months sooner
than if they were taken separately.
There was further discussion wherein Councilman Holmes
brought out that it had taken one I) year to get the first
application finalized.
Chief Administrative Officer Nordby stated he had talked
with one engineer today, who had assured him there were
others, who on the basis of an agreement that the City
executes with the engineer, could obtain the necessary
money from a lending institution.
There was further discussion regarding the costs of the
districts, federal money, and the time involved to make
the application to Washington D. C. to combine District
Nos. 3, 4 and 5.
Mayor Bloxham stated he would like to see all three districts MAYOR BLOXHAM
get under way and have the engineer work with them to see
that there were no complications as far as construction was
concerned; that in his opinion a bid on all three districts
would save the people money.
Discussion followed that the boundaries would have to be
revised if the districts were taken all together.
There was discussion that a trip to H.H.F.A. In San RE TRIP TO H.H.F.A.
Francisco would expedite the matter. IN SAN FRANCISCO
Councilman Holmes suggested starting with District No.
3 and proceeding with the planning of handling District
Nos. 4 and 5 together.
Considerable discussion followed and comments by City
Engineer Young concerning costs, advantages and disadvantages
of combining or not combining the districts and regarding

Discussion followed regarding the net number of parcels,
estimated construction cost, advance planning costs and
assessed valuation of the t: ee remaining disiricts.

Councilwoman Taylor stated she would agree with this motion
if the proper scheduling was accomplished so that the town
would not be all torn up at one time.
Mayor Bloxham stated that the City Engineer could schedule
this. He also mentioned that it was not known whether
there was federal aid available for the City at this
particular budget time; that a telephone call or a trip
to San Francisco or contact with our Congressman would
be the proper manner in which to obtain an answer.
Chief Administrative Officer Nordby stated he had to go to San
Francisco for personnel reasons; that he would be glad
to get in touch with Mr. Emmert for an answer to the
Council's questions regarding the availability of funds
and processing of the application.
Councilman Morehead discussed amending the motion but
withheld his amendment for a separate motion.

Adjourned Regular Meeting of the Baldwin Park City Council
In answer to a question by Mayor Bloxham, City Engineer
Young stated that most of the engineers follow the American
Society of Civil Engineers recommended curve; that the
curve varies with the amount of money.
Discussion followed concerning items that were left out
of the contracts in District No. I and District No. 2.
Chief Administrative Officer Nordby commented that there
were also-other consultants to consider Legal Counsel,
Financial Consultant etc.).
Councilman Hokhes stated that the City should have more
control over the Inspector; that he was of the opinion
the Inspector should work for the City and not for the
Engineer of Work and that this should be checked into,
City Engineer Young stated under Sewer District No. I
Ivor Lyons was the Superintendent of Street; that under
Sewer District No. 2 changes had to be approved by the
City Engineer; that the Council had the right to approve
the Chief Engineer.or the Inspector.
Chief Administrative Officer Nordby stated that he had
expressed disapproval of the inspection on District No. I
and that Mr. Lyons had advised hir=that there would be
a completely different type of individual assigned to
inspect District No. 2.

Chief Administrative Officer Nordby requested that the
Public Works Department be authorized overtime to clean
the Civic Auditorium after its use Friday and to clean
up the debris after the Lucky Baldwin Park Days parade
on Saturday; that a maximum of forty 40) man hours would
be required for cleaning the streets, removing and placing
the necessary traffic control devices, barricades etc.
for the parade; and in the Civic Auditorium Mr. Welch had
estimated twenty-four 24) man hours for auditorium cleanup
and supervision.
COUNCILMAN HOLMES MOVED THAT THE CITY COUNC I L CONCUR WITH
THE RECOMMENDATION OF THE CHIEF ADMINISTRATIVE OFFICER.
COUNCILMAN MOREHEAD SECONDED. The motion carried by the
