The City Council of the City of Baldwin Park met in
adjourned regular session at the above place at 7:30 p.m.
Councilman Holmes led the salute to the flag. FLAG SALUTE
The invocation was given by Reverend Carl Johnson of the INVOCATION
First Methodist Church of Baldwin Park.

Mr. William Ebaugh, gave a nine month report on the City
group insurance as follows: Eight 8) premiums group life
Insurance $631.50; accidental death and dismemberment
$75.78; group medical $11,958.76; paid claims $3,125.00.
This etvwe about a 25% loss ratio; more than satisfactory
and there will be no rate increase as of Apri11, 4964.
Compared with last year to date this is far superior....
last year at the same time there was 105% loss ratio....

Discussion followed that Ramona Boulevard had been built
for truck use; that possibly Ramona and streets from it
could be used until the freeway is built; that restrictions
were necessary otherwise trucks were all over town in
residential areas.

Mr. Berthel elaborated and explained that at the time the
lot split was granted he had thought he would be in a
financial position to build within six months to a year,
however this was not presently feasible.
Discussion followed wherein City Attorney Flandrick clarified
that this was a request for a deferment which the Council
could grant but that in two years requirements might be
difficult to enforce as the property could be sold.

Mayor Bloxham announced that the hour of 8:00 p.m. having PUBLIC HEARING

Planning Director Kalbfleisch gave a resume of the case. RESUME
In response to Mayor Bioxham's call for testimony in behalf N.E. CLAUSEN, 3940

stated he would be glad to answer Council's questions.
He indicated he would get better development with R-3 than
with R-2; that he planned to acquire an additional 100'
for a swimming pool; that present area of land is 120' x 300'.
As there was no further testimony either in behalf of or in PUBLIC HEARING
opposition to Z-212, Mayor Bloxham declared the public hearing DECLARED CLOSED
closed.
Discussion followed that the parcel abuts R-3 and Commercial
and R-2 across the street with commercial apartments; that
development of Baldwin Park Boulevard will effect this area;
that the request could have some merit; that adjoining C-2
property with a two story house is 60 x 200'.

City Clerk Balkus presented a letter from F. M. Morrill,
785 Doane Avenue, Claremont, requesting that lands in
connection with a cul-de-sac dedicated to the City on
Lot Split No. 316 be deeded back to the original donor
as development of the area makes the cul-de-sac no longer
necessary.
City Attorney Flandrick explained that if the Council so
desired a hearing date could be set, the request could be
referred to the Planning Commission for a report prior to
the hearing.

City Attorney Flandrick stated that at the request of Mayor RE TENT. TRACT NO.
Bloxham, Mr. Kalbfleisch and himself had examined a particular 29417
property in Tentative Tract No. 29417. Mr. Kalbfleisch
placed the map on the wall). Mr. Flandrick explained that THOMAS NONCONFORMING
a lot o'.vvned by Mr. and Mrs. Thomas was formerly zoned A-I USE HORSES
prior to the submission of the map and has since been
rezoned to R-1. The Thomas' have used a good portion of
the lot for the maintenance of hr..rses. The usage was
proper under A--I, but by rezoning the property to R-I
it has been made a nonconforming use. Mrs. Thomas
questions whether she can continue to maintain the same
use. Mr. Flandrick, Mr. Nordby, Mr. Kalbfleisch and
Mr. Young have examined the situation and they recommend
that the Council determine that this be nonconforming
use and that the City Clerk be directed to advise Mrs.
Thomas of this fact by letter so she will have something
to rely on in terms of her escrow and future use of the
property. Mrs. Thomas had indicated that she intends
to abate this use within three years. Some relocation
of minor st ctures on the land will be necessary, and
if she complies with the building code in this respect
she will have complied with the zoning ordinance and
this Is a nonconforming use and as such is legal.

Chief Administrative Officer Nordby explained that the
City Council had taken action on April 17, 1963 granting
authority to the Building Superintendent to waive septic
tank requirements for new construction providing a public
sewer system would be available within less than two
years, at that time action was not taken on district five.
Council had been given a list of the exceptions.

Regarding proposals for design engineering on Sewer District RE DESIGN ENGINEER-
No. 3, Chief AdministrativE Office Nordby suggested that ING DISTRICT NO. 3
should the City Council so d.sire they could adjourn the
meeting to consider proposals and possibly call in repre-
sentatives from the firms to elaborate and answer any questions.
Discussion followed regarding the report the Chief Administra-
tive Officer passed out to the City Council.
COUNCILMAN BISHOP MOVED THAT AT THE END OF THE MEETING MOTION MADE
WE ADJOURN FOR THE PURPOSE OF HAVING REPRESENTATIVES
FROM EACH FIRM BEFORE THE CITY COUNCIL AND TALK TO THEM
AND FIND OUT THEIR FINANCIAL STATUS AND IF THEY WILL HAVE
TO BORROW THE MONEY TO DO THE JOB.

Discussion followed as to the Chief Administrative Officer
and the City Engineer meeting with the firms first to make
a selection and recommendation; that firms be contacted
and when the representative can be here some member or
members of the Council could also be present.
Mayor Bloxham Instructed Mr. Nordby to set up an appointment COUNCIL INSTRUCTION
with representatives of the firms and notify the City Council
when the meeting will take place.

City Attorney Flandrick presented an emergency ordinance for
Council consideration. He explained that the Planning
Commission has requests for R-3 use in C-2 zones and they
do not feel this is feasible.
Discussion followed regarding apartments on the second floor
in connection with a C-2 use. Mr. Flandrick emphasized that
it should either be R-2 or Commercial, but it cannot be a
combination of both. The ordinance would resolve the problem
of residential structures in the C-2 zone until the complete
study of commercial zones is presented to the City Council.

City Engineer Young requested that the items under engineering
be deferred until the next meeting.
Councilman Bishop stated that under item two that money was not
appropriated for rest rooms for room 100, but he felt this
should be included and the cost would be between $1,000 and
$1500.
Discussion followed that space was available; that lateral
could be brought in from the sewer line; that money could
be taken from the general fund; that there could be an
overage f,dm the amount allocated for the hook up of the
sewer to City Hall.
COUNCILMAN BISHOP MOVED THAT MONEY BE APPROPRIATED OUT OF MOTION MADE
THE GENERAL FUND TO INSTALL REST ROOM FACILITIES IN ROOM
100 AND THE WORK TO BE COMPLETED BY MARCH 15; AND THAT
$1500 BE ALLOCATED, COUNCILMAN HOLMES SECONDED.
Discussion followed regarding the cost to install two
rest rooms and the possibility of going to bid; that the
lateral would cost approximately $500.00, the facilities
about $160.00. two commodes and two wash basins).
Chief Administrative Officer Nordby explained this was not
budgeted however the money could be forthcoming; that this
was an essential project.
Mr. Young was instructed to give Council a proposal on the COUNCIL INSTRUCTION
installation in room 100 by Tuesday night, February 25, 1964.
With the consent of the second the motion was withdrawn.

approval.
