The City Council of the City of Baldwin Park met in ad-
journed regular session at the above place at 7:00 p.m.
Councilman Morehead led the salute to the flag. FLAG SALUTE

Planning Direcotr Kalbfleisch presented a resume of Tentative TENTATIVE TRACT NO.
Tract No. 29239,lgcated generally northerly of Badillo Street, 29239
easterly of Puente Avenue and abutting and adjacent to the
City of Baldwin Park easterly boundary line, owner and
subdivider, Larry Sade, Engineer, Harold L. Johnson. He
stated that the Planning Commission had adopted resolution
PC 64-34 recommending denial on March 3, 1964.
City Attorney Flandrick explained that the action of denial
was on his recommendation; that the Covina Irrigating
Company had sold the property to Mr. Sade with the excep-
tion of the parcel on the map marked not a part of"; that

Planning Director Kalbfleisch presented a resume of Tenta-
tive Tract No. 29496, located at the extension of Loma Lane
on the northeast side of Earl Avenue, owner and subdivider,
California Property Brokers, Ltd., Engineer, Gardena
Engineering Company, Incorporated. He stated that the Plan-
ning Commission had adopted resolution PC 64-33 recommending
denial on March 3, 1964, He further stated that a thirty-
five 35) foot radius cul-de-sac had been formed; that a
five foot sidewalk easement was proposed in addition to
the thirty-five 35) foot radius cul-de-sac; that there
was one lot substandard by thirty 130) to forty 40) feet.
Councilman Bishop brought out that there was a thirty-eight
foot minimum radius required for cul-de-sacs.
Planning Director Kalbfleisch stated the Tract was recommended
for denial because Section 9300 et seq. of the Baldwin Park
Municipal Code had not been complied with.
Councilman Holmes stated the lot split ordinance would have
to be complied with.
COUNCILMAN HOLMES MOVED THAT TENTATIVE TRACT NO. 29496 BE
APPROVED WITH THE CONDITIONS AS RECOMMENDED BY THE PLANNING
COMMISSION AND THE CITY ATTORNEY INSTRUCTED TO DRAW THE
PROPER RESOLUTION. COUNCILWOMAN TAYLOR SECONDED. The
motion carried by the following vote:

Councilman Bishop stated he abstained because he felt the
matter should be given more consideration.

AT 7:29 P.M. COUNCILMAN BISHOP MOVED THAT THE CITY COUNCIL
ADJOURN TO THE CONFERENCE ROOM, ROOM NO. 112 IN THE CITY
HALL. COUNCILMAN MOREHEAD SECONDED. There were no objec-
tions, the motion carried and was so ordered by Mayor
Bloxham.
At 7:35 p.m. Mayor reopened the Adjourned Regular Meeting
of the Baldwin Park City Council in the Conference Room
of the City Hall.
City Clerk Balkus took the roll call which was the same as
the one taken at the commencement of the meeting in the
Council Chamber with the exception of Assistant City
Engineer Welch and Planning Director and Building Super-
intendent Kalbfleisch who were then absent.

City Engineer Young presented a resume of Tentative Tract
No. 29528, located 237 feet southeasterly of Frazier TENT. TRACT NO. 2952,

Discussion followed regarding the ordinance requirements
regarding the cul-de-sac radius. City Engineer Young
stated that in his book the figures had been crossed out
and marked thirty-five 35); however the book stated
thirty-eight 38). The Council indicated there had been
no change in policy by the Council; that the ordinance
requirements of thirty-eight 38) foot radius cul-de-sac
should be followed.
Discussion followed that the square footage was not'
shown on the map the Council had; that this was left over
land; that a thirty-five 35) foot radius would permit a
turn around with no cars on the street; that incoming
traffic could turn around In the knuckle.
City Engineer Young mentioned that there were two houses
existing in this tract.

Discussion followed regarding the cul-de-sac radius wherein
Councilman Holmes pointed out that Section 2 d" stated
there would be a forty-four 44) foot minimum radius and
the motion was based on the Planning Commission Resolution.

Planning Director Kalbfleisch brought out that the forty-
four 44) foot figure was a typographical error.
Mayor Bloxham retracted his second to the motion.
Councilman Holmes restated the motion as follows:

City Clerk Balkus presented a memorandum fFkm the
Finance Director to the Chief Administrative Officer
dated March 10, 1964 regarding a cooperative purchasing
agreement for gasoline for 1964-65, which recommended
that authorization be requested from Council to purchase
gasoline under the cooperative purchasing agreement with
Los Angeles County; that the cost would be 1778 per
gallon for ethyl.
Councilmen Holmes stated in his opinion this was just one
more approach to a County controlled government. He
brought up the question, as to whether the small amount
of money involved would be worth the problems that could
be involved with this type of gasoline purchase; that the
City would not have the advantage of open competitive bidding
plus the one more step in turning over local control to
County government.

There were no objections, the motion carried and was so
ordered by Mayor Bloxham.

Returning to the discussion of the memorandum concerning
cooperative purchasing agreement for gasoline for 1964-65,
Councilman Morehead stated in his opinion the agreement
did not take away home rule from any local agency; that
this was a privilege In which the County was inviting
the City to participate.
Discussion followed that the gasoline supplied would be
ethyl.
City Attorney Flandrick stated the agreement would be
based on a guarantee that the City would use X" number
of gallons.
Discussion followed as to whether or not there would be
administrative costs.
Finance Director Duncan stated this cooperative purchasing
agreement had been brought to her attention by Mr. Mitchell,
Shell Oil Distributor in Baldwin Park; that she had talked
with the Baldwin Park School District, City of El Monte,
City of West Covina and the County of Los Angeles regarding
this program; that she expected a letter containing addi-
tional information from the Administrative Office of Los
Angeles County; that a Minute Order was required to authorize
the City of Baldwin Park to became a member of the Coopera-
tive Agreement; that the City would deal directly with the
vendor; that there would be no administrative costs; that
the City used approximately 45,000 gallons of gasoline
each year which would be a savings of approximately $1,500.00
each year; that the City now had bids out; however the bids
could not be opened or the City could not become a part of

Adjourned Regular Meeting of the Baldwin Park City Council
City Attorney Flandrick stated if the proposal were approved
the City would have to send out notices to all bidders that
the bids were cancelled.
In answer to a question by Councilman Bishop, Finance
Director Duncan stated that this agreement pertained to
gasoline only, however, there was a possibility of buying
tires, diesel oil, grease and office supplies.
COUNCILMAN BISHOP MOVED THAT THE CHIEF ADMINISTRATIVE
OFFICER BE DIRECTED TO ADVISE ALL POTENTIAL BIDDERS ON
OUR CURRENT GASOLINE PROJECT THAT THE PROJECT HAS BEEN
CANCELLED AND TO OBTAIN FROM THE COUNTY'S ADMINISTRATIVE
OFFICE THE PROPOSED AGREEMENT FOR COOPERATIVE PURCHASING
FOR GASOLINE ONLY. COUNCILMAN MOREHEAD SECONDED.
Councilman Holmes stated to his knowledge this purchasing
agreement had not be universally accepted and it might
be interesting to know how many cities have participated
and how it had worked out for them.
Discussion followed.
The motion was modified to read as follows:
COUNCILMAN BISHOP MOVED THAT THE CHIEF ADMINISTRATIVE
OFFICER BE DIRECTED TO OBTAIN FROM THE COUNTY THE EXACT

City Engineer Young stated in his opinion the same thing.
should apply to this tract as it did to the other with March 11,

possibly one exception; that the easement line not extend
into Parcel 3; that there was condition in the Code that
a house may not front on two streets; that in one lot it
did go against that to some extent; that he felt this
cul-de-sac could be widened similar to the other tract,
thirty-eight 38) foot radius, and extend the easement
six 6) to seven 7) feet, as Councilman Holmes suggested,
and limiting the area so as to not pass over into No. 3;
that on the other hand that was the back of the lot and
it would not matter if that easement did extend into No. 3.
Councilman Holmes stated he did not agree because that lot
was required to face Torrey Street which was a full sixty
60) foot street; that actually the cul-de-sac was only
serving two 2) lots; that already the street width was
fifty 50) foot leading into the cul-de-sac; that with
a thirty-five 35) foot radius there would be a seventy
70) foot width in street in front of the two houses; that
if the Council did not like that it would be just as simple
to eliminate the cul-de-sac altogether and let the people
take a driveway right off the end of the street.
There was further discussion regarding the property
development surrounding this tract.

Councilman Bishop stated that Mr. Robert Green had a
problem he would like to bring before the Council.
Mr. Robert Green, 1862 Colino Avenue, Baldwin Park, stated ROST. GREEN, 1862
he was in the process of building an addition to his house, COlino Ave., B.Pk.
a bedroom; that he had been informed he would have to put
in curbs and sidewalks; that the area was built up and
did not have curbs and sidewalks; that if he put in curbs RE CURBS AND SIDE-

was flooded; that this was a private street with no drainage. ADDITION TO HOUSE
Councilman Bishop stated this property was at the corner
of Puente Avenue; that in the near future the City hoped to
have a storm drain put in there and the curbs and sidewalks
would have to be torn out; that in his opinion this would be
a waste of time and money to require curbs and sidewalks at
this time.
Councilman Holmes stated this was well within the Code
provisions concerning the Council's authority to waive
improvements.
City Engineer Young stated the property was in a very bad
spot and until the drainage was taken care of the curbs
and sidewalks would make the matter worse.
City Attorney Flandrick explained the Council could do one
of three things: waive completely curbs, gutters and
sidewalks; require a cash deposit for construction at a
future time; deny the request.

Councilman Holmes asked about the lot split on Torrey, RE LOT SPLITS ON
with the tremendous amount of fill dirt, which had been TORREY FILL DIRT
brought up at a previous meeting. GRADING PROBLEM
City Engineer Young stated there were three lot splits
involved; Lot Split Nos. 558, 559 and 560;that the street
was supposed to have drainage to Frazier; that there had been
problems in obtaining the easement; that up to yesterday
or the day before there had been no grading plan submitted
to his office; that he now had the grading plan under study
and had written a memorandum to Mr. Kalbfleisch suggesting
that he not issue any permits; that he understood all work
had been stopped waiting for an answer which he hoped to
have ready by Monday.
There was considerable discussion regarding the fill dirt
that had been brought in; that there had not been con-
sultation with any Department before this had been accomplished.

Regarding the dip at Badillo Street, Councilman Holmes cited RE DIP AT BADILLO

COUNCILMAN BISHOP MOVED TO ACCEPT THIS DRAFT OF THE AGREE-
MENT WITH THE CHANGES WE HAVE DISCUSSED HERE THIS EVENING
WITH SOME OTHER MINOR TYPOGRAPHICAL CHANGES AND ADVISE MR.
IVOR LYONS THAT HE HAS BEEN EMPLOYED AS THE ENGINEER OF WORK
FOR THIS PROJECT AND THAT THE COMPENSATION IS TO BE AS SET
FORTH IN THIS DRAFT; THAT THE ACTUAL AGREEMENT ITSELF WILL

Officer Nordby stated he had proposals on the other 3 64-A-I
consultants which the Council directed him to obtain;
however there had been a motion since this direction to
accept the consultants that had worked on Sewer District
No. 2.
