In accordance with Section 22932, Election Code, State of California, the City Council of the City of Baldwin Park met in special session at the above place at 7:30 p.m. and canvassed the returns, declared the results of the April 14, 1964 General Municipal Election, and installed the newly elected officers. Councilman Holmes led the salute to the flag. Roll Call; Present: COUNCILMEN BISHOP, HOLMES, ROLL CALL MOREHEAD, TAYLOR AND MAYOR BLO)(HAM Absent: NONE FLAG SALUTE Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, MR. BERRY FLOYD OF MARTIN AND STEVENS, ATTORNEYS, CITY.ENGINEER YOUNG, PLANNING DIRECTOR AND BUILDING SUPER- INTENDENT KALBFLEISCH, ASSISTANT PLANNING DIRECTOR.HILL, FINANCE DIRECTOR DUNCAN, CITY TREASURER PUGH AND CITY CLERK BALKUS Chief of Police Best arrived at 7:40 p.m.) 00- COUNCILMAN BISHOP MOVED THAT THE MINUTES OF APRIL 10, 1964, MINUTES OF APR. 10, BE APPROVED AND FURTHER READING BE WAIVED. COUNCILMAN 1964, APPROVED AND HOLMES SECONDED. There were no objections, the motion FURTHER READING carried and was so ordered by Mayor Rloxham. WAIVED 00- Councilman Holmes stated that there was a vote left out on CORRECTION PAGE 13, page 13 of the July 2, 1962, minutes. JULY 2, 1962 MINUTES City Clerk Balkus stated that this was a unanimous vote inadvertently left out on the final typing. COUNCILMAN HOLMES MOVED THAT THE MINUTES OF DECEMBER 19, 1962, AND THE MINUTES OF JULY 2, 1962, AS CORRECTED, BE APPROVED AND FURTHER READING BE WAIVED. COUNCILWOMAN TAYLOR SECONDED. There were no objections, the motion carried and was so ordered by Mayor Bloxham. 00- COUNCILWOMAN TAYLOR MOVED THAT THE MINUTES OF AUGUST 20, 1962, BE APPROVED AND FURTHER READING BE WAIVED. COUNC.IL- MAN BISHOP SECONDED. There were no objections, the motion carried and was so ordered by Mayor Bloxham. 00- City Engineer Young presented the final map on Tract No. 29416. He stated that this tract was located in the vicinity of Marion Street, Chilcott Street and Bogart Street; that the final map conformed substantially with the tentative tract map approved by the Planning Commission and City Council; that he had the original tracing for the streets, sewers and grading plans for this particular area; that he recommended that the final map be approved. COUNCILMAN HOLMES MOVED THAT THE FINDINGS OF THE CITY COUNCIL CONCUR WITH THE FINDINGS OF THE CITY ENGINEER AND THAT F!NAL MAP TRACT NO. 29416 BE APPROVED. 000NCIL- MAN MOREHEAD SECONDED. The motion carried by the fcllow- ing vote: AYES: COUNCILMEN HOLMES? MOREHEAD, BISHOP, TAYLOR AND MAYOR BLOXHAM NOES: NONE ABSENT: NONE 00- City Clerk Balkus announced that, this being the time and place fixed for the canvass of the returns of the General Municipal Election held April 14, 1964, the returns of said election would be duly and regularly canvassed as provided by law. The City Council proceeded with the canvass, with Council- man Bishop opening the No. 2 envelopes for each precinct and the absentee vote; Councilman Morehead read the vote from the Tally Sheets with Mayor Bloxham as witness; Coun- cilwoman Taylor, with Councilman Holmes as witness, com- pared the Results of Votes Cast. In Special Precinct No. 5 it was determined that Joyce Duran received one 1) vote for City Clerk that had not been tallied. In Special Precinct No. 19 there was a discrepancy on the Tally Sheets. On one Tally Sheet fifteen 15) votes were shown for Leonard H. Stosser Stacy and on the other Tally Sheet fifty 50) votes were shown for Leonard H. Stosser Stacy. 00- Mayor Bloxham while waiting for a decision on the correct tally asked how many of both the present and newly-elected Council members would be attending the Open House of the Baldwin Park High School to participate in the panel discussion on their closed circuit television station. With the exception of Councilman Bishop, the others in- dicated they would attend. 00- Upon recommendation of Mr. Berry Floyd, representing City Attorney Flandrick, it was determined that fifteen 15) votes were correct. T.L.B. checked Inspector and Judge of Precinct 19 who verified 15 votes for Leonard H. Stosser Stacy). City Clerk Balkus read the tabulation on the total votes cast for each candidate. A RESOLUTION OF THE CITY COJNCiL OF THE CITY OF BALDWI N PARK DECLARING THE RESULT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON THE 14-TH DAY OF APRIL 1964" COUNCILMAN BISHOP MOVED THAT RESOLUTION NO. 64-83 BE APPROVED AND FURTHER READING BE WAIVED. COUNCILMAN MORE- HEAD SECONDED. The motion carried by the following vote: AYES: COUNCILMEN BISHOP, MOREHEAD, HOLMES, TAYLOR AND MAYOR BLOXHAM NOES: NONE ABSENT: NONE 00- Retiring Mayor Bloxham stated he had enjoyed his four years and was sorry that he was not retaining his seat. Retiring Councilman Bishop stated he had enjey,~d his seven years on the Council; that Baldwin Park had gone forward; that if all of the programs started by the Council were continued there would be tremendous growth in Baldwin Park; that he hoped everyone would work for the betterment of Baldwin Park; and he thanked the people that had supported him as well as those who had voted against him. Retiring Councilman Holmes stated his last seven years on the Council had been a pleasure and an education that he would not have missed; that he had been interested in his home town of Baldwin Park for a good many years; that he had worked in the area since 1929 and had lived in Baldwin Park since 1942; that here had been a great deal of headway and improvement; that he was sure the City would not go anywhere but forward; that the growing pains were pretty well under the carpet"; that he was sure the projects started would produce results; that he thanked all of the people who supported him; that he was sorry he could not file for this election; but the press of work that he had was heavy at the present time. Councilwoman Taylor slated she had enjoyed working with the Council; that they had been wonderful and worked hard and ong hours; that she appreciated being the first woman on the Council and being received well; that she thanked them for their courtesies. Mrs. Faye Hickev, 14322 Gage Street, Baldwin Park, thanked the City Council for the help they gave on the shopping center. 00- City Clerk Backus stated that campaign statements for the elected candidates had been tiled in her office. Citrus Municipal Court Judge Fred Raab administered the Oath of Office to Councilwoman Adelina Gregory, Council- men William S. She announced that at this time all of the Council members were on an equal basis, to nominate and elect, and that voting could be done by roll call or secret ballot. Voting was handled by secret ballot, with Charles E. Morehead becoming Mayor by a unanimous vote. Mayor Morehead asked that City Clerk Baikus proceed with the election of Mayor pro tem. Voting was handled by secret ballot with Mrs. Adelina Gregory becoming Mayor pro tem by a unanimous vote. At this time the matter of reorganization of the City Council was concluded. 00- City Clerk Balkus read Resolution No. 64-84 by title as follows: RESOLUTION NO. 64-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALD4'WIN PARK AMENDING RESOLUTION NO. 63-27 AND REPEALING RESOLUTION NO. 63-50 APPOINTING PERSONNEL AUTHORIZED TO SIGN CHECKS" COUNCILMAN MCCARON MOVED THAT RESOLUTION NO. 64-84 BE APPROVED AND FURTHER READING BE WAIVED. COUNC I LWOMAN TAYLOR SECONDED. The motion carried by the following vote: AYES: COUNCILMEN MCCARON, TAYLOR, ADAIR, GREGORY AND MAYOR MOREHEAD NOES: NONE ABSENT: NONE 00- AT 9:10 P,tA. COUNCILMAN MCCARON MOVED THAT THE CITY COUNCIL ADJOURN. The motion was withdrawn. 00- Discussion followed regarding the appointment of Special Committees. Mayor Morehead stated that he had the list of suggested appointments. STUDY MEETINGS City Clerk Balkus stated that study sessions as such were a possible violation of the Brown Act; that material pertaining to the Council meetings was passed on to the Council approximately one week before the regular meetings; that the Council members could come in at any time to ask questions; that all of the Departments would be very happy to help. At the suggestion of Councilman McCaron, Mayor Morehead COUNCIL INSTRUCTION asked the Chief Administrative Officer to get a ruling C.A.O.
