Chief Administrative Officer Nordby reviewed his report
on the request for the refund of a business license fee
by L. M. Gulden, dba Gulden Market, 4312 North Maine,
Baldwin Park, and recommended that Mr. Gulden be refunded
the amount of $26.40 less 20% for the City's expense of
processing and investigation.

Chief Administrative Officer Nordby reviewed his report REPORT BY C.A.O. RE

his opinion the position of City Engineer should only require 64-93

on the earthquake disaster fund and commented on a letter NOROBY RE ALASKA
regarding this subject written by the Mayor of Fairbanks, EARTHQUAKE DISASTER
Alaska to the Mayor of San Leandro, California. He FUND
also reviewed, proposed Resolution No. 64-99 which he
drafted stating this resolution was a person to person
appeal to the citizens of Baldwin Park to express their
compassion for their fellow citizens by making personal
financial contributions to the Alaska Earthquake Fund,
Box 1271, Fairbanks, Alaska.

Regarding proposed Resolution No. 64-98, Finance Director
Duncan stated she was asking Council's approval for a
payment to Ivor Lyons & Associates in the amount of
$3,567.20 for additional Engineering Services, 62-A-I,
as requested by the City Engineer. She stated this pay-
ment had been approved by the City Engineer and the Legal
Consultant.
In answer to a question by Mayor Morehead, City Engineer
Young stated this covered services due to changes re-
quested at the public hearing; also some changes in the
lines requested in that the lines were to close to the
property line in the first place Sheets 16-24); that
there were many changes on the assessment diagrams to
bring the assessment diagrams up to date prior to the
forming of the district as to lot splits and tracts that
had been approved after tentative approval by the City
Engineer; that this included the reprinting of the
assessment diagrams and reprinting the changes of the
specifications as brought forth by the City Council.
Mayor Morehead asked about the changes in the lines.
City Engineer Young stated on Los Angeles and Baldwin
Park Boulevard the former City Engineer had required that
the plans be changed from the location where the lines
had been designed to within three or four feet of the
property line; that the lines had once been set out in
the street and were required to be moved over five feet; that
upon review it was not feasible to install close to the
property line thus calling for double lining; that
there was some money saved by putting one line down Ramona
Boulevard where there had been two lines designed. He
stated there was an additional change after the public
hearing to add a line on Garvey. He stated he recommended
payment of these; that they had been checked out and were
due and just changes; that there was an itemized list on
file including every change, by whom it was done, and the
number of hours spent by each individual contributing to
the change of the plans.
Councilman McCaron asked about the changes brought about
by public hearing.
City Engineer Young stated the deletion of a line across
the Baker property connecting Dunia with Harlan caused
the redesign of the line on Dunia; that the City would
have had to acquire the right of way for this line; that
it would have brought the property owner's assessment up
too high and the property owner was not ready to develop;
that if the property owner developed this area he would
have to build his own line; that there was a manhole to
hook in at Dunia and one at the end of Harlan.
Councilman McCaron asked if the Baker property was subject
to assessment.
City Engineer Young stated yes.

Chief. Administrative Officer Nordby stated that the
Council had considered a donation for fireworks at
the May 1, 1964 meeting; that it had been determined
by a review of City funds that the City could donate
$1,000.00; that the decision as to whether or not it
should be donated was, of course, up to the Council;
that the action to formalize this contribution would
be a resolution amending the budget which could be
prepared for the next Council meeting.
Discussion followed wherein Chief of Police Best stated
that Frank Ficke was handling the fourth of July
activities for the Chamber of Commerce which would
encompass this, however someone from the Improvement
Association would probably be coordinating the display.
Discussion followed wherein it was brought out that
probably Chief of Police Best would be asked to handle
the Fireworks again.

Discussion followed regarding the amount and as to
whether the amount should be.decided at this time.
Chief of Police Best stated he could have a definite
amount by May 20, 1964.

Mr. Elvin Baer, 4145 North Maine, Baldwin Park, stated
he and Mr. Ken Hoge were present to inform the City
Council on what was available on pension and retirement
plans other than those offered by the State; that they
were not representing any one insurance company but
what was available as a whole. He introduced Mr. Ken
Hoge a consultant in the pension field.
Mr. Ken Hoge stated they were not presenting a specific
plan; that the State plan, as he knew it, embodies many
more cities comparable to the size of Baldwin Park than
any of the private insured programs; that one of the
reasons for this was the fact that this fund was designed
for this express purpose; that as he understood it the
prime reasons for considering a pension plan vas broken
into tM areas: one aspect being the Police Department;

that it was well recognized that the Police Departments
in most cities have a pension plan; that the other
aspect was the nonpolice city employees or Miscellaneous
Employees; that it would be his observation as the City
grows and prospers the percentage both payroll and
numbers in the future of the Police Department as com-
pared to the total number of City employees would be
substantially less than the present, approximately 50%;
that it also should be recognized in any real study of
a pension program that the Police very probably would
face a retirement age earlier than other employees;
that other employees would fit much more similarly to
industry workers and age sixty-five 65) was,as cites
the federal Social Security program, the normalrretire-
ment; that it was true that women under the law might
retire at age sixty-two 62) at a reduced Social
Security benefit; that he understood that the employees
of Baldwin Park presently were covered under Social
Security and Mr. Nordby had advised, by rough thumbnail
sketch, it was the desire of the employees to be con-
tinued to be covered under Social Security; that any
pension program was merely the physical act of funding
in advance to meet a dollar cost x" years in the future;
that the normal type of pension plan was percentage of
salary per year of service under certain eligible basis;
that to this end so that the Council might follow him
he obtained from one of the insurance companies, Bankers
Life of Des Moines, Iowa, a firm quote; that it was not
necessarily their recommendation that the City adopt
the Bankers Life if the City decided on some insurance
plan rather than the State; that this was one of the
companies that was in the very competitive area and
the City wanted to have a firm honest figure to start
from.
Mr. Hoge passed out a folder stating this covered three
prime areas; that one was plan specification 3rd page);
that if the City elected to design its own program from
a life insurance company the City could establish what
specifications the City required for the employees;
that this was merely a chopping block illustration;
that item two was normal pension benefits; that age
sixty-five 465) was normal retirement in this set of
specifications; that the third item was called deposit
estimate; that the pension plans were closely con-
trolled and policed by the Internal Revenue Department;
that there were very specific things that could and
could not be done. He pointed out a chart in the
folder stating the cost on this chart was based on
all employees.
Discussion followed concerning back service wherein Mr.
Hoge stated the difference between including past service
and not, was a very small amount of money; that the State
Retirement did not have the latitude of the additional
investment; that the insurance companies would build
buildings and lease back; that basically the mutual life
insurance company did have an advantage; that it would not
necessarily be their recommendation that the City would
adopt this particular plan; that the prime decision was
to decide how much the employee should receive at retire-
ment, when they would retire and whether or not it was
wished to make the normal retirement at sixty 60) or
increase their formula to one and one-half percent at
age sixty-five 65) which would give approximately the
same pension that the other employees would have at
sixty-five 65).
Extensive discussion followed regarding total pension
at retirement, amount paid into program by employee
and City; age for retirement, survivors benefits,
prior service and social security.

Mayor h!orehead stated he would like Mr. Hoge to work up
a comparable plan that would furnish the same benefits
as the State Plan.
Mr. Hoge stated he would like also to design a plan
not quite as expensive as the State Plan to tailor
make it within the framework of special area retire-
ment for the Police Department; that there would be
no cost to the City for these two plans to be worked
up.
There were no objections.
Finance Director Duncan left the Council Chamber at
5:45 p.m.
Further discussion followed.
Mayor Morehead thanked Mr. Hoge and Mr. Baer for
their time.

mitted by Harlow John Buchanan, Henry Buchanan and Ruth

Chief Administrative Officer Nordby stated that the City
Engineer had received a request for a report to be made
to the Flood Control by June I, 1965, regarding the
1964 proposed Storm Drain Bond Issue.
Discussion followed regarding an adjournment date to
discuss this matter wherein 6:00 p.m. Tuesday, May 12,
1965, was tentatively agreed upon.

Mrs. Eugenia Igna, 12819 East Garvey, Baldwin Park,
stated she had not received in writing the information
she was seeking regarding her trailer park.
City Clerk Balkus read the letter from Chief Adminis-
trative Officer Nordby dated May 7, 1964, addressed to
Mrs. Eugenia Igna regarding her liquor store and trailer
park. She stated that Mrs. Igna's question now pertained
to the comment that the City Attorney had made regarding
change in ownership of the trailer park.
Mrs. Igna stated she wanted to have in writing that a
new owner could operate this trailer park as she had
operated it.
Mayor laorehead instructed the City Clerk to contact the
City Attorney on May 9, 1964, in reference to the letter
that the Chief Administrative Officer had written to Mrs.
Igna and ask him to get the information she was seeking
to her in writing as soon as possible.

May 16, 1965.

TO 6:00 P.M. TUESDAY, MAY 12, 1964. COUNCILMAN ADAIR
SECONDED.
Councilwoman Taylor commented on a problem regarding a
dog that had been running loose, stating that she had
turned this problem over to the Police Department.
Mayor Morehead stated he had talked with Sargeant Haste
regarding this problem and Sargeant Harte was to
investigate.
Mayor t:lorehead stated that he had attended this after-
noon the graduation ceremonies at the Pomona Police
Academy; that there were five Baldwin Park officers
who graduated: Thomas B. McNulty, John McVeigh,
Charles L. Strain, Alfred Benzor, and John Norehead.
