The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 6:00 p.m. Roll Call: Present: COUNCILMEN ADAIR, GREGORY, ROLL CALL TAYLOR AND MAYOR MOREHEAD Councilman McCaron arrived at 6:15 p.m.) Absent: ASSISTANT PLANNING DIRECTOR HILL, FINANCE DIRECTOR DUNCAN, CHIEF OF POLICE BEST AND CITY TREASURER PUGH Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, CITY ATTORNEY FLANDRICK, CITY ENGINEER YOUNG, PLANNING DIRECTOR AND BUILDING SUPERIN- TENDENT KALBFLEISCH AND CITY CLERK BALKUS 00- Chief Administrative Officer Nordby passed to the City Council a copy of a letter from Harold L. Johnson, Engineer- ing, to Robert Flandrick dated May 11, 1964, regarding a proposal for Preliminary Plan, Profiles and Estimates for the 1964 Proposed County-Wide Storm Drain Bond Issue. Chief Administrative Officer Nordby stated that the pur- pose of this meeting was for the Council to make a decision on the action to be taken in regard to a report that was required to be made to the Flood Control by June 1, 1964; that notice was received that the report was due a short time before the matter was presented to the City Council; that the City did not have the staff or the basic informa- tion in the Engineering Department to submit the report in the time allotted; that he suggested that an engineer- ing firm be retained; that he had in mind Harold L. Johnson, who had worked on flood control in this area and wes familiar with the problem; that at his request Harold L. Johnson had submitted a proposal the letter passed to Council) and from the letter a simple agreement could be drafted and approved to allow Mr. Johnson to proceed with the work. Mr. Nordby further explained that the City would at the present time have to advance sufficient funds from the General Fund for the cost of the preparation; that according to the letter the City Engineer received from Mr. Salisbury this was reimbursab1. upon passage of the bond issue. Discussion followed. At 6:15 p.m. Councilmen McCaron arrived. Chief Administrative Officer Nordby read in full the letter he had passed to the Council from Harold L. Johnson. letter in official files) In answer to a question by Mayor Morehead, City Engineer Young explained, in his opinion, if the City did not submit this report the City would not be eligible for any share of the bond issue. He stated that he had submitted a priority list, the four lines that were listed in the 1958 Bond Issue: Puente Avenue below the freeway, from the freeway to the wash; Vineland and Merced, that takes the water from Vineland over on Merced to the wash; Vineland on Pacific from Vineland to the wash; and from Puente Avenue this way" to the wash. He stated as second priority he had listed the project not completed by the flood control and also the problem caused by the freeway. Discussion followed that as far as the taxpayers were con- cerned they would be paying for this County bond Issue whether or not it would be directly benefiting the City; that gas tax money could not be used for storm drains; that the proposed bond issue would cost the taxpayers $.08 on each $100.00 assessed valuation over a thirty 30) year period. Mr. Harold L. Johnson stated that the figures given to the City regarding their share of the bond issued were not precise, they could be changed; that under the present basis Baldwin Park would get $568,200.00 minus $11,000.00 amount needed to complete supplemental projects plus priority list of drains); that in his opinion the City taxpayers) would pay the tax if the bond program was successful even though the City did not have a project, that if the City was going to submit a project it had to be in by June 1, 1964. He further stated he was not present to sell Harold L. Johnson, Engineering, he was present at the direct request of the Chief Administra- tive Officer. Discussion followed. COUNCILMAN MCCARON MOVED THAT THE CITY COUNCIL EMPLOY THE FIRM OF HAROLD L. JOHNSON TO PREPARE THE NECESSARY PROPOSAL FOR THE PRELIMINARY PLANS, PROFILES AND ESTIMATES FOR THE 1964 PROPOSED COUNTY-WIDE STORM DRAIN BOND ISSUE; THAT THE MAYOR AND CITY CLERK BE AUTHORIZED TO SIGN A CONTRACT TO THIS EFFECT FOR THE PROJECTS AS OUTLINED BY THE CITY ENGINEER. COUNCILWOMAN GREGORY SECONDED. The motion carried by the following vote: AYES: COUNCILMEN MCCARON, GREGORY, ADAIR, TAYLOR AND MAYOR MOREHEAD NOES: NONE ABSENT: NONE Chief Administrative Officer Nordby co sj ated regarding the letter from Mr. Geller to the Council regarding the library site; that the site was approximately one and one-half ID) acres and the cost was $67,000.00+. Mayor Morehead stated it had been customary in the past to adopt resolutions of commendation for the retiring Council members and suggested that this be done for Mr. Letcher Bishop, Mr. Hub H. Bloxham and Mr. Donald V. Holmes. COUNCILWOMAN TAYLOR MOVED THAT A RESOLUTION OF COMMENDA- TION BE PREPARED FOR AND FORWARDED TO OUR THREE PAST MEMBERS OF THE CITY COUNCIL, HUB H. City Attorney Flandrick stated that City funds could be used; that this would be under the heading of community promotion. Mayor Morehead asked that the City Clerk and Chief Administrative Officer-come up with suggested words to be engraved on the plaques and the cost for the plaques. It was clarified that the plaques were to be prepared at the termination of a Council member's term, to have plaques made up for Hub H. Bloxham, Letcher Bishop and Donald V. Holmes at this time and have plaques made for the other past Council members later. Councilwoman Gregory suggested that the City have a trophy case or display board in the City Hall containing the pictures of the past and present members of Council. Councilwoman Taylor commented she had a very fine large picture of the first City Council being sworn in. Mayor Morehead commented that the City was no longer a member of the Los Angeles County Peace Officers Associa- tion and turned in his Reserve Police Officer's badge. He stated in his opinion the Council should have identifica- tion of this type. Councilwoman Taylor indicated she would bring her badge to the City Clerk). Councilmen Adair, McCaron and Taylor indicated that in their opinion calling cards were sufficient as identifica- tion. Mayor Morehead stated that the City Clerk was expecting a brochure regarding different types of identification and that this matter could be held for further study. Mayor Morehead stated he would like the City Council to consider setting up a Personnel Board. He stated he had passed out a copy of information he had presented at the time the City adopted their Personnel Rules and Regulations. Kallemeyn and Lyle Thomas. He stated he had contacted these members and they both indicated they would be available for reappointment. Councilman McCaron asked if any further consideration had been made concerning increasing the Planning Commission from a five member board to a seven member board. Continued) 2 MEMBERS OF P.C. COUNCILMAN MCCARON MOVED THAT THE CITY ATTORNEY BE IN- STRUCTED TO DRAW THE NECESSARY ORDINANCE TO CHANGE THE REQUIRED NUMBER OF MEMBERS OF THE PLANNING COMMISSION FROM FIVE 5) TO SEVEN 7). COUNCILWOMAN TAYLOR SECONDED. The motion carried by the following vote: AYES: COUNCILMEN MCCARON, TAYLOR, ADA$R, GREGORY AND MAYOR MOREHEAD NOES: NONE ABSENT: NONE Mayor Morehead asked that the Council members bring back suggestions for appointment to the Planning Commission and the Council agreed to hold over the reappointments. Councilman McCaron asked that it be determined whether or not the additional members would have to fail back into line with terms of office of the original seven member Planning Commission. 00-- Mayor Morehead asked when the Baldwin Park Boulevard Improvement could be started. City Engineer Young stated that the plans had been approved and sent back; that he was welting on the specifications; that the specifications had been gone approximately three 3) months. 00- Mayor Morehead asked about the widening of Los Angeles Street to an eighty 80) foot street. City Engineer Young stated according to the agreement between the Los Angeles County Flood Control and the City, Los Angeles Street should have been under way at this time; that he had written to them this date asking for an extension of time on the deposit the County had made on the catch basins and the contribution to the permanent paving, He further stated that the new Assistant City Engineer would report to work Monday, May 18, 1964 and one of his first assignments would be to review More the City stood on the condemna- tion proceedings. 00- Mayor Morehead asked about Ramona Boulevard from Francisquito to the bridge. City Engineer Young stated he had the plans and specifica- tions; that he wanted to check with Pacific Electric on one portion of the widening on the north side of the railroad. DISTRICT 62-A-I City Engineer Young stated there were condemnation pro- ceedings under way; that there was one particular parcel Mr. Lemm+s) that an easement could be written on; that he believed-this had been included in the condemnation proceedings. City Attorney Flandrick stated this parcel had not been included in the condemnation proceedings. Mayor Morehead stated it was his understanding there were others Salmon Wright Jordan) that had not been dedicated. 00- Mayor Morehead asked about the revision of the street RE REVISION OF ST. ordinance streets to be considered for reopening to ORO. traffic over 6,000 pounds. Councilman McCaron commented that a study should be made; that the temporary paving repairs on the streets should be followed up. City Engineer Young stated he had requested someone from the County Flood Control to come out and walk several blocks of the storm drain on Los Angeles; that one of the holes was over the storm drain'and he thought there might be a hole in the storm drain. 00- In answer to a question by Councilwoman Taylor, Mayor NEW PROPOSED ZONING Morehead stated that the new proposed Zoning Ordinance ORD. P.H. BEFORE would have its public hearing before the Planning P.C. MAY 12, 1964 Commission this evening and the Council would be in P.H. BEFORE CITY attendance; that it would have its public hearing COUNCIL MAY 20, 1964 before the City Council on May 20, 1964. 00- AT 7:35 P.M. COUNCILWOMAN GREGORY MOVED THAT THE CITY COUNCIL ADJOURNMENT AT ADJOURN. COUNCILMAN ADAIR SECONDED.
