Discussion followed regarding the items carried over from
the May 20, 1964 meeting. Proposed Zoning Ordinance No.
357 was the only specific item to be considered at this
meeting.

At 7:10 p.m. Councilman McCaron arrived.
City Clerk Balkus explained that City Attorney Flandrick
had contacted, by telephone, Mr. Andrew Davis, Attorney,
for the Baldwin Park Bulletin; that Mr. Davis had
verbally agreed to a delay in the date of adjudication
of the Baldwin Park Bulletin until July 11, 1964.
Discussion followed.
COUNCILMAN ADAIR SECONDED.
Councilman McCaron stated there were several corrections
that he wished to have considered; that he did not believe
that the door should be closed to high rise; that the
testimony given at the public hearing should be considered.

Planning Director Kalbfleisch stated that under the proposed
R-3 regulations four stories would be permitted; that he
suggested a separate ordinance be set up,at such time as
application was made for high rise, under a precise plan
development; that there should be a definite setback on
the area coverage on the lot.
Assistant Planning Director Hill arrived at 7:15 p.m.
Discussion followed regarding open space required for
recreational purposes under the proposed zoning ordinance.
Councilman McCaron stated that in his opinion the 5) foot
side yard was not sufficient; that there should be more
air space required between buildings; that in his opinion
the Council had not heard from enough people on what
their opinions were.
Planning Director Kalbfleisch stated this was advertised
in the newspaper; that he had notified interested parties
and there was an article written in the paper regarding
the proposed zoning ordinance as well as the legal
publications.
Mayor Morehead stated that the ordinance could be amended
if necessary; that adopting it at this time would save the
City approximately $4,000.00 in advertising costs, as all
ordinances would have to be published after the adjudication
of the Baldwin Park Bulletin.
At the request of Mayor Morehead, City Clerk Balkus again
explained the verbal agreement to delay the adjudication
of the Baldwin Park Bulletin until July 11, 1964.

City Clerk Balkus presented Tract No. 29418 stating that
this Tract had been removed from the May 6, 1964, Agenda
due to the fact that the Title Sheet was lacking a
signature. She read the report of City Engineer Young
dated May 6, 1964, which recommended that the tract be
accepted and the proper city officials authorized to sign.
She stated that the City Engineer at this time recommended
the tract for final approval the Title Sheet was now in
order); that there was on file a subdivision bond in the
amount of $9,000.00.
City Clerk Balkus read Resolution No. 64-115 by title
as follows:

Mayor Morehead instructed the City Clerk to see that the
proper people receive the City's response to this
matter.

City Clerk Balkus read a memorandum from the Chief of
Police to the Chief Administrative Officer dated May
20, 1964 requesting that the attached resolution
relating to the field of Crime Prevention be presented
to the City Council for consideration".
City Clerk Balkus read Resolution No. 64-116 in full
entitled:

Chief Administrative Officer Nordby reviewed proposed
Resolution No. 64-114 stating that Mr. Bonelli had
suggested in order to solicit the.financial aid of the
County that the City pass a resolution for transmittal
to him stating that the City agreed, along with the
County, to set aside funds for a given period of time
for the improvement of Badillo Street. He stated this
matter could be considered further during the budget
sessions.

Councilman McCaron asked where the funds were committed
to at the present time.
Chief Administrative Officer Nordby stated the present
projects were: Baldwin Park Boulevard, Los Angeles Street
Ramona i3ou$everd from Francisquito to the westerly City
limits) and Maine Avenue. He stated there were not
enough funds accrued to complete these projects.
Discussion followed.
Councilman McCaron..stated that possibly the anticipated
progress should be reviewed and consider rearranging the
priority order.

Regarding the letter from Wilsey. Ham & Blair dated May 19,
1964, Chief Administrative Officer Nordby stated that the
North Maine Street study would be approximately $3,600.00;.
that he had an alternate suggestion; that he had proposed
in the 1964-65 budget the addition of a full time Planner
to relieve the Building Official-Planner combination the
City had now; that instead of cccepting the proposal-of
Wilsey, Ham & Blair he suggested that the City set up an
accelerated-recruitment of a Planner.
It was the consensus of opinion of the CounciI that the
proposal of Wilsey, Ham & Blair would not be accepted'
due to the cost involved.
Planning Director Kalbfieisch stated they were at the
present time studying Z-217; that he had a proposal to
submit to the Planning Commission at their next meeting;
that they had drafted a street design; that the present
design would be R-1 type of development with commercial in
the front.
Councilwoman Gregory commented that In-attend 1ng several
seminars she had found that in some of the progressive
cities they were giving the.Planning Commission a chance
to be true planners;.that in the City of Manhattan Beach
in conjunction with the Planning Commission they had a
Zone Adjustment Board; that this was something that could
be thought about to initiate here in Baldwin Perk.

Adjourned Regular Meeting of the Baldwin Park City Council
Mayor Morehead mentioned that the City of Pasadena had
such a board and Planning Director Kalbfleisch stated that
the City of Monterey Park had established this type of
board and explained how it worked, and stated that it
seemed to work out very well.
Councilwoman Gregory asked that the City of Manhattan
Beach be contacted to see how their Zone Adjustment Board
was initiated.
Councilman McCaron suggested that possibly a committee
could be established for this purpose that would not be
subject to the Brown Act and would not have to have
permanent records of their meetings.
Mayor Morehead asked that the Chief Administrative Officer
and Planning Director study this matter and come back with
a recommendation.

Chief Administrative Officer Nordby passed out to the
City Council a Summary of the Estimated Budget and
a Summary of the Estimated Appropriations. He
stated that the budget was predicated on a $.16 tax rate
to begin with with two major organizational changes, the
addition of a Planning Director and an addition of one
account clerk in the Finance Department.
Chief Administrative Officer Nordby passed out the work
budget for the 1961-65 fiscal year.
Chief Administrative Officer Nordby read in full his
budget message.
Chief Administrative Officer Nordby stated he would like
to meet with the Council at the earliest possible time
to go over each Department's budget in detail; that
normally the tax rate was set in August; that he would
like to see action on the budget by the beginning of the
fiscal year.
Discussion followed regarding the Retirement Program and
Salaries. Chief Administrative Officer Nordby stated that
the Salary Survey would be presented to the City Council
at their next meeting.
At the request of Mayor Morehead, Finance Director Duncan
explained each Account Number listed on the summary of
Estimated Revenue.
Mayor Morehead asked that an explanation be brought back
regarding Account No. 915, Solvent Credits, and that
it be checked to see if the City had ever had a franchise
for the Yellow Cab Company.
Discussion followed regarding the length of the Council
Meetings and the possibility of setting an adjournment
time; that when there were persons in the audience
concerned with particular items these items should be
considered as early as possible in the meeting; that
perhaps the format of the Agenda should be changed.

their thinking on this and bring back their recommendation
as far as changing the format on the Agenda and any other
ideas-they might have to expedite the Agenda.
