NO. 357 ORDINANCE NO, 357 REPEALING CHAPTER I OF ARTICLE IX CON- SISTING OF SECTIONS AN ORDINANCE OF THE CITY COUNCIL OF 9101 THROUGH 9124, THE CITY OF BALDWIN PARK REPEALING INCLUSIVE, OF THE CHAPTER I OF ARTICLE IX CONSISTING OF B.PK. MUN. Chief Administrative Officer Nordby passed out a Salary Survey. Fixed Charges Account, No. 2200, was studied first with Finance Director Duncan explaining the expenditures. Item No. 4, Chamber of Commerce, under Account No. 2201 was held over until the next budget session. The Council asked that Chief Administrative Officer Nordby invite the Board Members of the Chamber of Commerce to be present at the next budget session. Continued) ORD. Discussion followed regarding the Revision of the Master Plan, Item 9 Account No, 2201„ Chief Administr tive Officer Nordt`iy commented that the Regional Planning Commis- sion would be willing to help upgrade the Nestor Plan at a cost of approximately 5(96 lower than an engineer- ing firm; that there was a possibility of getting into the 701 Federal Planning program whereby the government would pick up 5OZ of the cost of preparing or updating the Master Plan; that ashore of the balance would be picked up by the schools; that the Wilsey, Ham and-Blair figure was $35,000.00 to $40,000.00. Discussion followed regarding Account Numbers 2261, 2262 and 2271. There were no changes made in Fixed Charges Account, No. 2200 at this time. Item 4, Account No. 2201 would be discussed at the next budget session, There were no changes made at this time in the following accounts: City Council Account, No. 1100, Administrative Account, No. 1200 and City Clerk Account, No. 1300. Regarding Finance Account, No. 1400, Finance Director Duncan explained the request for the increase of one employee and the reclassification of two of the existing employees. She also explained the request for the NCR 17-Register Validating Machine and the disadvantage of the lease purchase plan. There were no changes made in Account No. 1400 at this time. Regarding City Treasurer Account, No. 1500, City Treasurer Pugh stated the Treasurer's office would need additional help when the next sewer district comes in. Mayor Morehead commented he had received a memorandum from the City Treasurer. Discussion followed that accounting costs could be recovered from the sewer districts. NO. 1600 NO CHANGES AT THIS Continued) TIME BIB] 39576-U01 1964-U02 06-U02 01-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO115493-U03 DO116819-U03 C4-U03 MINUTES1-U03 4/24/2008-U04 ROBIN-U04 ADJOURNED-U05 CITY-U06 COUNCIL-U06 1964 06 01 CC MINHÄ—@¸—6XÍ«Adjourned Regular Meeting of the Baldwin Park City Council Regarding Planning Account, No. 1700, Planning Director Kalbfleisch explained that his original request was for a full time Planning Technician who would be a drafting assistant and an assistant who would revise the zoning of problem areas in the City and revise the Community Design Elements for the streets in the deep ot areas and also assist subdividers and properly owners in obtain- ing the most desirable development for future developments on tracts and large lots; that since his original request the possibility of splitting the Planning Department and the Building Department and hiring a full time Planning Director had been considered. Mr. Kalbfleisch explained his request under Capital Outlay. It was brought out that the existing tvvpawriter of the Secretary was proposed to be tra-sfrrred to the Finance Department if the additional employee, in the Finance Department, was approved. There were no changes made at this time. There were no changes made in City Hall Account, No. 1900. The Council instructed the Chief Administrative Officer to obtain a proposal on the repair of the City Hall roof and also an estimate on the cost of painting the interior of the main floor of the City Hall. The Council also instructed the Chief Administrative Officer to obtain an appraisal on the cost of drapes for the Council Chamber. There were no changes made at this time in Auditorium Account, No. 2000, Discussion followed regarding Police Department Account, No. 3100. Chief Best handed to the Council a copy of an analysis of the crime problem in Baldwin Park. This analysis was re- turned to the Chief later in the meeting) Regarding the School Crossing Guards, Chief Best stated that the anticipated realignment of children from Charles Bursch to the Kenmore School had been changed and the request for ten guards could be reduced to the original seven. Discussion followed regarding the portable platform the police dog rode on in the cars; that generally a prisoner was not transported with the dog, however if this was done the dog rode with the prisoner. Chief Best explained his request for an additional lieute- nant position stating that the additional lieutenant would be in charge of the Patrol Division; that presently there were two lieutenants, one in charge of Services Division and one in charge of Crime Prevention and Training; that in order to adequately administer a Crime Prevention and Juvenile Delinquency Abatement Program it had become necessary to place a lieutenant in full charge and re- lieve him of most of his former responsibilities; that as a result of this, a senior sergeant had to be given the responsibility of the former Operations lieutenant. Chief Best stated that in a subsequent memorandum, not in the budget, it was being requested that one of the clerk-typist positions not presently filled) be dropped and an additional cadet position created; that it was felt there were would be more value gained from a cadet both now and in the future. Chief Best passed his memo and it was returned to him) June 1, 1964 Page 4 RE REQUEST FOR ONE ADDITIONAL CADET POSITION S USSEQUENT M19lO REQUEST TO DROP I CLERK-TYPIST POSITIO? AND CREATE ADD ITIONA CADET POSITION Chief Best stated that his budget request was based on the continuation of the existing level of police service. He stated there were some items that had been deleted that he would like to discuss; that this was-.the third year that the radar unit had been requested; that RE RADAR UNIT the added efficiency of this unit was not really measurable in dollars and cents; that the streets in Baldwin Park were basically short and in a black and white car it took normally about three blocks to get a clock on a speed violator; that in his opinion this was a very critical item. Discussion followed that the necessary signs were not included in the budget request and that ten signs would cost approximately $200.00; that these would have to be posted on the major entrances to the City. Discussion followed regarding vehicle maintenance and RE VEHICLE MAIN- patrol unit replacement. Chief Best stated that it was TENANCE AND PATROL anticipated to go to bid in April or May of 1965 for UNIT REPLACEMENT delivery the later part of June and the billing in July. Chief Administrative Officer Nordby explained that to go to bid and order in the fiscal year 1964-65 would mean that this item would have to be in included in the 1964-65 budget. The Council discussed adjourning the June 3, 1964 meeting for a budget session. Chief Administrative Officer Nordby stated he had received RESIGNATION OF CITY a letter of resignation from the City Engineer this date ENGR., VINCENT T. effective after the Council meeting of June 17, 1964; that YOUNG EFFECTIVE AFTE the letter was directed to him but should have been directed COUNCIL MEETING OF to the City Council; that it was his recommendation to JUNE 17, 1964 accept this resignation and direct him to start recruit- ment. In answer to a question by Councilman Morehead, Chief Administrative Officer Nordby stated that Mr. Young had stated in his letter that he had accepted a position in the desert area. MAYOR MOREHEAD MOVED THAT THE RESIGNATION OF THE CITY MOTION MADE THAT ENGINEER, VINCENT T. YOUNG, BE ACCEPTED. COUNCILMAN RESIGNATION OF CITY ADAIR SECONDED. ENGR., VINCENT T. YOUNG'S DEPARTURE OR AS SOON THEREAFTER AS POSSIBLE; PRIOR WOULD BE BETTER BECAUSE HE COULD BE CUED IN ON A LOT OF ITEMS THAT HE WOULD NEED TO KNOW. COUNCILMAN ADAIR SECONDED. The motion carried by the following vote: AYES: COUNCILMEN MCCARON, ADAIR, GREGORY AND MAYOR MOREHEAD NOES: NONE ABSENT: COUNCILWOMAN TAYLOR Chief Administrative Officer Nordby stated that he did not believe it would be possible to have someone on the job prior to Mr..Young leaving as the new Engineer would have to give notice to his employer; that he might later bring in a recommendation requesting some other agency or engineering firm to fill in during the Interim. Councilman McCaron stated the motion was intended as authority to start looking for a replacement engineer; that if something else had to be done in the meantime the Council would consider the recommendation of the Chief Administrative Officer regarding an interim procedure. AT 10:45 P.M. COUNCILWOMAN GREGORY MOVED THAT THE CITY COUNCIL ADJOURN. COUNCILMAN ADAIR SECONDED.
