The City Council of the City of, Baldwin Park met in adjourned regular session at the above plac® at 7:30 p.m. Roll Call: Present: COUNCILMEN ADAIR, GREGORY, MCCARON AND MAYOR.MOREI-EAD Councilman Crites was sworn in at 8:50 p.m.) ROLL CALL Absent: CITY ATTORNEY FLANDRICK AND PLANNING DIRECTOR AND, BUILDING SUPERINTENDENT KALBFLEISCH I Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, FINANCE DIRECTOR DUNCAN, CHIEF OF POLICE BEST, CITY TREASURER PUGH AND CITY CLERK BALKUS City Engineer.-Young arrived at 8:52 p.m.) 00- Mayor Morehead stated he would entertain a motion to adjourn to an executive session. AT 7:40 P.M. COUNCILMAN MCCARON MOVED THAT THE CITY 7:140 P.M. ADJ. TO COUNCIL ADJOURN TO AN EXECUTIVE SESSION. COUNCILWOMAN EXECUTIVE SESSION GREGORY SECONDED. There were no objections, the motion carried and was so ordered by Mayor Morehead. 00- At 8:38 p.m. the City Council reconvened in Regular Adjourned 8:38 P.M. COUNCIL Session. RECONVENED IN REG. ADJ. SESSION 00- Mayor Morehead euggected that with the approval of the APPOINTMENT OF City Council Mike Gereldi and Leo King would be appointed MIKE GERALDI AND to the Planning Commission to fill Office Numbers VI and LEO KING TO P.C. Page 2, City Clerk Backus explained that Lot 25 in Tract No. 27638 was a one foot outlot dedicated to the City under Tract No. 27638, however, Tract No. 29418, approved by the City. Council on May 25, 1964, could not be recorded until the one foot outlot portion of Westcott Street) between, the two tracts was dedicated by the City for street purposes. COUNCILMAN MCCARON MOVED THAT RESOLUTION No. 64-128 BE RES. NO. 64-128 APPROVED AND FURTHER READING BE WAIVED. COUNCILMAN ADOPTEE D ADAIR SECONDED. The motion carried by the following vote: AYES: COUNCILMEN MCCARON, ADAIR, GREGORY, AND MAYOR MOREHEAD NOES: NONE ABSENT: NONE 00- AT 8.45 P.M. RECONVENED AT There were no objections, the motion carried and was so 8:50 P.M. ordered by Mayor Morehead. 00- City Clerk Backus administered the oath of office to OATH OF OFFICE Mr. Ivory D. Crites. The City Council congratulated Mr. ADMINISTERED TO Crites and he was seated. IVORY D. CRITES, COUNCILMAN 00- City Engineer Young arrived at 8:52 p.m. CITY ENGR. YOUNG ARRIVED AT 8:52 P.M. 00- Mayor Morehead explained that representatives of the BUDGET SESSION Chamber of Commerce were present and the first item for discussion on the budget would be Page 61, Contractual PAGE 61, CONTRACTUAL No. 4, Chamber of Commerce. NO. 4, CHAMBER OF COMMERCE Chief Administrative Officer Nordby explained he had esti- mated $10,000.00 as that was the amount allocated the previous year, however the budget could always be modified. Mr. Bart Parker, President of the Chamber of Commerce, 4902 BART PARKER, Robinhood, Temple City, congratulated the Council on their PRES., CHAMBER OF selection of Councilman Crites. He s-t-ated the Council had COMMERCE, 4902 Robin- copies of the proposed Chamber of Commerce Budget for 1963- hood, Temple City 1964; that last year they had run out of funds as $10,000.00 had not been adequate. In answer to Council questions M-.,.Parker stated they were advertising in the Associated Chamber Magazine to be pub- lished about June 29, 1964, and by word of mouth; that they hoped to have a Manager by July Ist; that possibly $1,500.00 more would be sufficient; that present member- ship was approximately 100; that approximately, 10 were individual memberships; that there were approximately 296 businesses eligible to join; that it was difficult to solicit new members; that the City allocation was worth much more than $10,000.00 to the City; that with sufficient funds they could progress, however, they were always short and therefore curtailed many essential activites. Mayor Morehead indicated the Chamber should acquire more members and thus. be self sustaining; that each year the City supported the Chamber with the expectation that this would not be necessary the following year; that the Cham- ber of Commerce had a deficit of $12,621.00 and asked what action the Council wished to,take. Councilman McCaron explained that salaries of the Manager and Secretary were well over. $12,000.00 alone and he suggested $12,000.00 so there would be an even amount each quarter. COUNCILMAN MCCARON MO\ED THAT THE AMOUNT IN THE BUDGET FOR CHAMBER OF COMMERCE) BE CHANGED TO $12,000.00 COUNCILWOMAN GREGORY SECONDED. Discussion followed that a good promotional Manager was needed to get sales tax revenue for the City and that Dale Pace was doing a good job. Chief Administrative Officer Nordby stated he would like some time to change the budget, and that he would like to see the City Council and the Chamber members confer with each other. The motion carried by the following vote: AYES: COUNCILMEN MCCARON, GREGORY, ADAIR, CRITE S AND MAR' MORE HEAD NOES: NONE ABSENT: NONE Councilman McCaron suggested that Item 9, Revision of Master Plan, Page 65 be revised to take care of the change. Chief Administrative Officer Nordby stated the State Department of Finance had estimated the.population at 1.12,950 which would result in possibly $7,500.00 added.. revenue and possibly this would make the adjustment. Mayor Morehead stated the next item for consideration was the Police Department section of the Budget. Chief of Police Best said he had distributed to the Council information relative to items that were recommended to be cut and that he would be glad to answer any questions. Council started on Page 72, Personnel and Salary Detail. Discussion followed as to the number of lieutenants and cadets, also crossing guards and Clerk typists. Chief of Police Best gave a comparison of lieutenants in surrounding cities as compared to Baldwin Park. Council tentatively approved six cadets, three lieute- nants, two clerk-typists. Chief of Police Best indicated an additional unit could be used and equipped to investigate crime and could also be used as a patrol car. Two additional units were discussed but no decision made. I t was suggested that one machine be used between City Clerk's,; Office and the Police Department, with Chief Best stating much time would be wasted by employees going up a d.down stairs. U ACCT. 76, PAGE 714, COPY MACHINE The Radar and Polygraph, Page 73, Account 76, were discussed ACCT. 76, PAGE 73, and tentatively approved. RADAR AND POl1VGRAP: Page 101, Engineering,' was discussed next, with Mr. Young PAGE 101, ENGINEERIT explaining the amount budgeted was for the absolute minimum; that the department could use more help as there was too much of a work load for the Steno Secretary; that a cal- culating machine would save time for the;depertment; that the engineering department would split the cost on Radar 50/50 with the Police Department as Radar determines use and safe speed of streets dnd would eliminate some visual counters; that sewer districts required additional help and many more street projects could and should be studied; that the department needed a new filing system. Mr. Young stated the Public Works Inspector was using a jeep, which presently needed about $500.00 worth of.re- pairs and that it would be better to have a pick-uptruck for this usage. Council discussed a Student Engineering Aide and a Clerk- Typist. Mrs. Ruth Buchanan, 5022 N. Heintz Street, Baldwin,. Park, MRS. RUTH BUCHANAN asked for permission to comment on an item concern* the 5022 N. Heintz St., budget and was granted permission. B.Pk. Mrs. Buchanan stated that there was a great deal of foot traffic on Olive Street; that traffic was heavy; that 35 m.p.h. was an excessive speed; that a finance study should consider improvement by widening of the street; that there were schools in the area and that she considered this a City problem. Discussion followed that plans were being made for i•nstatla- tion of curbs, gutters end..sidewelks i n certain areas with property owners participating; that the City could not finance the improvement of one street only from the General Fund as this would be setting a precedent since manyareeis throughout need,. Improvement. City Engineer Young explained that Olive had been widened from three 3) feet to seven 7) feet on the north side from the vicinity of Maine Avenue t'o'Azusa Canyon Road. The Engineer phase of the budget discussion was resumed. Chief Administrative Officer Nordby explained that in preparing the budget he had attempted to provide service in all departments and maintain a balanced budget with a controlled tax rate and this meant cutting some items. No decision was made on the Clerk-Typist and Student Engineering Aide. Further discussion followed regarding purchase of a pick-up or a compact car or the repairing of the jeep and the inadequacy of the amount of $.07 per mile pafd for use of personal cars. Councilwomen Gregory commented about adequate parking space on truckers own property; noise in residential areas; that it would be difficult to limit permits to certain truckers; misuse of permits; and that she felt the ordinance as it was was a good ordinance. Mr. Edwin Elko, 13057 East Bess Avenue, Baldwin Park, EDWIN ELKO, 13057 stated that trucks parked in residential areas reduced E. Bess Ave., B.P':. the value of property; that a conscientious trucker had an alternate car for transportation; that the City's share of gas tax was based on a per capita basis and not where the truck was registered. Councilman Adair indicated some relief could possib;y be afforded the truckers; that the majority of them were considerate of their neighbors. Mayor Morehead and Councilman McCaron suggested instruct- ing the City Attorney to prepare some sort of nonconforming CITY ATTY. TO PRE- use procedure under which the trucker could not move to PARE A PROCEDURE another address and continue the usage and the trucker RE NONCONFORMING US.P would be asked to certify that he had one truck and resided TRUCKERS and parked his truck in the City prior to the ordinance; that complaints of neighbors should be taken into consideration. Mr. Edwin Elko requested that if such a use was proposed that it would only apply to property owners registered voters.
