Planning Director Kalbfleisch stated that this letter was presented at the request of the Planning Commission. Mr. Francis J. Gregory, Planning Commissioner, 4529 North Walnut, Baldwin Park, asked that the Council consider and take action on the need for recreational facilities. He stated that the budget sessions were now under way and it was being considered to delete the $150,000.00 necessary for the improvement of the proposed recreation site. Discussion followed. COUNCILWOMAN GREGORY MOVED THAT THE CITY COUNCIL WRITE SUCH A LETTER PERTAINING TO WHAT IS IN MR. KALBFLEISCH'S LETTER AND SEND IT TO MR. BONELLI, HOPEFUL THAT HE WOULD NOT DELETE THE $150,000.OO-FOR THE IMPROVEMENT OF THE PROPOSED RECREATION SITE OF THE SANTA FE DAM. COUNCILMAN ADAIR SECONDED. The motion carried by the following vote: AYES: COUNCILMEN GREGORY, ADAIR, CRITES, MCCARON AND MAYOR MOREHEAD NOES: NONE ABSENT: NONE 00- Planning Director Kalbfleisch stated he had passed to the City Council a resume of Z-2I7 which was on the Council's coming Agenda of June 17, 964. In answer to a question by Councilman McCaron, Planning Director Kalbfleisch stated that both applicants had been written letters concerning the proposed development, however there had not been any reply by the applicants. 00- Mayor Morehead, with the approval of the City Council, appointed Ivory D. Crites as the delegate to the Advisory Council of the East San Gabriel Valley Regional Library. Councilman McCaron stated if it was legal and within the Council's jurdisdiction he would like Lena B. Taylor to be the alternate to the Advisory Council of the East San Gabriel Valley Regional Library. Mayor Morehead asked that the City Clerk contact the Advisory Council of the East San Gabriel Valley Regional Library and ask if she could be an alternate and have a vote or whether she could be given an honorary appointment to this committee; and also advise that Ivory D. DEPT. ACCT., No. 4100. NO. 4100 Under Account No. 4174, Motor Vehicles, the Council ACCT. NO. 4174 tentatively approved the one-half z) ton pickup for ONE-HALF TON PICK- the Inspector. UP FOR INSPECTOR TENTATIVELY APPROVED Under Account No. 4174, Motor Vehicles, Chief Administrative ACCT. NO. 4174, Officer Nordby pointed out that the words Stude. Lark" MOTOR VEHICLES should have been deleted under Car for Engineer & Assistant Compact". Regarding Account No. 4176, it was brought out by Finance ACCT. NO. 4176 Director Duncan that the last three items, Car Desks, Rapidograph Set and Plan Holder being in a different category had been budgeted for in Account No. 4144. Finance Director Duncan stated that Account No. 4152, ACCT. NO. 4152 Vehicle Operating, would have to be increased if the TO BE INCREASED IF one-half Z) ton pickup was finally approved. I TON PICKUP FINALLY APPROVED City Engineer Young stated that the Engineering budget was based as closely as possible to the amount of last years budget; that the City should have and was really obligated to have one full time three 3) man survey RE NEED FOR ONE FULL party; that the City was charged with the responsibility TIME THREE 3) MAN of protecting all of the monuments set by the State, SURVEY PARTY County and the City; that the City was also charged with designing the streets. In answer to a question by Councilman McCaron, City Engineer Young explained that previously there had been a charge of $.50 for each foot for staking but this had been discontinued. Mayor Morehead stated that the reason for discontinuing this charge was that there was no incentive for the property owners to put in curb and gutters when they had to pay for the staking. Discussion followed that the present rate for one survey party of three 3) men was $23.50 to $26.50 for each hour; that this amount was paid from the time they left their office. Mayor Morehead stated for the present time it seemed more economical to contract for a survey party when it was needed. Chief Administrative Officer Nordby suggested that the need for the service of a survey party be projected for the coming year and bring the cost back at the next budget session. There was discussion regarding Account No. 4162, Insurance & Bond Premiums. City Engineer Young stated this amount was included for insurance with regard to the City Engineer's liability for a tract flooding when the City Engineer had stated it would not flood. Chief Administrative Officer Nordby stated that this was covered under the general liability policy. Engineer Young stated that both he and former Assistant City Engineer Welch had made reports. Mr. Young extensively reviewed his findings and recommended that the City have a trial period, starting July 15, 1964, and not enter into a contract for the present time, with the R. F. Dickson Company for the sweeping of the residential and commercial curbs; and that the Wayne Sweeper be utilized for sweeping intersections, quick clean-ups in the event of accidents, follow-up to street repairs and patching. At the suggestion of Councilman McCaron, the Council requested that the Chief Administratvie Officer check out the cost of street sweeping in the City of Alhambra. Councilman McCaron stated he had been advised that their cost was $1.50 per curb mile. City Engineer Young stated he had checked this out and it was his understanding this was only their operating expense. City Engineer Young's recommendation was tentatively approved which included absorbing the Street Sweeping personnel in other Public Works functions. It was brought out that the ordinance regarding no parking from 2:00-4:00 a.m. should be strictly enforced. Chief Administrative Officer Nordby stated that a report regarding the man power of other communities was available; that Baldwin Park was low in every department. Clint Crawford explained the use and need of the stump chipper, Item 5476. There were no changes made at this time in Account No. 5400, Trees and Parkways. There were no changes made at this time in Account No. 5500, Signs and Striping. There were no changes made at this time in Account No. 5600, Street Maintenance. There were no changes made at this time in Account No. 5700, Sewer Maintenance. 00- Regarding Sewer District No. 62-A-1, City Engineer Young stated that the City needed permission to use Los Angeles County right-of-way as shown on Sheets 116, 117 and 155 which included about forty 40) feet easterly on Baldwin Park Boulevard from Garrow's property at the theatre to Bess Avenue, Frazier from Torch to Ledford and Ledford from Frazier down to the power line; that sewers were now going in in this area. City Engineer Young also brought out that Mr. Norling from the Los Angeles County Engineer's Office wanted clarifica- tion as to whether or not the line from Frazier down Ledford hooking into the County Sewer Line) was also for the County's use. City Engineer Young stated that the line was put in to serve the City of Baldwin Park and his recommenda- tion was and still is that if the County wanted to hook in to it they could use it at no additional charge. Councilman McCaron stated if there was no burden on the district, in his opinion, the City was being compensated for it possibly by the use of the County right-of-way. City Engineer Young indicated he wished to write Mr, Norling June 16, 1964, and advise him of the Council's action regarding this matter. Mayor Morehead asked if the Council had any objections. As there were none he stated to Mr. Young that he could go ahead and make the arrangements with the County so as not to hold up construction. 00- Regarding Street Maintenance, City Engineer Young suggested that the 1956 Freeway Agreement be reviewed. He stated that when the agreement time ran out the City was to take over certain ramps and streets which were to be improved; that the City was to maintain lights on the footbridge over the freeway, lights and structures on the overpasses of the freeway and maintenance of the pumping station on Puente Avenue. He stated that also the State had tried to give State Highway 39 Puente Avenue) to the City for some time. He also mentioned that the landscaping problem had not been settled. 00- There were no changes made at this time in Account No. 5800, Maintenance of Bridges, Tunnels and Grade Separa- tions, There were no changes made at this time in Account No. 5900, Street Lighting. There were no changes made at this time in Account No. 7100, Health Services and First Aid. There was considerable discussion regarding ambulance and medical care fees that could not be recovered. The Council completed their initial review of the budget. Chief Administrative Officer Nordby commented that the report regarding the State Retirement System was yet to be presented and also the proposed salary schedules. Regarding Account No. 3100, Police Department, the Council decided to tentatively consider three 3) Lieutenant positions. NO OBJECTIONS FROM COUNCIL RE STREET MAINTENANCE CITY ENGR. Chief Administrative Officer Nordby explained that the money went into unappropriated surplus; that unappropriated surplus could be used for capital expenditures. The Council discussed the Detective.;Unit, Account No. 3174, Motor Vehicles, however no definite decision was made. The Council tentatively approved one radar unit and one polygraph, Account No. 3176, Other Equipment, The Council tentatively approved one copy machine, Account No. 3176. The Council tentatively approved one Clerk-typist, and two Student Engineering Aides, Engineering, Account No. 4100. Discussion followed regarding time of some of the engineering personnel being charged to the sewer districts. Discussion followed regarding inspection of the sewer dis- tricts wherein City Engineer Young stated after seeing the two districts he was slowly changing his mind and that maybe the City should do the full inspection. 00- AT 10:45 P.M.
